    Abstract: Much of the most recent research on Jewish scepticism was inspired by the work of the early modern Venetian rabbi Simone Luzzatto, the first thinker in the history of Jewish thought to declare himself a sceptic and a follower of the New Academy. This collected volume shines new light on the intimate relationship between Luzzatto’s sceptical thinking and an era marked by paradoxes and contrasts between religious devotion and scientific rationalism, as well as between the rabbinic-biblical Jewish tradition and the open tendency towards engagement with non-Jewish philosophical, literary, scientific, and theological cultures. It plots out an original path along which to understand Luzzatto’s scepticism by pointing to the various facets of being a Jewish sceptic in seventeenth-century Italy.

    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

    Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel. The results document the emergence of a mixed language previously undescribed and provides a socio-political analysis.     Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Following their paths reveals the multifaceted nature of modern Jewish history in the mid-twentieth century, providing a perspective on the reciprocal relations between the American Diaspora and the state of Israel.     Abstract: Collaborative engagement between activist academics from Israel and Northern Ireland highlighted the challenges and potential of working through education to promote shared learning and shared life in divided societies. Following these initial explorations, the volume brought together educationalists from Europe, the United States and South Africa to widen the range of experience and insights, and broaden the base of the conversation. The result is this book on the role of shared education, not only in deeply divided societies, but also in places where minorities face discrimination, where migrants face prejudice and barriers, or where society fails to deal positively with cultural diversity. Together, the contributors challenged themselves to develop theoretical and practical paradigms, based on practical knowledge and experience, to promote activist pedagogies. Their shared purpose was to work for more humane, just and democratic societies, in which education offers genuine hope for sustained transformational change. The four main themes around which the book is organized are: educating for democratic-multicultural citizenship, models of shared learning, nurturing intercultural competencies, and reconciling dialogue in the face of conflicting narratives. The book draws on a wide range of international perspectives and insights to identify practical strategies for change in local contexts

What is the relation between demons and the hypostatization of abstract concepts (fear, impurity, etc) and baleful phenomenon such as disease? These are some of the questions that this volume addresses by focussing on the nature and characteristics of demons — what one might call ‘demonic ontology’

    Abstract: A History of Anti-Semitism examines the history, culture and literature of antisemitism from antiquity to the present. With contributions from an international team of scholars, whose essays were specially commissioned for this volume, it covers the long history of antisemitism starting with ancient Greece and Egypt, through the anti-Judaism of early Christianity, and the medieval era in both the Christian and Muslim worlds when Jews were defined as 'outsiders,' especially in Christian Europe. This portrayal often led to violence, notably pogroms that often accompanied Crusades, as well as to libels against Jews. The volume also explores the roles of Luther and the Reformation, the Enlightenment, the debate over Jewish emancipation, Marxism, and the social disruptions after World War 1 that led to the rise of Nazism and genocide. Finally, it considers current issues, including the dissemination of hate on social media and the internet and questions of definition and method.

    Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories. Reaching beyond the field of Biblical Studies, Dr. Stahl's treatment of the historical and ideological significances of the title "god of Israel" in the Hebrew Bible offers a fruitful case study into the larger issue of the ways in which religion may shape-and be shaped by-social and political structures

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: In Sirach and Its Contexts an international cohort of experts on the book of Sirach locate this second-century BCE Jewish wisdom text in its various contexts: literary, historical, philosophical, textual, cultural, and political. First compiled by a Jewish sage around 185 BCE, this instruction enjoyed a vibrant ongoing reception history through the middle ages up to the present, resulting in a multiform textual tradition as it has been written, rewritten, transmitted, and studied. Sirach was not composed as a book in the modern sense but rather as an ongoing stream of tradition. Heretofore studied largely in confessional settings as part of the Deuterocanonical literature, this volume brings together essays that take a broadly humanistic approach, in order to understand what an ancient wisdom text can teach us about the pursuit of wisdom and human flourishing

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: The story of Israel's foundation has often been told from the perspective of Jewish immigration to the Land of Israel. Leaving Zion turns this historical narrative on its head, focusing on Jewish out-migration from Palestine and Israel between 1945 and the late 1950s. Based on previously unexamined primary sources collected from twenty-two archives in six countries, Ori Yehudai demonstrates that despite the dominant view that displaced Jews should settle in the Jewish homeland, many Jews instead saw the country as a site of displacement or a way-station to more desirable lands. Weaving together the perspectives of governments, aid organizations, Jewish communities and the personal stories of individual migrants, Yehudai brings to light the ideological, political and social tensions surrounding emigration. Covering events in the Middle East, Europe and the Americas, this study provides a fresh transnational perspective on the critical period surrounding the birth of Israel and the post-Holocaust reconstruction of the Jewish world

In einem großen Essay entwirft er die Vision eines ethnisch neutralen Staates, der seinen nationalistischen Gründungsmythos überwindet und so endlich eine Zukunft hat. In den letzten zwei Jahrzehnten hat sich Israel dramatisch verändert: Während der religiöse Zionismus immer mehr Zuspruch erfährt, fehlt es der Linken an überzeugenden Ideen und Konzepten. Die Zwei-Staaten-Lösung gilt weithin als gescheitert. Angesichts dieses Desasters plädiert Omri Boehm dafür, Israels Staatlichkeit neu zu denken: Nur die Gleichberechtigung aller Bürger kann den Konflikt zwischen Juden und Arabern beenden. Aus dem jüdischen Staat und seinen besetzten Gebieten muss eine föderale, binationale Republik werden. The Lost Mirror reminds us of a deficit, which is that in our everyday thinking and everyday action, we usually hide, forget and partly suppress the meaning and presence of the unavailable other. The book approaches this thinking through portraits of people such as Janusz Korczak, Martin Buber, Hannah Arendt, Emmanuel Levinas, Jean-Francois Lyotard and others

    Abstract: Kanade, di Goldene Medine offers a broad study of its field, with equal attention to English- and French-language materials and contexts. The volume’s essays highlight the fundamental link between the culture and life of Canadian Jews and their Polish roots. This focus brings Yiddish to the fore, in essays focusing on the history of Canadian Yiddish literature, and the relevance of the language for contemporary Canadian Chasidic communities. However, essays in this volume also highlight the writings of contemporary authors, working both in French and English. Thus, the collection explores culture at the borderlands of three languages, with an eye for the link between New Worlds and Old. Kanade, di Goldene Medine apporte une contribution importante à l’étude de la littérature et la culture juives canadiennes, tout en étant attentif aux textes et contextes anglophone et francophone ainsi qu’à l’univers particulier des juifs hassidiques de Montréal. Le volume tient également compte du lien fondamental entre la créativité des juifs canadiens et leurs racines est-européennes, en particulier polonaises, et de la présence de la langue yiddish − ou de son imaginaire − dans leurs textes sous forme de traduction ou autotraduction.     Abstract: Die vielfältigen Transformationen der Bibel in Vergangenheit und Gegenwart werden exemplarisch an jüdischen und christlichen Transformationen der Davidfigur und des Opfermotivs diskutiert. Die Autorinnen und Autoren dieses Bandes verstehen biblische Transformationen als Veränderungsprozesse von Referenzbereich und Aufnahmebereich, die in der Bibel selbst beginnen. Die im Anschluss an Untersuchungen innerbiblischer Transformationsprozesse behandelten literarischen, musikalischen und (religions-)didaktischen Transformationen von Davidfigur und Opfermotiv reichen vom Hochmittelalter bis in die Gegenwart und berücksichtigen Texte und Musikstücke jüdischer wie christlicher Provenienz. Gerade die Spannung zwischen zwei Narrationen mit anscheinend nur wenig Gemeinsamkeiten ermöglicht einen Blick auf die Unterschiede von Transformationsprozessen biblischer Figuren und Motive
