Abstract:
Based on the personal archive of Chaim Barlas, who was head of the Yishuv's Vaad ha-Hatzalah in Istanbul during World War II, discusses his relationship with the Vatican's representative there, Angelo Giuseppe Roncalli (later Pope John XXIII), and the passing on of information through him to the Vatican. Between 1942-44 Barlas provided many documents (including a summary of the "Auschwitz Protocols") to Roncalli, who sent them on to the Vatican, but often received no reply. Barlas had free access to Roncalli, who attempted to provide assistance in saving Jewish lives, but seemed to be frustrated by the Vatican's passivity. In 1943 he suggested, in vain, that the pope announce publicly that helping Jews is a good thing, and that the Vatican should assist in the rescue of Jewish children. Sometimes Roncalli acted on his own, e.g. in writing a letter to King Boris of Bulgaria, asking him not to deport Jews. A three-page summary of the "Auschwitz Protocols" was given to Roncalli by Barlas in June 1944, and then passed on to the Vatican. Notes that there were others who also sent the report to the Vatican, and that Pius XII wrote a letter to Horthy on 25 June, but did not mention the Jews specifically, only the suffering of "people".
