    Abstract: Der jiddische Poet Abraham Sutzkever (1913–2010) gehört zu den bedeutendsten Lyrikern des 20. Jahrhunderts. Nicht sein Schicksal ist einmalig, sondern seine Fähigkeit, den Gang durch die Hölle lyrisch beschreiben zu können. Sutzkever, in Litauen geboren, verlebte seine Kindheit in Sibirien, zog nach dem Tod des Vaters zurück nach Wilna, galt unter den jiddischen Schriftstellern als Einzelgänger. Er erlebte den mörderischen Überfall der Deutschen, Ghettoisierung und Holocaust. Ihm gelang die Flucht in die Wälder, sagte als jüdischer Zeuge in Nürnberg aus, emigrierte nach Israel, war Herausgeber der bedeutendsten Zeitschrift für jiddische Literatur: Di goldene kejt. Manches im Jiddischen klingt süß, manches pathetisch. Sutzkevers ernst empfängliche Natur widersteht dem Pathos durch Zartheit und Phantasie. Seine Gedichte, ob sie von Liebe, Tod, Verfolgung oder vom existenziellen Drama handeln, sind geschrieben mit dem »blanken, flehenden Messer«. Der Poet berührt den offenen Nerv der deutschen Geschichte: Verfolgung und Widerstand, Grausamkeit und das Wunder der Rettung. Obwohl ihn die Erfahrung des menschengemachten Grauens für immer prägte, war Sutzkever nie nur der ›Dichter des Holocaust‹, sondern ein Poet der conditio humana, ein schreibender Hiob und Schöpfer einer unverwechselbar eigenen, phantasievollen Bildsprache.

    Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel. The results document the emergence of a mixed language previously undescribed and provides a socio-political analysis.     Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Das vorliegende Buch beschreibt das Schicksal polnischer Juden im besetzten Deutschland der Jahre 1945–1948. Untersucht wird vor allem ihr Verhältnis zu den einheimischen Deutschen, den Besatzungsmächten, den polnischen DPs sowie den Vertretern von Hilfsorganisationen in den DP-Lagern. Es ergibt sich das Bild einer Gemeinschaft, die ihre Wurzeln in der jüdischen Bevölkerung im Polen der Vorkriegszeit hat. Zugleich verkörpern diese Menschen eine neue Identität: die der Scher’it Hapleitah – der Überlebenden der Shoah. Aus den „polnischen Juden“ wurden in den Nachkriegsjahren Juden aus Polen, und schließlich schlichtweg Juden, die ihr Leben außerhalb ihres Herkunftslandes aufbauen wollten. Die Erfahrung der Shoah und der Glaube an eine Zukunft in Palästina hielten diese Gemeinschaft zusammen.
    Abstract: This book discusses the fate of Polish Jews in postwar Germany 1945–1948, focusing primarily on their relations with their surroundings: local German population, the occupying administration, Polish DPs, and representatives of the aid agencies in the DP camps. The book looks at a community, which to a large degree remained a continuation of the Jewish community in Poland. Its members were still part of the pre-war and wartime networks, while becoming a new entity: a group creating a new identity, that of Sh'erit ha-Pletah: the survivors of the Holocaust. During the years they spent in Germany Polish Jews became Jews from Poland and finally simply Jews building their lives outside their country of origin. This community was unified by the shared experience of the Holocaust and the belief in the future in Palestine.
    Abstract: Monografia opisuje los polskich Żydów w powojennych Niemczech w latach 1945–1948, koncentrując się przede wszystkim na ich relacji z otoczeniem: miejscową społecznością niemiecką, administracją i żołnierzami wojsk okupacyjnych, polskimi dipisami i przedstawicielami zarządzających obozami organizacji pomocowych. Z badań przedstawionych w książce wyłania się obraz społeczności, która była kontynuacją przedwojennej żydowskiej społeczności w Polsce, ale jednocześnie stawała się czymś zupełnie nowym – grupą budującą nową tożsamość, tożsamość Szerit hapleta – ocalałych z Zagłady. W czasie kilkuletniego pobytu w Niemczech polscy Żydzi stali się Żydami z Polski i wreszcie po prostu Żydami, budującymi życie poza krajem urodzenia. Spoiwem tej społeczności było doświadczenie Zagłady i wiara w przyszłość narodu w Palestynie.

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: Am 17. Februar 2019 wäre Walter Grab 100 Jahre alt geworden. Sein persönlicher Werdegang spiegelt die Herausforderungen und politischen Verwerfungen des 20. Jahrhunderts wider. Als Historiker hat er wichtige Beiträge zur Demokratiegeschichte und ihrer Verbindung zur Emanzipation der Juden geleistet. Insbesondere die Französische Revolution und ihre Wirkungsgeschichte haben ihn lebenslang beschäftigt. Dabei stand auch die Frage im Mittelpunkt, weshalb die Ideen der Revolution in Deutschland nicht den gleichen Erfolg hatten wie etwa in Frankreich oder England. Diese Forschungen verknüpfte er mit einem anderen großen Thema, zu dem er ebenfalls bedeutende Beiträge geleistet hat: Dem Verhältnis zwischen der Demokratiebewegung und der Emanzipation der Juden in Europa. Im Rahmen eines interdisziplinären Kolloquiums am Europa Kolleg und dem Institut für die Geschichte der deutschen Juden in Hamburg wurden seine Arbeiten gewürdigt und mit der Frage nach der Zukunft der Demokratie in Europa verknüpft werden.     Abstract: On February 17, 2019, Walter Grab would have turned 100. His personal career reflects the challenges and political upheavals of the 20th century. As a historian, he made important contributions to the history of democracy and its connection to the emancipation of the Jews. In particular, the French Revolution and its history of impact have occupied him throughout his life. He also focused on the question of why the ideas of the Revolution did not have the same success in Germany as they did, for example, in France or England. He linked this research to another major topic to which he also made significant contributions: The relationship between the democracy movement and the emancipation of Jews in Europe. In the context of an interdisciplinary colloquium at the Europa Kolleg Hamburg and the Institute for the History of German Jews in Hamburg, his work was honored and linked to the question of the future of democracy in Europe. This volume presents the results to a broader public. With a greeting by the Senator for Culture Dr. Carsten Brosda.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: "Yiddish, the language of Eastern-European Jews, has so far been mostly described as Germanic within the framework of the traditional, divergence-based Language Tree Model. Meanwhile, advances in contact linguistics allow for a new approach, placing the idiom within the mixed language spectrum, with the Slavic component playing a significant role. So far, the Slavic elements were studied as isolated, adstratal borrowings. This book argues that they represent a coherent system within the grammar. This suggests that it had at least as much of a constitutive role in the inception and development of Yiddish as German and Hebrew.     Abstract: "This study investigates the negotiation of Jewish-German-Communist identity in post-Holocaust Germany, specifically East Germany. After an introduction to the political-historical context, it highlights the conflicted writings of six East German Jewish writers: Anna Seghers (1900-1983), Stefan Heym (1913-2001), Stephan Hermlin (1915-1997), Jurek Becker (1937-1997), Peter Edel (1921-1983), and Fred Wander (1917-2006). All were Holocaust survivors. All lost family members in the Holocaust. All were important writers who played a leading role in East German cultural life, and all were loyal citizens and committed socialists, although their definitions and maneuvers regarding Party loyalty differed greatly. Good soldiers, they viewed their writing as contributing to the social-political revolution taking place in East Germany. Informed by Holocaust and trauma studies, as well as psychology and deconstruction, this study looks for moments when Party discipline falters and other, repressed, thoughts and emotions surface, decentering the works. Some recurring questions addressed include: What is the image of Germans? Do the works evidence revenge fantasies? How does the negotiation of ostensibly mutually exclusive identities play out? Is there acknowledgement of the insufficiency of Communist theory to explain anti-Semitism, as well as recognition of Stalinist or other forms of Communist anti-Semitism? Although these writers ultimately established themselves in East Germany, attaining positions of privilege and even power, their best works nonetheless evince an acute sense of endangerment and vulnerability; they are documents both created and marked by trauma"--

    Abstract: In Drunk on Genocide, Edward B. Westermann reveals how, over the course of the Third Reich, scenes involving alcohol consumption and revelry among the SS and police became a routine part of rituals of humiliation in the camps, ghettos, and killing fields of Eastern Europe. Westermann draws on a vast range of newly unearthed material to explore how alcohol consumption served as a literal and metaphorical lubricant for mass murder. It facilitated "performative masculinity," expressly linked to physical or sexual violence. Such inebriated exhibitions extended from meetings of top Nazi officials to the rank and file, celebrating at the grave sites of their victims. Westermann argues that, contrary to the common misconception of the SS and police as stone-cold killers, they were, in fact, intoxicated with the act of murder itself. Drunk on Genocide highlights the intersections of masculinity, drinking ritual, sexual violence, and mass murder to expose the role of alcohol and celebratory ritual in the Nazi genocide of European Jews. Its surprising and disturbing findings offer a new perspective on the mindset, motivation, and mentality of killers as they prepared for, and participated in, mass extermination

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

In den letzten Jahrzehnten ist eine Verschiebung von antijudaistischen zu antiisraelischen Diskursen zu beobachten, die gesellschaftlich erschreckend weit akzeptiert werden und nicht selten in einer judenfeindlichen Interpretation der neutestamentlichen Texte wurzeln. Ekkehard W. Stegemann und Wolfgang Stegemann machen seit vielen Jahren aufmerksam auf Judenfeindschaft und deren Deutungsmuster, die sich stets wandeln. Aspekte des Antijudaismus im Neuen Testament, Judenfeindschaft im frühen Christentum, aber auch das Verhältnis von Kirche und Israel als christliches Identitätsproblem gehören zu den Themen, die sie seit über 30 Jahren benennen.

Doch sein Werk steht heute IBM anders als das Martin Bubers oder Franz Rosenzweigs IBM im Schatten seiner politischen Funktionen während des Dritten Reichs. Michael Meyer schildert eindrucksvoll, wie der Rabbiner dank seiner Bereitschaft zum Martyrium fast Unmögliches erreichte. Als Präsident der ?Reichsvertretung der deutschen Juden? blieb er in Verhandlungen mit der Gestapo trotz Verhaftungen standhaft, verhalf zahllosen Juden zur Auswanderung und widerstand mehrfachen Gelegenheiten zur Flucht. Ab 1943 in Theresienstadt interniert, nahm er dort vor allem seelsorgerliche und soziale Aufgaben wahr. Nachdem er ganz unerwartet das Ghetto überlebt hatte, emigrierte er nach London. Das 1955 in Jerusalem gegründete internationale Leo Baeck Institut machte ihn zu seinem ersten Präsidenten. Michael Meyer legt mit seiner meisterhaften Biographie das quellenbasierte Standardwerk zu Leo Baeck vor und lässt uns damit jüdisches Leben vor und nach dem Holocaust besser verstehen,

    Abstract: "In Émigré Voices Lewkowicz and Grenville present twelve oral history interviews with men and women who came to Britain as Jewish refugees from Germany and Austria in the late 1930s. Many of the interviewees rose to great prominence in their chosen career, such as the author and illustrator Judith Kerr, the actor Andrew Sachs, the photographer and cameraman Wolf Suschitzky, the violinist Norbert Brainin, and the publisher Elly Miller. The narratives of the interviewees tell of their common struggles as child or young adult refugees who had to forge new lives in a foreign country and they illuminate how each interviewee dealt with the challenges of forced emigration and the Holocaust. The voices of the twelve interviewees provide the reader with a unique and original source, which gives direct access to the lived multifaceted experience of the interviewees and their contributions to British culture"--

For the first time, Empire of Destruction considers Europe’s Jews alongside all the other major victim groups: captive Red Army soldiers, the Soviet urban population, unarmed civilian victims of preventive terror and reprisals, the mentally and physically disabled, the European Roma and the Polish intelligentsia. Kay shows how each of these groups was regarded by the Nazi regime as a potential threat to Germany’s ability to successfully wage a war for hegemony in Europe.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A.     Abstract: Fragt man nach der Rolle des Privaten im Nationalsozialismus, werden meist zwei Thesen aufgeführt: Das Privatleben im Dritten Reich wurde politisiert, andererseits hat ein Rückzug in private Nischen stattgefunden. Unabhängig davon wurde dem zeitgenössischen Verständnis bislang nur wenig Aufmerksamkeit zuteil. Diese Studie rekonstruiert unterschiedliche Bedeutungen des Privaten während des NS-Regimes und versteht das Private als ein Deutungsmuster, mit dem gesellschaftliche und politische Prozesse analysiert wurden. Auf der Grundlage von autobiographischen Beiträgen deutscher Emigranten, die 1940 in Harvard gesammelt wurden, zeigt der Autor, dass es zu einer zentralen sprachlichen Praxis wurde, zwischen Privatem und Politischem zu unterscheiden. Ausgrenzung und Verfolgung drangen selbst in die Sprache des Privaten ein. So werden bisherige Forschungen zum Nationalsozialismus um eine neue Sichtweise aus der Historischen Semantik ergänzt

Die elf Essays und zahlreichen Abbildungen zeigen, dass jüdische Überlebende und Flüchtlinge keine apathische Gruppe von Opfern waren, sondern ihr Schicksal nach dem Zivilisationsbruch aktiv in die Hand nahmen: Sie suchten überlebende Verwandte, organisierten ihre Ausreise, versuchten trotz katastrophaler Zustände soziale Netzwerke und jüdische Gemeinden wiederaufzubauen und bemühten sich um Gerechtigkeit und Wiedergutmachung sowie um die Dokumentation der nationalsozialistischen Verbrechen.     Abstract: ›Niedergang‹ oder ›Aufstieg‹ – zwischen diesen beiden Polen wurden bereits in der frühen ›Rassenhygiene‹ oder ›Eugenik‹ verschiedene Positionen eingenommen und Handlungsvorschläge unterbreitet, wie die sog. ›Entartung‹ der gesamten modernen ›Kulturmenschheit‹ aufgehalten bzw. deren sog. ›Höherzüchtung‹ vorangetrieben werden könnte. Die vorgeschlagenen Maßnahmen reichten dabei von reduzierter Hilfeleistung für sog. ›Schwache‹, über Heiratsförderungen oder -verbote und Zwangssterilisation bis hin zur staatlich gesteuerten Fortpflanzung der Menschen. Dies hatte zur Folge, dass sich zum Ende des 19. und am Anfang des 20. Jahrhunderts auch in Deutschland eine erhebliche Bandbreite an ›rassenhygienischer‹ Literatur entwickelte, welche die Grundlage der vorliegenden Diskursanalyse bildet. “Decline“ or “rise” – between these two poles of the early “Rassenhygiene” or “Eugenik” different positions and recommendations were proposed for the prevention of the so-called “Entartung” of the modern “Kulturmenschheit” or the promotion of the so-called “Höherzüchtung”. The suggested agendas covered limited assistance for so-called “weak”, special facilitation or ban of marriage and forced sterilization to the point of state-controlled reproduction of human beings. As a consequence, by the end of the 19th and at the beginning of the 20th century an extensive variety of “rassenhygienischer” literature emerged in Germany forming the basis for the present discourse analysis.
    Abstract: Angaben zur beteiligten Person Herms: Norbert Herms wurde 1984 in Zerbst geboren und studierte von 2004 bis 2011 Neuere und Neueste Geschichte, Wirtschafts- und Sozialgeschichte und Politikwissenschaft an der TU Dresden. 2019 wurde er dort in Wirtschafts- und Sozialgeschichte mit der diesem Buch zugrunde liegenden Dissertation promoviert.

    Abstract: Antisemitismus ist wieder sichtbar, teils offen, teils versteckt hinter "unbedachten " Äußerungen und Israelkritik. Doch wo beginnt der Antisemitismus, und wie neu ist, was wir heute erleben? Peter Schäfer beschreibt klar und konzise, wie sich seit der Antike antisemitische Stereotype verbreiteten, zu Verfolgung und Vernichtung führten und auch nach der Shoah virulent sind. Schon in der vorchristlichen Antike gab es Judenhass, Ghettos und Pogrome, doch erst die neutestamentlichen Schriften schufen mit ihrer Gegnerschaft zum Judentum die Voraussetzungen für Ritualmordlegenden und Verfolgungen im christlichen Mittelalter. Luther rief zur Auslöschung der "Teufelskinder" auf, die Aufklärer fanden das Judentum unvernünftig, Wissenschaftler begründeten den Judenhass rassistisch, und allzu viele waren bereit, sich an der "Endlösung der Judenfrage" zu beteiligen oder schauten lieber weg. Man könnte meinen, dass der Schock des Massenmordes heilsam war, doch Antizionismus und rechte Ideologien dringen seit Jahren mit antisemitischem Gepäck in die Mitte der Gesellschaft vor und bereiten den Boden für neue Gewalt. Peter Schäfers Buch ist Pflichtlektüre für alle, die besser verstehen wollen, warum der Antisemitismus so alt und zugleich so aktuell ist und was er für Juden in der Nachbarschaft, in Israel und überall auf der Welt bedeutet

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Die Erinnerung an den religiös-zionistischen Pädagogen Kurt Silberpfennig (1905–1942) stellt sich dar wie ein vor langer Zeit zerschlagenes Glas; die meisten Scherben sind zu Splittern zertreten, blind geworden und zu Sand zerrieben. Nur Weniges ist von ihm geblieben, eine Akte mit Studienunterlagen, ein Ausreiseantrag, ein polizeiliches Vernehmungsprotokoll, wenige Briefwechsel, zwei Zeitschriftenbeiträge, drei Fotos, sein Name in Adressbüchern. Die Recherchen führen zu einem Lehrer und Jugendfunktionär, der an der jüdischen Volksschule des Philanthropin in Frankfurt am Main unterrichtete, anschließend für den Jugendverband Bachad im Palästina-Amt in Berlin arbeitete und in dieser Funktion als Delegierter 1939 am 21. Zionistenkongress in Genf teilnahm. Ab 1940 leitete Silberpfennig das Hachschara-Lager Steckelsdorf in Brandenburg und wurde im Juli 1942 mit seiner Familie und den Steckelsdorfer Jugendlichen nach Auschwitz deportiert. Der Studie gelingt es, die noch vorhandenen Fragmente in ihren zeitgeschichtlichen Zusammenhang einzuordnen und schließlich eine weitgehend unbekannte Phase deutsch-jüdischer Bildungsgeschichte zu rekonstruieren.
