    Abstract: "In his three-volume history, Antony Polonsky provides a comprehensive survey—socio-political, economic, and religious—of the Jewish communities of eastern Europe from 1350 to the present. Until the Second World War, this was the heartland of the Jewish world: nearly three and a half million Jews lived in Poland alone, while nearly three million more lived in the Soviet Union. Although the majority of the Jews of Europe and the United States, and many of the Jews of Israel, originate from these lands, their history there is not well known. Rather, it is the subject of mythologizing and stereotypes that fail both to bring out the specific features of the Jewish civilization which emerged there and to illustrate what was lost. Jewish life, though often poor materially, was marked by a high degree of spiritual and ideological intensity and creativity. Antony Polonsky recreates this lost world—brutally cut down by the Holocaust and less brutally but still seriously damaged by the Soviet attempt to destroy Jewish culture. Wherever possible, the unfolding of history is illustrated by contemporary Jewish writings to show how Jews felt and reacted to the complex and difficult situations in which they found themselves." --

    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Sie skizziert die marxistische Genealogie in Perecs Texten und zeigt, dass seine oulipotische Praxis nicht zu bloßen Sprachspielereien führt. Das Schreiben unter formalen Einschränkungen ist vielmehr als eine Auseinandersetzung mit gesellschaftlichen Zwängen zu begreifen, unter denen auch die künstlerische Arbeit steht. Literarische Praxis und Gesellschaftskritik fallen dabei zusammen. Angesichts der gegenwärtigen Unschärfe im Verhältnis von Aktionismus und Kunst sind Perecs Schreibformen wegweisend.

    Abstract: Das 11. und 12. Jahrhundert ist eine Zeit christlich-jüdischer Begegnungen. Literarisch haben christliche Theologen diesen Austausch in sogenannten Kontroversdialogen verarbeitet. Diese Gattung gibt darüber Auskunft, wie ihre Autoren ihr christliches Selbstverständnis im Angesicht des Anderen verstanden und verstanden haben wollten. Die Monographie legt dar, wie Gilbert Crispin und Petrus Alfonsi als zwei prominente Vertreter in ihren Kontroversdialogen den persönlichen Kontakt mit Menschen jüdischen Glaubens sowie jenem der sogenannten Sarazener:innen, die Aufnahme der ratio in die Theologie im Rahmen der frühscholastischen Entwicklungen, die Frage nach der Konversion zum christlichen Glauben und die Bedeutung des nicht-christlichen Anderen für das eigene christliche Selbstverständnis präsentieren

Anhand der Geschichte strittiger Begriffe wie Assimilation, Minderheit oder Mehrheit, Ethnizität und Stamm erzählt dieses Buch eine Geschichte der Pluralität, die bis in unsere Gegenwart reicht.     Abstract: A History of Anti-Semitism examines the history, culture and literature of antisemitism from antiquity to the present. With contributions from an international team of scholars, whose essays were specially commissioned for this volume, it covers the long history of antisemitism starting with ancient Greece and Egypt, through the anti-Judaism of early Christianity, and the medieval era in both the Christian and Muslim worlds when Jews were defined as 'outsiders,' especially in Christian Europe. This portrayal often led to violence, notably pogroms that often accompanied Crusades, as well as to libels against Jews. The volume also explores the roles of Luther and the Reformation, the Enlightenment, the debate over Jewish emancipation, Marxism, and the social disruptions after World War 1 that led to the rise of Nazism and genocide. Finally, it considers current issues, including the dissemination of hate on social media and the internet and questions of definition and method.

    Abstract: Am 17. Februar 2019 wäre Walter Grab 100 Jahre alt geworden. Sein persönlicher Werdegang spiegelt die Herausforderungen und politischen Verwerfungen des 20. Jahrhunderts wider. Als Historiker hat er wichtige Beiträge zur Demokratiegeschichte und ihrer Verbindung zur Emanzipation der Juden geleistet. Insbesondere die Französische Revolution und ihre Wirkungsgeschichte haben ihn lebenslang beschäftigt. Dabei stand auch die Frage im Mittelpunkt, weshalb die Ideen der Revolution in Deutschland nicht den gleichen Erfolg hatten wie etwa in Frankreich oder England. Diese Forschungen verknüpfte er mit einem anderen großen Thema, zu dem er ebenfalls bedeutende Beiträge geleistet hat: Dem Verhältnis zwischen der Demokratiebewegung und der Emanzipation der Juden in Europa. Im Rahmen eines interdisziplinären Kolloquiums am Europa Kolleg und dem Institut für die Geschichte der deutschen Juden in Hamburg wurden seine Arbeiten gewürdigt und mit der Frage nach der Zukunft der Demokratie in Europa verknüpft werden. Der Band stellt die Ergebnisse einer breiteren Öffentlichkeit vor. Mit einem Grußwort des Kultursenators Dr. Carsten Brosda.     Abstract: On February 17, 2019, Walter Grab would have turned 100. His personal career reflects the challenges and political upheavals of the 20th century. As a historian, he made important contributions to the history of democracy and its connection to the emancipation of the Jews. In particular, the French Revolution and its history of impact have occupied him throughout his life. He also focused on the question of why the ideas of the Revolution did not have the same success in Germany as they did, for example, in France or England. He linked this research to another major topic to which he also made significant contributions: The relationship between the democracy movement and the emancipation of Jews in Europe. In the context of an interdisciplinary colloquium at the Europa Kolleg Hamburg and the Institute for the History of German Jews in Hamburg, his work was honored and linked to the question of the future of democracy in Europe. This volume presents the results to a broader public. With a greeting by the Senator for Culture Dr. Carsten Brosda. With contributons by Carsten Brosda, Uwe Friesel, Alexander Grab, Andreas Grimmel, Arno Herzig, Yael Kupferberg and Rainer Nicolaysen.

    Abstract: Gegen das Vergessen: Der Holocaust aus der Sicht eines Opfers des Nationalsozialismus Was mit der Wannseekonferenz begann, die die Organisation der Deportation und des Massenmords an den europäischen Juden beschloss, durchlitt Filip Müller (1922 - 2013) wie kaum ein anderer. Wer wie er KZ und Zwangsdienst im Sonderkommando Auschwitz-Birkenau mehr als drei Jahre er- und überlebt hat, der gehört zu den wichtigsten Zeugen des Grauens des Holocaust - und ist für sein Leben gezeichnet. 1979/80 veröffentlichte er seinen Zeugen-Bericht »Sonderbehandlung« auf Deutsch. Erschütternd, schonungslos und mit geradezu literarischer Wucht erzählt er von seiner Lagerzeit, beschreibt Täter und Opfer und gibt den Blick frei ins Herz der Finsternis. Ein Buch wie eine Mahnung, den Genozid an den europäischen Juden nie zu vergessen Nur wenige Menschen, die so lange in Auschwitz interniert waren, überlebten Filip Müller trat als einziger Zeuge für die Unmenschlichkeit des Systems der Sonderkommandos in Claude Lanzmanns Film »Shoah« auf Ein schonungsloser Bericht über die Unmenschlichkeit des NS-Regimes Eines der wichtigsten Zeugnisse des Völkermords an den Juden nach über 40 Jahren als kommentierte Neuausgabe Augenzeugenbericht eines Holocaust-Überlebenden, der sprachlos zurücklässt »Sonderbehandlung« von Filip Müller ist die erste authentische Gesamtdarstellung der Geschichte des Sonderkommandos. Wer ihn, als einzigen Zeugen des Sonderkommandos, in Claude Lanzmanns Film Shoah gesehen hat, vergisst sein Gesicht, seine Stimme nicht. Nach der Veröffentlichung 1980 gab es massive Bedrohungen durch Alt- und Neo-Nazis, so dass Müller nie einer deutschen Neuausgabe zustimmt. Erst zum 100. Geburtstag 2022 machte seine Familie eine neue, kommentierte Ausgabe möglich. Die historische Bedeutung des Buchs von Filip Müller kann kaum überschätzt werden!

    Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. Der Band macht diesen Zusammenhang anhand authentischer Beispiele anschaulich und verständlich.     Abstract: One quarter of all Holocaust victims lived on the territory that now forms Ukraine, yet the Holocaust there has not received due attention. This book delineates the participation of the Organization of Ukrainian Nationalists (OUN) and its armed force, the Ukrainian Insurgent Army (Ukrainska povstanska armiia—UPA), in the destruction of the Jewish population of Ukraine under German occupation in 1941–44. The extent of OUN and UPA’s culpability in the Holocaust has been a controversial issue in Ukraine and within the Ukrainian diaspora as well as in Jewish communities and Israel. Occasionally, the controversy has broken into the press of North America, the EU, and Israel. Triangulating sources from Jewish survivors, Soviet investigations, German documentation, documents produced by OUN itself, and memoirs of OUN activists, it has been possible to establish that: OUN militias were key actors in the anti-Jewish violence of summer 1941; OUN recruited for and infiltrated police formations that provided indispensable manpower for the Germans' mobile killing units; and in 1943, thousands of these policemen deserted from German service to join the OUN-led nationalist insurgency, during which UPA killed Jews who had managed to survive the major liquidations of 1942.

The book focuses on colonial encounters between local groups in southwest Canaan (between the modern-day metropolitan areas of Tel Aviv and Gaza) and agents of the Egyptian Empire during the Late Bronze Age (16th-12th centuries BCE). This new perspective presents the multifaceted aspects of Egyptian colonialism, the role of local agency, and the reshaping of local practices and ideas. Following that, the book examines local responses to the collapse of the empire, mechanisms of societal regeneration during the Iron Age I (12th-10th centuries BCE), the remnants of the Egyptian-Canaanite colonial order, and changes in local ideology and religion"--

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

Aspekte des Antijudaismus im Neuen Testament, Judenfeindschaft im frühen Christentum, aber auch das Verhältnis von Kirche und Israel als christliches Identitätsproblem gehören zu den Themen, die sie seit über 30 Jahren benennen.

Im Beitrag werden am Beispiel der Gemeinden in Dresden und Würzburg Säkularisierungs- und Traditionsbelebungsprozesse unter dem Einfluss von Remigration nachvollzogen. Unter Einbeziehung der politischen Bedingungen im Kalten Krieg wird als Zweites der Frage nachgegangen, welche Rolle transnationale Beziehungen und Räume für das jeweilige Gemeindeleben spielten.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: The first comparative, comprehensive history of Nazi mass killing – showing how genocidal policies were crucial to the regime’s strategy to win the war Nazi Germany killed approximately 13 million civilians and other non-combatants in deliberate policies of mass murder, mostly during the war years. Almost half the victims were Jewish, systematically destroyed in the Holocaust, the core of the Nazis’ pan-European racial purification programme. Alex Kay argues that the genocide of European Jewry can be examined in the wider context of Nazi mass killing. For the first time, Empire of Destruction considers Europe’s Jews alongside all the other major victim groups: captive Red Army soldiers, the Soviet urban population, unarmed civilian victims of preventive terror and reprisals, the mentally and physically disabled, the European Roma and the Polish intelligentsia. Kay shows how each of these groups was regarded by the Nazi regime as a potential threat to Germany’s ability to successfully wage a war for hegemony in Europe.     Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible.     Abstract: Apocryphal traditions, often shared by Jews and Christians, have played a significant role in the history of both religions. The 26 essays in this volume examine regional and linguistic developments in Ethiopia, Egypt, Syria, Armenia, the Balkans, and Italy. Dissenting groups, such as the Samaritans, followers of John the Baptist, and mediæval dualists are also discussed. Furthermore, the book looks at interactions of Judaism and Christianity with the religions of Iran. Seldom verified or authorized, and frequently rejected by Churches, apocryphal texts had their own process of development, undergoing significant transformations. The book shows how apocryphal accounts could become a medium of literary and artistic elaboration and mythological creativity. Local adaptations of Biblical stories indicate that copyists, authors and artists conceived of themselves as living not in a post-Biblical era, but in direct continuity with Biblical personages

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: Antisemitismus ist wieder sichtbar, teils offen, teils versteckt hinter "unbedachten " Äußerungen und Israelkritik. Doch wo beginnt der Antisemitismus, und wie neu ist, was wir heute erleben? Peter Schäfer beschreibt klar und konzise, wie sich seit der Antike antisemitische Stereotype verbreiteten, zu Verfolgung und Vernichtung führten und auch nach der Shoah virulent sind. Schon in der vorchristlichen Antike gab es Judenhass, Ghettos und Pogrome, doch erst die neutestamentlichen Schriften schufen mit ihrer Gegnerschaft zum Judentum die Voraussetzungen für Ritualmordlegenden und Verfolgungen im christlichen Mittelalter. Luther rief zur Auslöschung der "Teufelskinder" auf, die Aufklärer fanden das Judentum unvernünftig, Wissenschaftler begründeten den Judenhass rassistisch, und allzu viele waren bereit, sich an der "Endlösung der Judenfrage" zu beteiligen oder schauten lieber weg. Man könnte meinen, dass der Schock des Massenmordes heilsam war, doch Antizionismus und rechte Ideologien dringen seit Jahren mit antisemitischem Gepäck in die Mitte der Gesellschaft vor und bereiten den Boden für neue Gewalt. Peter Schäfers Buch ist Pflichtlektüre für alle, die besser verstehen wollen, warum der Antisemitismus so alt und zugleich so aktuell ist und was er für Juden in der Nachbarschaft, in Israel und überall auf der Welt bedeutet

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.
