    Abstract: The corpus of Aramaic magic bowls from Sasanian Mesopotamia is perhaps the most important source we have for studying the everyday beliefs and practices of the Jewish, Christian, Mandaean, Manichaean, Zoroastrian and Pagan communities on the eve of the Islamic conquests. The bowls published in this volume are from the Schøyen Collection, which has over 650 texts in Jewish Babylonian Aramaic, Mandaic and Syriac, and forms the largest collection of its kind in the world. This volume presents editions of fifty-five Jewish Babylonian Aramaic texts, with accompanying introductions, translations, philological notes, photographs and indices. The themes covered are magical seals and signet-rings. It is the second in a multi-volume project that aims to publish the Schøyen Collection of magic bowls

    Abstract: In the Hobsbawmian long 19th century, gender and processes of sexualization and feminization have been crucial in the construction of the »Jewish Other«. Ulrike Brunotte explores how these processes came about by addressing imaginative, aesthetic, and epistemological questions. She analyzes how literature, psychoanalysis and the performing arts traverse and react to the ambivalence of racialized stereotypes. The »femininity puzzle« presents itself in two ways: first in the role of effeminization of the male Jew in antisemitic discourse, and then in the transgressive forms of femininity connected to Jewish women, especially the allosemitic orientalization in the figure of the »Beautiful Jewess«.

    Abstract: Which writer today is not a writer of the Holocaust?' asked the late Imre Kertesz, Hungarian survivor and novelist, in his Nobel acceptance speech: 'one does not have to choose the Holocaust as one's subject to detect the broken voice that has dominated modern European art for decades'. Robert Eaglestone attends to this broken voice in literature in order to explore the meaning of the Holocaust in the contemporary world, arguing, again following Kertesz, that the Holocaust will 'remain through culture, which is really the vessel of memory'. Drawing on the thought of Hannah Arendt, Eaglestone identifies and develops five concepts-the public secret, evil, stasis, disorientalism, and kitsch-in a range of texts by significant writers (including Kazuo Ishiguro, Jonathan Littell, Imre Kertesz, W. G. Sebald, and Joseph Conrad) as well as in work by victims and perpetrators of the Holocaust and of atrocities in Africa. He explores the interweaving of complicity, responsibility, temporality, and the often problematic powers of narrative which make up some part of the legacy of the Holocaust

    Abstract: Welfare state governance reforms are established by new constellations of actors and experimental organizational structures. This paper analyses two most similar cases of governance reforms in two welfare state domains: (1) services for children and teens at risk; and (2) employment services and social security benefits. It utilizes a comprehensive empirical study that surveys reform initiatives and the establishment of innovative governance coalitions formed in order to enable the recalibration of the Israeli welfare state to changing conditions. In both cases, preliminary deliberations of senior bureaucrats were able to establish change coalitions, which were vital in order to overcome bureaucratic stalemates that result from path-dependent administrative legacies. Notwithstanding, governance coalitions differ in their ability to institutionalize new governance configurations within the state: while the new configuration for governing services for at risk populations won political legitimacy and was instituted, the workfare governance configuration suffered from political illegitimacy and was ultimately abolished. By focusing on the organizational aspects of welfare state reform, the paper argues that tentative coalitions' potential to transform into legitimate and sustainable governance configurations depends on their ability to establish inclusive organizational settlements between agencies with different interests, beyond the bureaucratic structure of the state.
    Abstract: Wohlfahrtsstaatliche Regierungsreformen werden wesentlich von neuen Akteurskonstellationen und experimentellen Organisationsstrukturen bestimmt. Das Arbeitspapier analysiert zwei sehr vergleichbare Regierungsreformen in zwei Politikfeldern des Israelischen Wohlfahrtsstaates: (1) Leistungen für gefährdete Kinder und Jugendliche sowie (2) Arbeitsvermittlung und Sozialleistungen. Dafür wird auf eine umfassende empirische Studie zurückgegriffen, die sowohl Reformanstöße als auch die Etablierung innovativer Regierungskonstellationen untersucht. Und zwar jene, die eine Anpassung des israelischen Wohlfahrtsstaates an sich ändernde Rahmenbedingungen ermöglichen. In beiden Fällen wurde die Bildung neuer Koalitionen durch Beratungen von Dienstälteren ermöglicht. Für die Überwindung des bürokratischen Stillstandes, der als Resultat vorangegangener verwaltungstechnischer Altlasten im Sinne der Pfadabhängigkeitstheorie verstanden werden kann, waren diese unerlässlich. Ungeachtet dessen unterscheiden sich Regierungskoalitionen in ihrer Fähigkeit, neue Regierungsstrukturen innerhalb des Staates zu errichten: Während die Neugestaltung von Staatsleistungen für prekäre Bevölkerungsteile an politischer Legitimität gewann und demnach institutionalisiert wurde, fehlte es den sogenannten Workfare-Leistungen an jener Legitimität, was schlussendlich zu deren Abbau führte. Mit Blick auf die Organisationsaspekte von Wohlfahrtsstaatsreformen argumentiert das Arbeitspapier, dass das Entwicklungspotenzial von vorläufigen Koalitionen hin zu legitimen und dauerhaften Regierungsstrukturen vor allem von deren Fähigkeit abhängig ist, inklusive Organisationsstrukturen zu schaffen, welche Ausgleiche zwischen verschiedenen Interessensgruppen fernab der bürokratischen Staatsstruktur ermöglichen.

    Abstract: The majority of our evidence for language change in pre-modern times comes from the written output of scribes. The present volume deals with a variety of aspects of language change and focuses on the role of scribes. The individual articles, which treat different theoretical and empirical issues, reflect a broad cross-linguistic and cross-cultural diversity. The languages that are represented cover a broad spectrum, and the empirical data come from a wide range of sources.     Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today.  Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out.   Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: With studies of Jewish communities in port cities ranging from sixteenth century Livorno to modern Singapore, this book develops and extends the concept of the port Jew using a blend of conceptual innovation and original research. The first section explores the world of the Sephardi Jews, revealing patterns of mobility and networks that intertwined commerce, community and kinship. Individual case histories based on Livorno, Amsterdam, CuraÁao, Charleston, Liverpool, and Bristol examine how Jewish identity was formed in the unique milieu of the cosmopolitan maritime trading centre, how the commercial ethos of the bustling port promoted tolerance, and how the experience of civic inclusion was both a boon and a threat to Jewish life and culture. Challenging research on Charleston and Liverpool shows how slavery cast a shadow over the Jewish population and created an environment of racialized identities in which Jews occupied an ambiguous and ambivalent position. The second section concentrates on the experience of Ashkenazi Jews in the modern era, when the port was less a commercial hub for exchange and more a location of production, transhipment, and transmigration. Jews went from being primarily settlers and traders to becoming commodities in the business of mass migration. A disturbing case study of Hamburg under the Nazis shows that a history of diversity was no guarantor of tolerance. Yet research on Glasgow, with its ethnic and religious fragmentation, shows how far Jews and non Jews in port cities could get along functionally and amicably. All these contributions explore the concepts of diaspora and identity, probe the links between commerce and inter-communal relations, and map the subtle, shifting contours of language, culture, and community in the unique mercantile environment in the worldís greatest ports.

    Abstract: In order to establish a model for the investigation of 'incomplete L1 acquisition' - the phenomenon whereby a bilingual speaker incompletely acquires the socially non-dominant language - the author offers a description and analysis of the speech of ten elderly speakers of Yiddish who acquired Yiddish as an L1 simultaneously with English but have not used the language since childhood. Of central interest is the question of whether the divergent forms in the data are the result of L1 attrition - the loss of knowledge once possessed - or incomplete L1 acquisition - lack of initial acquisition of the forms reflecting in the data 'fossilized' divergent child language. Bringing together certain disparate theoretical ideas, the author accepts Chomskyan notions of innateness and the language faculty while also considering the role of input in social/sociolinguistic terms. Specifically, issues such as 'linguistic identity' and patterns of use are shown to affect the quality of acquisition in bilingual situations. Through comparison with the speech of 'native' Yiddish adults, and mono- and bilingual German and Dutch children, a linguistic rule (present perfect) is isolated and shown to be due to incomplete L1 acquisition and not L1 attrition. In short, the study offers an account of what occurs when the child's innate inclination to organize linguistic input into a mature linguistic system collides with insurmountable social and sociolinguistic hindrances to 'normal' acquisition.
