    Abstract: The Posen Library of Jewish Culture and Civilization tackles an enormous challenge: to make accessible in English a rich and varied sampling of the many dimensions of Jewish experience from antiquity to the twenty-first century. Under the guidance of a distinguished editorial board, The Posen Library embarked on this task by creating an anthology of primary sources of Jewish culture and civilization, translating them from dozens of languages. It includes a vast array of genres, including fiction and nonfiction, visual and material culture, political and religious texts. The job of the anthologizer is far from easy. Not only does it involve sifting through many potential historical, philosophical, religious, legal, literary, exegetical, political, folkloristic, popular, and artistic documents, images, and artifacts that might be chosen and extracted. It also requires conceptualizing key themes that characterize each period under consideration. And that process introduces questions about the production of Jewish culture and civilization. Is Jewish culture global? Or is it an aggregate of many local Jewish cultures? Are there essentially Jewish qualities to Jewish culture? Or is Jewish culture itself a dialectic between adaptation and resistance? Or perhaps Jewish culture should be regarded as something that is produced mostly in dialectical relationship to itself. The editors of the ten volumes of The Posen Library have answered these questions differently. Some have stressed the experience of Judaism as a minority culture in constant contact and occasional conflict with majority civilizations. Others have emphasized the remarkable internal dynamic of Jewish creativity, responding to developments across time and space. Still others have noted the importance of geography and related local political structures, dividing Jews from each other and fostering rather separate and even insular modes of cultural creativity. Historically, any number of distinctive and parallel Jewish civilizations have flourished, some sharing cultural practices and traditions, some with little in common beyond core religious laws and beliefs. Working answers to such fundamental questions as “what is Jewish culture and civilization” are embedded in the multitude of entries selected by individual volume editors and their expert advisory boards. Each volume’s selections, carefully extracted from longer works, allow a reader to savor a myriad of juxtapositions of sources that often illuminate the familiar through the unfamiliar, or, conversely, introduce what is new and unexpected by placing it in conversation with what is well known. Insofar as any culture is itself a composite of multiple peoples, nations, languages, traditions, and beliefs, The Posen Library’s volume editors have emphasized the heterogeneity of Jewish culture and civilization.

    Abstract: Klappentext: Apart from an opening survey of modern study of ancient Jewish history, which emphasizes the foundational role of German-Jewish scholars, the studies united in this volume apply philological methods to the writings of four of them: Heinrich Graetz, Isaak Heinemann, Elias Bickerman(n), and Abraham Schalit. In each case, it is argued that some seemingly trivial anomaly or infelicity, in a publication about such ancient characters as Antiochus Epiphanes, Herod, and Josephus, points to the way in which the historian constructed, and revised, his understanding of the Jews' situation under Greeks or Romans in light of his perception of the Jews' situation under the Second or Third Reich. The collection also includes a study that focuses on a Jewish medievalist, Philipp Jaffé, and unravels the indirect but inexorable process that led from a scholarly feud about the editing of medieval Latin texts, in the 1860s, to the "Berlin Antisemitism Dispute" (Berliner Antisemitismusstreit) of 1879-1881, which is commonly viewed as the opening act of modern German antisemitism

    Abstract: Gennady Estraikh's book explores the birth, growth, demise and afterlife of the Birobidzhan Jewish Autonomous Region (JAR). The History of Birobidzhan looks at how the shtetl was widely used in Soviet propaganda as a perfect solution to the 'Jewish question', arguing that in reality, while being demographically and culturally insignificant, the JAR played a key, and essentially detrimental, role in determining Jewish rights and entitlements in the Soviet world. Estraikh brings together a broad range of Russian and Yiddish sources, including archival materials, newspaper articles, travelogues, memoirs, belles-letters, and scholarly publications, as he describes and analyses the project and its realization not in isolation, but rather in the context of developments in both domestic and international life. As well as offering an assessment of the Birobidzhan project in the contexts of Soviet and Jewish history, the book also focuses on the contemporary 'Jewish' role of the region which now has only a few thousand Jewish occupants amongst its residents

    Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: Today, law is no longer homogenous or unquestioned. Different overlapping legal systems constantly interfere with one another, both on an international level, in complex transnational contexts such as the European Union or human rights law, but also in the context of cultural diversity or conflicts between religious norms and civil institutions, between minorities and the power of the state. On the other hand, the neutrality of law is also under growing pressure, be it from different global transnational players, or from within nation states where calls are made to adapt law to the will of "the people." The heated European debate on the "refugee crisis" has made it manifest that law is more necessary than ever and yet fundamentally contested, perhaps even caught in contradictions and self-limitations. At the same time, the current perspective on legal problems allows us to address issues of diversity and the role of Europe in the globalized world more clearly. The articles of this book take these recent developments and debates as a starting point to discuss from the perspective of different disciplines the pressing question of how to live together in the new millennium and how to figure the long history of law before, besides, and after the dominant paradigm of state law

    Abstract: "Sources for Studying the Holocaust provides a pathway for readers to engage with questions about what sources can be used to study the Holocaust. For many historians the challenge has been how to rescue the story from oblivion when oft-used sources for other periods of history introduce even more issues around authenticity and reliability. What can be learned of what transpired in villages and towns numbering several thousand people, when all its Jewish inhabitants were totally obliterated through Nazi action? Who can furnish eyewitness testimony, if all the eyewitnesses were killed? How does one examine written records preserving knowledge of facts or events, where none were kept or survived the onslaught? And what weight do we put upon such resources which did manage to endure the destruction wrought by the Holocaust? Each chapter looks at one of a diverse range of source material from which scholars have rescued the history, including survivor testimony, diaries, letters, newspaper accounts, photographs, trial documents, artefacts, digital resources, memorials, films, literature and art. Each chapter shows how different types of records can be utilized as accurate sources for the writing of Holocaust history. Collectively, they highlight the ways in which all material, even the most fragmentary, can be employed to recreate a reliable record of what happened during the Holocaust and show how all sources considered can be employed to find meaning and understanding by exploring a range of sources deeply. Introducing the conceptual frame of postcatastrophe, the collected essays explore the discursive and artistic space the Shoah occupies in the countries between Moscow and Berlin. Postcatastrophe is informed by the knowledge of other concepts of "post" and shares their insight into forms of transmission and latency; in contrast to them, explores the after-effects of extreme events on a collective, aesthetic, and political rather than a personal level. In My Second-Favorite Country, Sivan Zakai offers the first longitudinal study of how American Jewish children come to think and feel about Israel, tracking their evolving conceptions from kindergarten to fifth grade. This work sheds light on the perception of Israel in the minds of Jewish children in the US and provides a rich case study of how children more generally develop ideas and beliefs about self, community, nation, and world. In contrast to popular views of America’s youth as naive or uninterested, this book illuminates both the complexity of their thinking and their desire to be included in conversations about important civic and political matters. Zakai draws from compelling empirical data to prove that children spend considerable effort contemplating the very concepts that adults often assume they are not ready to discuss. Indeed, the book argues that over the course of their elementary school education, children develop and express deep interest in complex issues such as the intricacies of identity and belonging, conflicting ways of framing the past, and the demands of civic responsibility. Ultimately, Zakai argues that in order to take children’s ideas seriously and better prepare them for a world full of disagreement, a substantive shift in educational practices is necessary

    Abstract: The Judean community at Elephantine has long fascinated historians of the Persian period. This book, with its stellar assemblage of important scholarly voices, provides substantive new insights and approaches that will advance the study of this well-known but not entirely understood community from fifth-century BCE Egypt. Since Bezalel Porten’s pioneering Archives from Elephantine, published in 1968, the discourse on the subject of the community of Elephantine during the Persian period has changed considerably, due to new data from excavations, the discovery and publication of previously unknown texts, and original scholarly insights and avenues of inquiry. Running the gamut from archaeological to linguistic investigations and encompassing legal, literary, religious, and other aspects of life in this Judean community, this volume stands at a crossroads of research that extends from Hebrew Bible studies to the history of early Jewish communities. It also features fourteen new Aramaic ostraca from Aswan. The volume will appeal to students and scholars of the Hebrew Bible and ancient Judaism, as well as to a wider audience of Egyptologists, Semitists, and specialists in ancient Near Eastern studies. In addition to the editor, the contributors to this volume include Annalisa Azzoni, Bob Becking, Alejandro F. Botta, Lester L. Grabbe, Ingo Kottsieper, Reinhard G.     Abstract: This book investigates the place and meaning of consumption in Jewish lives and the roles Jews played in different consumer cultures in modern Europe and North America. Drawing on innovative, original research into this new and challenging field, the volume brings Jewish studies and the history and theory of consumer culture into dialogue with each other. Its chapters explore Jewish businesspeople's development of niche commercial practices in several transnational contexts; the imagining, marketing, and realization of a Jewish national homeland in Palestine through consumer goods and strategies; associations between Jews, luxury, and gender in multiple contexts; and the political dimensions of consumer choice. Together the essays in this volume show how the study of consumption enriches our understanding of modern Jewish history and how a focus on consumer goods and practices illuminates the study of Jewish religious observance, ethnic identities, gender formations, and immigrant trajectories across the globe. Paul Lerner is Professor of History at the University of Southern California, USA, where he directs the Max Kade Institute for Austrian-German-Swiss Studies. He is the author of The Consuming Temple: Jews, Department Stores, and the Consumer Revolution in Germany, 18801940. Uwe Spiekermann (uwe-spiekermann.com) is Privatdozent at the University of Gottingen, Germany. His research interests include the history of consumption, retailing, nutrition, and knowledge. The most recent of his 13 books is Kunstliche Kost: Ernahrung in Deutschland, 1840 bis heute. Anne Schenderlein is Managing Director of the Dahlem Humanities Center at Freie Universitat Berlin.     Abstract: The birth of modern Jewish studies can be traced to the nineteenth-century emergence of the Wissenschaft des Judentums, a movement to promote a scholarly approach to the study of Judaism and Jewish culture. Frontiers of Jewish Scholarship offers a collection of essays examining how Wissenschaft extended beyond its original German intellectual contexts and was transformed into a diverse, global field. From the early expansion of the new scholarly approaches into Jewish publications across Europe to their translation and reinterpretation in the twentieth century, the studies included here collectively trace a path through largely neglected subject matter, newly recognized as deserving attention.Beginning with an introduction that surveys the field's German origins, fortunes, and contexts, the volume goes on to document dimensions of the growth of Wissenschaft des Judentums elsewhere in Europe and throughout the world. Some of the contributions turn to literary and semantic issues, while others reveal the penetration of Jewish studies into new national contexts that include Hungary, Italy, and even India. Individual essays explore how the United States, along with Israel, emerged as a main center for Jewish historical scholarship and how critical Jewish scholarship began to accommodate Zionist ideology originating in Eastern Europe and eventually Marxist ideology, primarily in the Soviet Union.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This book charts the diachronic dimension of the processes by which Andalusi Muslim and Jewish elites created, asserted, refined, and adapted to new circumstances their respective claims of Andalusi and Sefardi singularity. The historical starting point for this inquiry-the mid-tenth century-is established by the textual evidence that has come down to us. The endpoint of this study's historical parameters is occasioned by social, religious, and political upheaval, collective trauma, and their jarring effects on cultural memory. For the Jews of Sefarad, the mid-twelfth century witnessed disruption within Andalusi Jewish society and transformation of its traditions. It saw the dispersal of most of the Jews of al-Andalus to the Iberian Christian kingdoms, to Provence, and to North Africa, where Andalusi Jewish exiles found refuge and Andalusi Jewish cultural production was relaunched in modified forms. For Andalusi Muslims, the Almohad military defeat at Las Navas de Tolosa in 1212, known in Arabic historiography as the monumental Battle of al-'Iqāb, and the Almohads' ensuing withdrawal from Andalusi territory signaled the end of the classical age of al-Andalus. Within a generation, Córdoba and Seville fell to Castilian control, leaving the Naṣrid kingdom of Granada-all that was left of al-Andalus-as the sole remaining outpost of an Islamic polity and society on Iberian soil down to 1492

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: "This book explores Jewish emigration from Palestine and Israel from 1945 to the early 1960s. It investigates the motivations behind emigration, the experiences of migrants in their new destinations, and the public and institutional reactions to emigration both in Israel and in receiving countries. Although the dominant view in the Jewish and non-Jewish worlds was that displaced Jews should settle in the Land of Israel, tens of thousands of Jews who immigrated to the country subsequently left, either returning to their homes in Europe and the Middle East, or heading to new destinations, mainly in North America. While the Zionist movement aspired to create a sense of Jewish rootedness and permanence in the soil of the Land of Israel, the study argues that many Jews saw the country not as a permanent homeland or a final destination, but as a site of displacement or a way-station to more desirable lands.     Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.
