    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Sigmund Freud, the founder of psychoanalysis, began his intellectual life with the Jewish Bible and also ended it with it. He began by reading the Philippson Bible together, especially with his father Jacob Freud, and ended by studying the figure of Moses. This study systematically traces this preoccupation and shows that the Jewish Bible was a constant reference for Freud and determined his Jewish identity. This is shown by analysing family documents, religious instruction and references to the Bible in Freud's writings and correspondence.

    Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: Am Morgen des 5. September 1972 überfielen acht palästinensische Terroristen die Unterkunft israelischer Sportler im Olympischen Dorf in München. Mosche (Muni) Weinberg wurde sofort erschossen, Yossef Romano erlag seinen Schussverletzungen noch im Laufe des Tages. Neun Israelis wurden als Geiseln genommen. In der Nacht zum 6. September starben David Berger, Ze’ev Friedman, Yossef Gutfreund, Eliezer Halfin, Amitzur Shapira, Kehat Schor, Mark Slavin, Andrei Spitzer, Yakov Springer und der deutsche Polizist Anton Fliegerbauer beim desaströsen Versuch der Geiselbefreiung durch die bayerische Polizei in Fürstenfeldbruck. Erst 50 Jahre danach konnte sich die deutsche Bundesregierung zu angemessenen Entschädigungszahlungen und zur Anerkennung ihrer Schuld durchringen. Zwölf Monate – Zwölf Namen porträtiert die Opfer und ihre Biographien und dokumentiert zwölf Monate vielfältigen öffentlichen Gedenkens.

    Abstract: This study explores the identity of the Bene Israel caste from India and its assimilation into Israeli society. The large immigration from India to Israel started in the early 1950s and continued until the early 1970s. Initially, these immigrants struggled hard as they faced many problems such as the language barrier, cultural differences, a new climate, geographical isolation, and racial discrimination. This analysis focuses on the three major aspects of the integration process involving the Bene Israel: economic, socio-cultural and political. The study covers the period from the early fifties to the present. I will focus on the origin of the Bene Israel, which has evolved after their immigration to Israel; from a Hindu–Muslim lifestyle and customs they integrated into the Jewish life of Israel. Despite its ethnographic nature, this study has theological implications as it is an encounter between Jewish monotheism and Indian polytheism. [...]

Rather than treating these figures as anomalies to be justified or explained away, Max K. Strassfeld argues that they profoundly shaped ideas about law, as the rabbis constructed intricate taxonomies of gender across dozens of texts to understand an array of cultural tensions. Showing how rabbis employed eunuchs and androgynes to define proper forms of masculinity, Strassfeld emphasizes the unique potential of these figures to not only establish the boundary of law but exceed and transform it.     Abstract: "When the Nazis came to power, they used various strategies to expel German Jews from social, cultural, and economic life. Fighter, Worker, and Family Man focuses on the gendered experiences and discrimination that German-Jewish men faced between 1933 and 1941. Sebastian Huebel argues that Jewish men's gender identities, intersecting with categories of ethnicity, race, class, and age, underwent a profound process of marginalization that destabilized their accustomed ways of performing masculinity. At the same time, in their attempts to sustain their conceptions of masculinity these men maintained agency and developed coping strategies that prevented their full-scale emasculation. Huebel draws on a rich archive of diaries, letters, and autobiographies to interpret the experiences of these men, focusing on their roles as soldiers and protectors, professionals and breadwinners, and parents and husbands. Fighter, Worker, and Family Man sheds light on how the Nazis sought to emasculate Jewish men through propaganda, the law, and violence, and how in turn German-Jewish men were able to defy emasculation and adapt--at least temporarily--to their marginalized status as men."--

    Abstract: The Danish scholar and critic Georg Brandes (1842-1927) is still recognized for his work today and seen by many as the theorist behind the so-called Modern Breakthrough in Scandinavia. He lived in Copenhagen for most of his life, travelling Europe for inspiration and knowledge. He was born into a Jewish family, but was rarely seen by others as Jewish, and later scholars have seldom focused on his Jewishness and positive writings on the subject. In Georg Brandes and Jewishness: Between Grand Recreations of the Past and Transformative Visions of the Future, Ph.D. Soren Blak Hjortshoj presents a more nuanced view on Brandes and Judaism. He investigates the Jewishness of his authorship, and how it changed throughout his life. This publication presents new insights into Brandes' oeuvre and life.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: "In Hispanojewish Archaeology, Alexander Bar-Magen Numhauser provides the first book-length archaeological exploration of the Jewish presence in late antique and early medieval Hispania. Using epigraphic, numismatic, architectural, and other archaeological remains, this volume describes the multiple cultural expressions of a vibrant Jewish community that emerged as part of the Mediterranean Diaspora, becoming part of the wider Hispanian society.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: How can we invent new certain knowledge in a methodical manner? This question stands at the heart of Salomon Maimon's theory of invention. Chikurel argues that Maimon's contribution to the ars inveniendi tradition lies in the methods of invention which he prescribes for mathematics. Influenced by Proclus' commentary on Elements, these methods are applied on examples taken from Euclid's Elements and Data. Centering around methodical invention and scientific genius, Maimon's philosophy is unique in an era glorifying the artistic genius, known as Geniezeit. Invention, primarily defined as constructing syllogisms, has implications on the notion of being given in intuition as well as in symbolic cognition. Chikurel introduces Maimon's notion of analysis in the broader sense, grounded not only on the principle of contradiction but on intuition as well. In philosophy, ampliative analysis is based on Maimon's logical term of analysis of the object, a term that has yet to be discussed in Maimonian scholarship. Following its introduction, a new version of the question quid juris? arises. In mathematics, Chikurel demonstrates how this conception of analysis originates from practices of Greek geometrical analysis

    Abstract: "This book explores Jewish emigration from Palestine and Israel from 1945 to the early 1960s. It investigates the motivations behind emigration, the experiences of migrants in their new destinations, and the public and institutional reactions to emigration both in Israel and in receiving countries. Although the dominant view in the Jewish and non-Jewish worlds was that displaced Jews should settle in the Land of Israel, tens of thousands of Jews who immigrated to the country subsequently left, either returning to their homes in Europe and the Middle East, or heading to new destinations, mainly in North America. While the Zionist movement aspired to create a sense of Jewish rootedness and permanence in the soil of the Land of Israel, the study argues that many Jews saw the country not as a permanent homeland or a final destination, but as a site of displacement or a way-station to more desirable lands.     Abstract: "In A Critical Edition, Commentary and Reconstruction of Two 10th/11th Century Manuscripts of Parts of Sefer Tagin from the Cairo Genizah, Marc Michaels transcribes and recreates fragments of arguably the earliest found manuscript of the manual for sofrim (scribes) concerning the decorative tagin (tittles) and 'strange' letter forms that adorn certain words in the Torah. Comparing these found fragments from the Cairo Genizah that now reside in the Taylor-Schechter Cairo Genizah Collection at Cambridge University Library against the other core and secondary sources of Sefer Tagin (including several pages of a new secondary source also from Cambridge), Michaels establishes the most likely readings to assist the reconstruction of the fragments and shed light on the original intention of the author of Sefer Tagin"--

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: "In Living under the Evil Pope, Martina Mampieri presents the Hebrew Chronicle of Pope Paul IV, written in the second half of the sixteenth century by the Italian Jewish moneylender Benjamin Neḥemiah ben Elnathan (alias Guglielmo di Diodato) from Civitanova Marche. The text remained in manuscript for about four centuries until the Galician scholar Isaiah Sonne (1887-1960) published a Hebrew annotated edition of the chronicle in the 1930s. This remarkable source offers an account of the events of the Papal States during Paul IV's pontificate (1555-59).     Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: This book investigates the works of a new generation of Jewish authors who have published their work in Germany and Austria since 1989. At a time when a profound generational shift is bringing to an end the memory community of Holocaust witnesses, a new generation of German-Jewish authors are struggling to define their place and position at the intersections of memory, generation and identity. This study investigates the works of five prominent representatives of third-generation German-Jewish authors as they re-define contemporary notions of Jewish identity in the context of the continuing impact of the traumatic past, the search for a trans-historical Jewish heritage and tradition and the changing multicultural landscapes of modern day Germany and Austria. Each chapter offers a comprehensive portrayal of the authors, reflecting their literary oeuvre as well as their significant political, cultural and philosophical interventions into contemporary German and Austrian discourse. The literary analysis is informed by theories of transgenerational transmission of trauma, the aesthetics of cultural commemoration and historical representation as well as memory, generation and gender.

    Abstract: In December 1945, a Polish-born commuter on a Tel Aviv bus recognized a fellow rider as the former head of a town council the Nazis had established to manage the Jews. When he denounced the man as a collaborator, the rider leapt off the bus, pursued by passengers intent on beating him to death. Five years later, to address ongoing tensions within Holocaust survivor communities, the state of Israel instituted the criminal prosecution of Jews who had served as ghetto administrators or as kapos in concentration camps. Dan Porat brings to light more than three dozen little-known trials, held over the following two decades, of survivors charged with Nazi collaboration. Scouring police investigation files and trial records, he found accounts of Jewish policemen and camp functionaries who harassed, beat, robbed, and even murdered their brethren. But as the trials exposed the tragic experiences of the kapos, over time the courts and the public shifted from seeing them as evil collaborators to victims themselves, and the fervor to prosecute them abated. Porat shows how these trials changed Israel's understanding of the Holocaust and explores how the suppression of the trial records--long classified by the state and to this day withheld by Yad Vashem--affected history and memory. Sensitive to the devastating options confronting those who chose to collaborate, yet rigorous in its analysis, Bitter Reckoning invites us to rethink our ideas of collaboration and justice and to consider what it means to be a victim in extraordinary circumstances.--
