    Abstract: Sigmund Freud, the founder of psychoanalysis, began his intellectual life with the Jewish Bible and also ended it with it. He began by reading the Philippson Bible together, especially with his father Jacob Freud, and ended by studying the figure of Moses. This study systematically traces this preoccupation and shows that the Jewish Bible was a constant reference for Freud and determined his Jewish identity. This is shown by analysing family documents, religious instruction and references to the Bible in Freud's writings and correspondence.

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Die vorliegende Dissertationsschrift beschäftigt sich mit Leben und Werk des deutsch-jüdischen Nervenarztes und Psychotherapeuten Ernst Jolowicz. Dieser wurde, trotz seiner regen wissenschaftlichen Tätigkeit - unter anderem in Leipzig, bisher kaum von der medizinhistorischen Forschung berücksichtigt. Erstmalig rekonstruiert nun diese Arbeit die Biografie des Arztes vollständig und ordnet seine zahlreichen Publikationen unter anderem vor dem Hintergrund der Entwicklung der Psychotherapie und der Diskussion über traumatische Erkrankungen des frühen 20. Jahrhunderts ein. Jolowicz‘ Schriften erschienen in einem historisch äußerst bewegten Zeitraum: Sowohl in den letzten Jahren des Kaiserreichs als auch während der Weimarer Republik und dem beginnenden Dritten Reich veröffentlichte der Mediziner umfangreich und setzte sich sowohl für die Etablierung der Psychotherapie als ärztliche Disziplin als auch für ein patientenorientiertes, methodenübergreifendes Herangehen ein. Nach Adolf Hitlers Machtergreifung emigrierte Jolowicz zunächst nach Frankreich und später in die USA, wo er erneut wissenschaftlich arbeitete. Anhand dieser aufgespürten Facetten soll eine angesichts der wechselvollen deutschen Geschichte im erheblichen Maße beeinflusste Wissenschaftlerbiografie exemplarisch begreifbar gemacht werden. Ein besonderer Fokus wird weiterhin auf Jolowicz‘ Tätigkeit als Frontarzt während des Ersten Weltkrieges gelegt. Seine Erfahrungen, welche er an den Schützengräben der Westfront und als ärztlicher Leiter eines Posener Militärkrankenhauses gemacht hatte, schlugen sich in diversen Aufsätzen nieder. Durch die Auseinandersetzung mit diesen versucht die Dissertation zeittypische psychotherapeutische Entwicklungen während des Krieges offenzulegen und erörtert die Originalität inhaltlicher sowie methodologischer Ansätze Jolowicz‘.

In My Second-Favorite Country, Sivan Zakai offers the first longitudinal study of how American Jewish children come to think and feel about Israel, tracking their evolving conceptions from kindergarten to fifth grade. This work sheds light on the perception of Israel in the minds of Jewish children in the US and provides a rich case study of how children more generally develop ideas and beliefs about self, community, nation, and world. In contrast to popular views of America’s youth as naive or uninterested, this book illuminates both the complexity of their thinking and their desire to be included in conversations about important civic and political matters. Zakai draws from compelling empirical data to prove that children spend considerable effort contemplating the very concepts that adults often assume they are not ready to discuss. Indeed, the book argues that over the course of their elementary school education, children develop and express deep interest in complex issues such as the intricacies of identity and belonging, conflicting ways of framing the past, and the demands of civic responsibility. Ultimately, Zakai argues that in order to take children’s ideas seriously and better prepare them for a world full of disagreement, a substantive shift in educational practices is necessary

Westerners often imagine Jews in Iran as a captive and oppressed community, alienated within their home nation yet restricted from leaving it. The reality is much more complex. Jews of Iran is a photographic journey through twenty-first-century Iran, providing a unique view of the country’s Jewish community in situations typically unknown to the Western world. Photojournalist Hassan Sarbakhshian spent two years living among Iran’s Jewish communities, joining them for holidays, family gatherings, and travels, and—with the help of fellow journalist Parvaneh Vahidmanesh—documenting how they lived.     Abstract: This study explores the identity of the Bene Israel caste from India and its assimilation into Israeli society. The large immigration from India to Israel started in the early 1950s and continued until the early 1970s. Initially, these immigrants struggled hard as they faced many problems such as the language barrier, cultural differences, a new climate, geographical isolation, and racial discrimination. This analysis focuses on the three major aspects of the integration process involving the Bene Israel: economic, socio-cultural and political. The study covers the period from the early fifties to the present. I will focus on the origin of the Bene Israel, which has evolved after their immigration to Israel; from a Hindu–Muslim lifestyle and customs they integrated into the Jewish life of Israel.     Abstract: Am 17. Februar 2019 wäre Walter Grab 100 Jahre alt geworden. Sein persönlicher Werdegang spiegelt die Herausforderungen und politischen Verwerfungen des 20. Jahrhunderts wider. Als Historiker hat er wichtige Beiträge zur Demokratiegeschichte und ihrer Verbindung zur Emanzipation der Juden geleistet. Insbesondere die Französische Revolution und ihre Wirkungsgeschichte haben ihn lebenslang beschäftigt. Dabei stand auch die Frage im Mittelpunkt, weshalb die Ideen der Revolution in Deutschland nicht den gleichen Erfolg hatten wie etwa in Frankreich oder England. Diese Forschungen verknüpfte er mit einem anderen großen Thema, zu dem er ebenfalls bedeutende Beiträge geleistet hat: Dem Verhältnis zwischen der Demokratiebewegung und der Emanzipation der Juden in Europa. Im Rahmen eines interdisziplinären Kolloquiums am Europa Kolleg und dem Institut für die Geschichte der deutschen Juden in Hamburg wurden seine Arbeiten gewürdigt und mit der Frage nach der Zukunft der Demokratie in Europa verknüpft werden. Der Band stellt die Ergebnisse einer breiteren Öffentlichkeit vor. Mit einem Grußwort des Kultursenators Dr. Carsten Brosda.     Abstract: On February 17, 2019, Walter Grab would have turned 100. His personal career reflects the challenges and political upheavals of the 20th century. As a historian, he made important contributions to the history of democracy and its connection to the emancipation of the Jews. In particular, the French Revolution and its history of impact have occupied him throughout his life. He also focused on the question of why the ideas of the Revolution did not have the same success in Germany as they did, for example, in France or England. He linked this research to another major topic to which he also made significant contributions: The relationship between the democracy movement and the emancipation of Jews in Europe. In the context of an interdisciplinary colloquium at the Europa Kolleg Hamburg and the Institute for the History of German Jews in Hamburg, his work was honored and linked to the question of the future of democracy in Europe. This volume presents the results to a broader public. With a greeting by the Senator for Culture Dr. Carsten Brosda. With contributons by Carsten Brosda, Uwe Friesel, Alexander Grab, Andreas Grimmel, Arno Herzig, Yael Kupferberg and Rainer Nicolaysen.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Die Geschichtsschreibung terminiert das Ende des deutschen Zionismus bisher mit dem NS-Verbot der Zionistischen Vereinigung für Deutschland im Zuge des Novemberpogroms 1938.     Abstract: "In Hispanojewish Archaeology, Alexander Bar-Magen Numhauser provides the first book-length archaeological exploration of the Jewish presence in late antique and early medieval Hispania. Using epigraphic, numismatic, architectural, and other archaeological remains, this volume describes the multiple cultural expressions of a vibrant Jewish community that emerged as part of the Mediterranean Diaspora, becoming part of the wider Hispanian society. Part of this review includes a detailed examination of the Ilici (Elche, Spain) basilical building, interpreted by previous scholars as both a church and a synagogue, using published and hitherto unpublished material of its decades-long excavation.     Abstract: ›Niedergang‹ oder ›Aufstieg‹ – zwischen diesen beiden Polen wurden bereits in der frühen ›Rassenhygiene‹ oder ›Eugenik‹ verschiedene Positionen eingenommen und Handlungsvorschläge unterbreitet, wie die sog. ›Entartung‹ der gesamten modernen ›Kulturmenschheit‹ aufgehalten bzw. deren sog. ›Höherzüchtung‹ vorangetrieben werden könnte. Die vorgeschlagenen Maßnahmen reichten dabei von reduzierter Hilfeleistung für sog. ›Schwache‹, über Heiratsförderungen oder -verbote und Zwangssterilisation bis hin zur staatlich gesteuerten Fortpflanzung der Menschen. Dies hatte zur Folge, dass sich zum Ende des 19. und am Anfang des 20. Jahrhunderts auch in Deutschland eine erhebliche Bandbreite an ›rassenhygienischer‹ Literatur entwickelte, welche die Grundlage der vorliegenden Diskursanalyse bildet. “Decline“ or “rise” – between these two poles of the early “Rassenhygiene” or “Eugenik” different positions and recommendations were proposed for the prevention of the so-called “Entartung” of the modern “Kulturmenschheit” or the promotion of the so-called “Höherzüchtung”. The suggested agendas covered limited assistance for so-called “weak”, special facilitation or ban of marriage and forced sterilization to the point of state-controlled reproduction of human beings. As a consequence, by the end of the 19th and at the beginning of the 20th century an extensive variety of “rassenhygienischer” literature emerged in Germany forming the basis for the present discourse analysis.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

In his night journey to the site of the demolished Temple, Muhammad signaled to his contemporary Jews the course of salvation in which already Moses had led the Children of Israel to their promised land. On the other hand, the Quran praises also the Abrahamic sanctity of Mecca, especially in sūras which reflect the polemical rift with the Jews who eventually refused to recognize Muhammad as their messianic savior. After the death of Muhammad, when the first Muslims came from Arabia to Palestine, their awareness of the Quranic sanctity of al-Masjid al-Aqṣā resurfaced. This book elucidates major aspects of the renewed and growing sanctity of Jerusalem and al-Sham at large, as reflected in the available Islamic traditions. These traditions show also how patterns of the sanctity of Jerusalem were eventually adapted to Mecca in reaction to the growing prestige of Jerusalem, especially during the Umayyad period

    Abstract: This book is the completest work about life and works of Joseph Penso de Vega, the most prominent author of the Jewish Community of Amsterdam in the XVIIth century. This volume presents a very interdisciplinary study, because of the frequent contacts that the writer had among diasporas and the cultural relationship with Christians and laics. That meant a very intense cultural and literary exchange that Penso knew to represent it in his texts. In this sense, this study offers a very exact portrait –never made before–, not only about his cultural production but also about him as nexus between diasporas concerning religious aspects, History of culture and history of ideas, aspects ignored before but basics to understand his works.

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

So entsteht ein Bild der Geschichte des antiken Israel im Kontext der südlichen Levante, das manches Mal vertraut, oft aber auch frisch und unerwartet daherkommt. Für die Neuauflage wurden zahlreiche Abschnitte überarbeitet und neueste Literatur ergänzt. Der Charakter als Studienbuch wurde noch einmal methodisch reflektiert und verstärkt.

Drawing on 14,000 letters and e-mails sent between 2002 and 2012 to the Central Council of Jews in Germany and the Israeli embassy in Berlin, as well communications sent between 2010 and 2011 to Israeli embassies across Europe, the authors show how language plays a crucial role in activating antisemitism across a broad spectrum of social classes, investigate the role of emotions in antisemitic argumentation patterns, and analyze “anti-Israelism” as the dominant form of contemporary hatred of Jews

    Abstract: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

Drawing on the methodology developed in the bi-annual report on well-being in OECD countries – How's Life? – this report extends the methodology to provide in an-depth examination of well-being in a single OECD country. The report examines well-being in Israel in the context of the Israeli government's recent initiative to develop indicators of well-being, resilience, and sustainability, and provides a complementary account of well-being in Israel with a stronger focus on international comparisons. Going beyond a simple statistical description of the level and distribution of well-being in Israel, the report also uses Israel as a case study of how well-being measures can be used to identify areas of high policy relevance. In particular, the report analyses the preferences of Israeli citizens across the different dimensions of the OECD well-being framework. Finally, the report reviews the Israeli statistical system from the perspective of measuring well-being, and notes the key areas where further statistical development is desirable. Measuring and Assessing Well-being in Israel is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index, an interactive website that aims to involve citizens in the debate about what a better life means to them.

    Abstract: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then. However, further increases in foreign trade exposure by lowering non-tariff barriers, making regulation more competition-friendly in network industries, especially electricity, and reducing the oligopolistic structure of the food and banking sectors would still have considerable economic payoffs.This Working Paper relates to the 2016 OECD Economic Review of Israel www.oecd.org/eco/surveys/economic-survey-israel.htm

    Abstract: This research concentrates on the investigation of the Responsa literature and the examination of attitudes of Jewish religious decisors towards artificial insemination (AI), as well as other reproductive technologies such as in-vitro fertilization (IVF), surrogacy and egg donation. The study attempts to elucidate the formation of Halacha on this question according to the Responsa literature starting from the Rishonim (the early authorities) period (11th till 15th centuries) and up to the Acharonim (the later authorities) period (from the 16th century and onwards), and concentrating primarily on the modern era and last century. The aim of this research is to examine the process of reasoning and decision making of religious authorities, dealing with the penetration of technological and scientific advancements into a closed and conservative society. Our analysis shows how rabbis are facing the conflict between medical and social necessity to access advanced medical treatments and fear of social transitions and religious implications, caused by such technologies. In addition to analysis of the Orthodox Responsa, this study surveys also the opinion of rabbis in Reform and Conservative Judaism.
    Abstract: מצוות הפריון הינה אחת מן המצוות החשובות ביהדות ומגדירה במובנים רבים את מהות קיומו של האדם היהודי הדתי. זוגות דתיים אשר סובלים מבעיית פריון נקרעים לא פעם בין מחוייבותם הדתית והלחץ החברתי בקהילתם לבין אי יכולתם להביא ילדים לעולם בדרך טבעית. החל מאמצע המאה ה 20- הפכו טכנולוגיות פריון רפואיות לנגישות לציבור הרחב בישראל ובעולם והובילו למהפכה חברתית אשר אפשרה לזוגות חשוכי ילדים להגשים את חלומם בפעם הראשונה ולהפוך להורים. פריצת דרך רפואית זו לא נעלמה מעיני הציבור הדתי על זרמיו השונים וגרמה לטלטלה בתפיסת עולמם של מנהיגיהם, אשר נדרשו לתת מענה הלכתי הולם המאזן בין רווחת קהילותיהם לבין שמירה על ערכי ומצוות הדת היהודית. על רקע תמורות אלו התפתח שיח הלכתי ואקדמי חשוב ומעניין באשר למקומה של טכנולוגיה מודרנית בחברה המתנהלת על פי קודים מסורתיים. עם זאת, הדיאלוג החי המתקיים בין מנהיגי היהדות לבין קהילותיהם, אשר מתועד כאוסף שאלות ותשובות (שו"ת) לבעיות הלכתיות אקטואליות בתחום הפריון, לא נחקר דיו. עבודתנו עוסקת במחקר ספרות השו"ת ובגישת פוסקי ההלכה להסתייעות בטכנולוגיית ההזרעה המלאכותית ובטיפולי פוריות חדשניים נוספים שהתפתחו בעקבותיה כגון הפריה חוץ גופית, פונדקאות ותרומת ביציות. העבודה סוקרת את התגבשות ועיצוב ההלכה בשאלה זו, כפי שעולה מספרות השו"ת החל מתקופת הראשונים (המאות ה 11- עד ה- 16 ) ועד לפוסקים מתקופת האחרונים (המאה ה- 16 ואילך), ומתמקדת בעיקר בתקופה המודרנית של המאה האחרונה. במרכז העבודה יעמדו מעמדם ההלכתי של האם והוולד בעקבות שימוש בהזרעה והפריה מלאכותית וכן השלכותיהן ההלכתיות של השימוש הרפואי בזרע. תרומתו של מחקר זה הינה בהצגת וניתוח התמודדות הפוסקים עם העימות הערכי וההלכתי שמעוררות תמורות במבנה המשפחה ובדפוסי הורות מסורתיים כתוצאה משימוש הולך וגובר בטכנולוגיות פריון מתקדמות בחברה המודרנית. יתר על כן, מחקר זה מרחיב את הדיון ההלכתי אל מעבר לעמדות הפוסקים ביהדות האורתודוקסית, הנצמדים לעקרונות ההלכה ההיסטורית, ומציג לראשונה אף את קשת הדעות של רבנים המשתייכים לזרמי היהדות המתקדמת והקונסרבטיבית, הדוגלים בפיתוח ההלכה והתאמתה למציאות החיים המשתנה. כך, מעניקה עבודת מחקר זו תמונה שלמה ומקיפה יותר באשר להתמודדות הרבנים עם שאלת ההזרעה המלאכותית ומציגה את רב גוניותה של ההלכה כפי שמשתקפת בזרמי היהדות השונים בישראל ובתפוצות.

    Abstract: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

    Abstract: Israel is a young country with still dynamic population growth, but it is already beginning to face the consequences of population ageing. The pension system relies largely on mandatory private retirement saving, which will moderate the long-term fiscal impact. Yet, there are questions about the fairness of the pension system, given the regressive nature of some of its tax provisions, its ability to effectively protect the most vulnerable elderly, whose poverty rate is high, as is the case for the rest of the population, and its efficiency in securing and valuing these retirement savings to guarantee pension adequacy. This review examines ways forward for policy to address these issues by reinforcing the protective role of basic pensions, by encouraging people to work longer and by improving the fairness and effectiveness of the system’s second pillar. Ausgangspunkt dabei ist, dass bildliche Zeugnisse einen Gegenpol zu den standardisierten Visualisierungspraktiken der Shoah bieten, sprich dem historischen Bildmaterial aufgenommen durch die Alliierten und der Nationalsozialisten. In der Arbeit wird das historische Bildmaterial als Visualisierungspraxis problematisiert und visuellen Zeugnissen gegenübergestellt, die Augen- und Überlebenszeugen der Shoah, aber auch authentische Orte des Geschehens aus einer nachträglichen Perspektive zeigen.     Abstract: Main description: Der Staatssekretär im Reichsministerium des Innern Wilhelm Stuckart (1902-1953) war einer der wichtigsten juristischen Interpreten und Legitimatoren des NS-Staates. Als Mit-Autor der Nürnberger Rassegesetze goss er dessen biologistische Grundlagen in Gesetze und begleitete später die Vorbereitungen zum Genozid. Im Frühjahr 1942 vertrat er auf der Endlösungskonferenz am Wannsee sein Ressort. Nach dem Krieg gehörte Stuckart zu den Schöpfern der Legende von der "sauberen Verwaltung", die sich den rassistischen Ansprüchen der NS-Machthaber widersetzt habe. Die biographische Auseinandersetzung mit Stuckart belegt nicht nur die prägende Funktion von führenden Juristen in der NS-Verwaltung, sie untersucht auch die Rolle der Innenverwaltung und ihre Mitwirkung am Genozid.

    Abstract: Die vorliegende Untersuchung verfolgt das Ziel, kulturelle und religiöse Aspekte der Erneuerung jüdischen Lebens in Berlin seit 1989 zu erforschen. Die Entwicklungen der jüdischen Gemeinschaft in der Hauptstadt seit dem Fall der Mauer und dem Zusammenbruch der Sowjetunion führen zur Wiederannäherung eines Teils der jüdischen Bevölkerung in Deutschland an die eigene Kultur, Religion und Geschichte. Dabei kommt die Pluralität der kulturellen, literarischen und religiösen Ausdrucksformen der jüdischen Identitäten zum Vorschein. Die Arbeit verdeutlicht diese in Berlin nach 1989 einsetzende kulturelle und religiöse „Renaissance“. Vier wichtige Punkte kennzeichnen das jüdische Leben in Berlin nach 1989. Erstens gewinnt Deutschland seit der Wiedervereinigung eine neue Rolle als mögliches Einwanderungsland für Juden. Vor allem mit der massiven jüdischen Einwanderung aus den Staaten der ehemaligen Sowjetunion seit den 1990er Jahren wird Deutschland allmählich als wichtiges Zentrum in der europäischen Diaspora anerkannt.…

Sozial-, stadt-, bürgertums-, vereins- und frauengeschichtliche Perspektiven wurden dazu zusammengeführt. Die Untersuchung basiert auf Quellenbeständen des Stadtarchives Leipzig, des Sächsischen Staatsarchives Leipzig, vor allem aber auf der Auswertung zeitgenössischer Periodika.
    Abstract: This paper deals with the social dedication of the Jewish women`s associations of Leipzig formed since the mid-19th-century and united in the location group of the Jüdischer Frauenbund and suporting discriminated mostly female Eastern Jewish immigrants in special problematic situations until the end of the Weimar Republic. For that purpose, perspectives of social, urban, middle class and women`s history are involved. The description is based on existing sources of the Stadtarchiv Leipzig, the Sächsisches Staatsarchiv Leipzig, but first of all on the analysis of contemporary periodicals.

    Abstract: Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures. A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: Russian Jews who left the Former Soviet Union (FSU) and its Successor States after 1989 are considered as one of the best qualified migrants group worldwide. In the preferred countries of destination (Israel, the United States and Germany) they are well-known for cultural self-assertion, strong social upward mobility and manifold forms of self organisation and empowerment. Using Suzanne Kellers sociological model of “Strategic Elites”, it easily becomes clear that a huge share of the Russian Jewish Immigrants in Germany and Israel are part of various elites due to their qualification and high positions in the FSU – first of all professional, cultural and intellectual elites (“Intelligentsija”). The study aimed to find out to what extent developments of cultural self-assertion, of local and transnational networking and of ethno-cultural empowerment are supported or even initiated by the immigrated (Russian Jewish) Elites. The empirical basis for this study have been 35 half-structured expert interviews with Russian Jews in both countries (Israel, Germany) – most of them scholars, artists, writers, journalists/publicists, teachers, engineers, social workers, students and politicians. The qualitative analysis of the interview material in Israel and Germany revealed that there are a lot of commonalities but also significant differences. It was obvious that almost all of the interview partners remained to be linked with Russian speaking networks and communities, irrespective of their success (or failure) in integration into the host societies. Many of them showed self-confidence with regard to the groups’ amazing professional resources (70% of the adults with academic degree), and the cultural, professional and political potential of the FSU immigrants was usually considered as equal to those of the host population(s). Thus, the immigrants’ interest in direct societal participation and social acceptance was accordingly high. Assimilation was no option. For the Russian Jewish “sense of community” in Israel and Germany, Russian Language, Arts and general Russian culture have remained of key importance. The Immigrants do not feel an insuperable contradiction when feeling “Russian” in cultural terms, “Jewish” in ethnical terms and “Israeli” / “German” in national terms – in that a typical case of additive identity shaping what is also significant for the Elites of these Immigrants. Tendencies of ethno-cultural self organisation – which do not necessarily hinder impressing individual careers in the new surroundings – are more noticeable in Israel. Thus, a part of the Russian Jewish Elites has responded to social exclusion, discrimination or blocking by local population (and by local elites) with intense efforts to build (Russian Jewish) Associations, Media, Educational Institutions and even Political Parties. All in all, the results of this study do very much contradict popular stereotypes of the Russian Jewish Immigrant as a pragmatic, passive “Homo Sovieticus”. Among the Interview Partners in this study, civil-societal commitment was not the exception but rather the rule. Traditional activities of the early, legendary Russian „Intelligentsija“ were marked by smooth transitions from arts, education and societal/political commitment. There seem to be certain continuities of this self-demand in some of the Russian Jewish groups in Israel. Though, nothing comparable could be drawn from the Interviews with the Immigrants in Germany. Thus, the myth and self-demand of Russian “Intelligentsija” is irrelevant for collective discourses among Russian Jews in Germany.
