Kurzfassung: Though typically associated more with Judaism than Christianity, the status and sacrality of Hebrew has nonetheless been engaged by both religious cultures in often strikingly similar ways. The language has furthermore played an important, if vexed, role in relations between the two. Hebrew between Jews and Christians closely examines this frequently overlooked aspect of Judaism and Christianity's common heritage and mutual competition

Kurzfassung: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

Kurzfassung: Why are Jews so attracted to India, to Hinduism, and to Buddhism in the United States as well as Israel? They travel there by the thousands, attracted by the exoticism of course, but, Adelman believes, also drawn by an atavistic connection, dating back to the great Persian empires that extended from the land of Israel to the Indian subcontinent, linking the religions, myths, legends, literature, customs, even languages over the centuries. Influenced by her own profoundly mystical experiences, Adelman provides the history, explains the religions, shows the common origins, and gives astonishing examples of parallel symbolism

Kurzfassung: A revealing account of contemporary tensions between Jews and Christians, playing out beneath the surface of conciliatory interfaith dialogue. A new chapter in Jewish-Christian relations opened in the second half of the twentieth century when the Second Vatican Council exonerated Jews from the accusation of deicide and declared that the Jewish people had never been rejected by God. In a few carefully phrased statements, two millennia of deep hostility were swept into the trash heap of history. But old animosities die hard. While Catholic and Jewish leaders publicly promoted interfaith dialogue, doubts remained behind closed doors. Catholic officials and theologians soon found that changing their attitude toward Jews could threaten the foundations of Christian tradition. For their part, many Jews perceived the new Catholic line as a Church effort to shore up support amid atheist and secular advances. Drawing on extensive research in contemporary rabbinical literature, Karma Ben-Johanan shows that Jewish leaders welcomed the Catholic condemnation of antisemitism but were less enthusiastic about the Church’s sudden urge to claim their friendship. Catholic theologians hoped Vatican II would turn the page on an embarrassing history, hence the assertion that the Church had not reformed but rather had always loved Jews, or at least should have. Orthodox rabbis, in contrast, believed they were finally free to say what they thought of Christianity. Jacob’s Younger Brother pulls back the veil of interfaith dialogue to reveal how Orthodox rabbis and Catholic leaders spoke about each other when outsiders were not in the room. There Ben-Johanan finds Jews reluctant to accept the latest whims of a Church that had unilaterally dictated the terms of Jewish-Christian relations for centuries

Kurzfassung: Explores the design and development of synagogues in the Islamic worldThis beautifully illustrated volume looks at the spaces created by and for Jews in areas under the political or religious control of Muslims. Covering regions as diverse as Central Asia, the Middle East, North Africa and Spain, it asks how the architecture of synagogues responded to contextual issues and traditions, and how these contexts influenced the design and evolution of synagogues. As well as revealing how synagogues reflect the culture of the Jewish minority at macro and micro scales, from the city to the interior, the book also considers patterns of the development of synagogues in urban contexts and in connection with urban elements and monuments.Key Features:Uniquely explores the elements and concepts applied in the design of synagogues in the Islamic worldShows connections between Jewish and Islamic architecture and the collaboration among Muslims and Jews in the design and construction of synagoguesTakes an interdisciplinary and cross-cultural approach, providing a new setting for the analysis of Islamic architectureAddresses historical, social, urban, and architectural aspects of synagogues throughout the Muslim world including Iraq, Afghanistan, Morocco, Egypt, Spain, Turkey, Tunisia, Iran, and IndiaContributorsMeltem Özkan Altınöz, Karabük UniversityMichelle Huntingford Craig, Getty Research Institute Arlene Dallalfar, Lesley UniversityReuven Firestone, Hebrew Union College (Los Angeles) and University of Southern CaliforniaDaniel Muñoz-Garrido, University of Granada Anat Geva, Texas A&M UniversityMohammad Gharipour, Morgan State University Ulrike-Christiane Lintz, University of AmsterdamVivian B. Kurzfassung: Im Zentrum der Studie stehen die Wissenschaft des Judentums in Italien, ihre Bildungsinstitutionen und bedeutsamen Repräsentanten.
Kurzfassung: The study focuses on the transfer of knowledge and culture as well as the mutual networks between representatives of the German-language science of Judaism and a polyphonic Italian-Jewish group of scholars in the period between 1820 and 1870. It emphasizes the specific characteristics of the small Italian-speaking group of scholars in tension with the science of Judaism in the German context

Kurzfassung: The connection of Judaism to music has been a lively discourse topic in recent years, and the musical awakening in religious circles is one expression of it. This book is the first comprehensive research project on the encounter of music and Judaism in the theological and philosophical realms, tracing the historical evolution of the music motif in Jewish thought. It describes the course of music as a tool serving religious, psychological, and instrumental goals until it developed into an independent aesthetic experience. Discussions also encompass various assessments of music in Jewish thought and the special connection of the Jewish people to music

Kurzfassung: Arguments over the relationship between Canaanite and Israelite religion often derive from fundamental differences in presupposition, methodology and definition, yet debate typically focuses in on details and encourages polarization between opposing views, inhibiting progress. This volume seeks to initiate a cultural change in scholarly practice by setting up dialogues between pairs of experts in the field who hold contrasting views. Each pair discusses a clearly defined issue through the lens of a particular biblical passage, responding to each other’s arguments and offering their reflections on the process. Topics range from the apparent application of ‘chaos’ and ‘divine warrior’ symbolism to Yahweh in Habakkuk 3, the evidence for ‘monotheism’ in pre-Exilic Judah in 2 Kings 22–23, and the possible presence of ‘chaos’ or creatio ex nihilo in Genesis 1 and Psalm 74. This approach encourages the recognition of points of agreement as well as differences and exposes some of the underlying issues that inhibit consensus. In doing so, it consolidates much that has been achieved in the past, offers fresh ideas and perspective and, through intense debate, subjects new ideas to thorough critique and suggests avenues for further research

It examines the frameworks that govern the employment of academic staff in publicly funded higher education institutions in Israel. It compares these frameworks to those in place in comparable OECD higher education systems and draws on these comparisons, along with insights from discussions with higher education experts in Israel, to identify policy options for enhancing human resources policy in Israel’s public higher education system.

Kurzfassung: Why did almost half of Munich's Jews leave their hometown between 1933 and 1941? Hiding behind the obvious answer of National Socialism is a multifaceted web of motives. This book provides statistical and biographical insights in order to show how different the reasons for deciding to emigrate were and the extent to which successful emigration depended on a number of external factors

Kurzfassung: This discourse analysis, which also utilizes the thought of Jacques Lacan, examines hermeneutically (and to a lesser extent quantitatively) narrative and emotional correlations between German and Israeli media. Three selected media art projects that take up stereotypes of Muslims open our eyes to the contradictions and complexes inherent to certain discourses through "narrative reflections" in the sense of "emotional argumentation."

They include the pivotal 1946 World Zionist Congress, the contributions of Jacob Robinson and Clark M. Eichelberger to Israel’s sovereign renewal, American Jewry’s crusade to save a Jewish state, the effort to create a truce and trusteeship for Palestine, and Judah Magnes’s final attempt to create a federated state there. Kurzfassung: Maimonides’ Guide of the Perplexed addressed Jews of his day who felt challenged by apparent contradictions between Torah and science. We Are Not Alone: A Maimonidean Theology of the Other uses Maimonides’ writings to address Jews of today who are perplexed by apparent contradictions between the morality of the Torah and their conviction that all human beings are created in the image of God and are the object of divine concern, that other religions have value, that genocide is never justified, and that slavery is evil. Individuals who choose to emphasize the moral and universalist elements of Jewish tradition can often find support in positions explicitly held by Maimonides or implied by his teachings. We Are Not Alone offers an ethical and universalist vision of traditionalist Judaism

Kurzfassung: Reveals nostalgia as a new way of maintaining Jewish continuityIn 2007, the Museum at Eldridge Street opened at the site of a restored nineteenth-century synagogue originally built by some of the first Eastern European Jewish immigrants in New York City. Visitors to the museum are invited to stand along indentations on the floor where footprints of congregants past have worn down the soft pinewood. Here, many feel a palpable connection to the history surrounding them.Beyond the Synagogue argues that nostalgic activities such as visiting the Museum at Eldridge Street or eating traditional Jewish foods should be understood as American Jewish religious practices. In making the case that these practices are not just cultural, but are actually religious, Rachel B. Gross asserts that many prominent sociologists and historians have mistakenly concluded that American Judaism is in decline, and she contends that they are looking in the wrong places for Jewish religious activity. If they looked outside of traditional institutions and practices, such as attendance at synagogue or membership in Jewish Community Centers, they would see that the embrace of nostalgia provides evidence of an alternative, under-appreciated way of being Jewish and of maintaining Jewish continuity. Tracing American Jews’ involvement in a broad array of ostensibly nonreligious activities, including conducting Jewish genealogical research, visiting Jewish historic sites, purchasing books and toys that teach Jewish nostalgia to children, and seeking out traditional Jewish foods, Gross argues that these practices illuminate how many American Jews are finding and making meaning within American Judaism today

Kurzfassung: Why did dance and dancing became important to the construction of a new, modern, Jewish/Israeli cultural identity in the newly formed nation of Israel? There were questions that covered almost all spheres of daily life, including “What do we dance?” because Hebrew or Eretz-Israeli dance had to be created out of none. How and why did dance develop in such a way? Dance Spreads Its Wings is the first and only book that looks at the whole picture of concert dance in Israel studying the growth of Israeli concert dance for 90 years—starting from 1920, when there was no concert dance to speak of during the Yishuv (pre-Israel Jewish settlements) period, until 2010, when concert dance in Israel had grown to become one of the country’s most prominent, original, artistic fields and globally recognized. What drives the book is the impulse to create and the need to dance in the midst of constant political change. It is the story of artists trying to be true to their art while also responding to the political, social, religious, and ethnic complexities of a Jewish state in the Middle East

Kurzfassung: This book introduces the topics of Enlightenment, Counter-Enlightenment, and social demography in Western art musics and demonstrates their historical and sociological importance. The essays in this book explore the concepts of “existential irony” and “sanctification,” which have been mentioned or discussed by music scholars, historians, and musicologists only either in connection with specific composers’ works (Shostakovich’s, in the case of “existential irony”) or very parenthetically, merely in passing in the biographies of composers of “classical” musics. This groundbreaking work illustrates their generality and sociological sources and correlates in contemporary Western art musics

Kurzfassung: The Hebrew Bible is a philosophical testament. Abraham, the first biblical philosopher, calls out to the world in God’s name exactly as Plato calls out in the name of the Forms. Abraham comes forward as a critic of pagan thought about, specifically, persons. Moses, to whom the baton is passed, spells out the practical implications of the Bible’s core anthropological teachings. In Persons and Other Things Mark Glouberman explores the Bible’s philosophy, roughing out in the course of a defence of it how men and women who see themselves in the biblical portrayal (as he argues that most of us do once the "religious" glare is reduced) are committed to conduct their personal affairs, arrange their social ties, and act in the natural world. Persons and Other Things is also the author’s testament about the practice of philosophy. Glouberman sets out, and in the chapters that pursue the theme he puts into practice, the lessons he has acquired as a lifelong learner about thinking philosophically, about writing philosophy, and about philosophers

Kurzfassung: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

Kurzfassung: The fifty years between 1680-1730 were one of the most fascinating in the history of Europe and in Ottoman history. A period of coalitions and wars, climate changes, and natural disasters took place. This previously unpublished chronicle contains valuable information in various fields. It was written in Semi-Biblical Hebrew by a Jewish rabbi residing in the Crimean Peninsula, and includes insights on the political upheavals in the Crimean Khanate and the Ottoman capital; the wars between the Ottomans and the Russians, which he vividly describes; Persia and the Caucasus; the fate of Jewish communities; epidemics and weather; and weapons and customs. The book, a historical mine that reads like a sweeping thriller, is now available in English for the first time

Kurzfassung: This book is dedicated to an analysis of the writings of modern religious Jewish thinkers who adopted a neo-fundamentalist, illusionary, apologetic approach, opposing the notion that there may sometimes be a contradiction between reason and revelation. The book deals with the thought of Eliezer Goldman, Norman Lamm, David Hartman, Aharon Lichtenstein, Jonathan Sacks, and Michael Abraham. According to these thinkers, it is possible to resolve all of the difficulties that arise from the encounter between religion and science, between reason and revelation, between the morality of halakhah and Western morality, between academic scholarship and tradition, and between scientific discoveries and statements found in the Torah. This position runs counter to the stance of other Jewish thinkers who espouse a different, more daring approach. According to the latter view, irresolvable contradictions between reason and faith sometimes face the modern Jewish believer, who must reconcile himself to these two conflicting truths and learn to live with them. This dialectic position was discussed in Between Religion and Reason, Part I (Academic Studies Press, 2020). The present volume, Part II, completes the discussion of this topic. This book concludes a trilogy of works by the author dealing with modern Jewish thought that attempts to integrate tradition and modernity. The first in the series was The Middle Way (Academic Studies Press, 2014), followed by The Dual Truth (Academic Studies Press, 2018)

Kurzfassung: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

Kurzfassung: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

Kurzfassung: The Yiddish Theater Stage as a Temporary Home takes us through the fascinating life and career of the most important comic duo in Yiddish Theater, Shimen Dzigan and Isroel Shumacher. Spanning over the course of half a century – from the beginning of their work at the Ararat avant-garde Yiddish theater in Łodz, Poland to their Warsaw theatre – they produced bold, groundbreaking political satire. The book further discusses their wanderings through the Soviet Union during the Second World War and their attempt to revive Jewish culture in Poland after the Holocaust. It finally describes their time in Israel, first as guest performers and later as permanent residents. Despite the restrictions on Yiddish actors in Israel, the duo insisted on performing in their language and succeeded in translating the new Israeli reality into unique and timely satire. In the 1950s, they voiced a unique – among the Hebrew stages – political and cultural critique. Dzigan continued to perform on his own and with other Israeli artists until his death in 1980

Kurzfassung: This book analyzes the ways in which literary works and cultural discourses employ the construct of the Jew’s body in relation to the material world in order either to establish and reinforce, or to subvert and challenge, dominant cultural norms and stereotypes. It examines the use of physical characteristics, embodied practices, tacit knowledge and senses to define the body taxonomically as normative, different, abject or mimetically desired. Starting from the works of Gogol and Dostoevsky through to contemporary Russian-Jewish women’s writing, the book argues that materiality also embodies fictional constructions that should be approached as a culture-specific material-semiotic interface

Kurzfassung: With exacting scholarship and fecund analysis, Manuel Oliveira probes through the lens of Martin Buber (1878-1965) the theological and political ambiguities of Israel’s divine election. These ambiguities became especially pronounced with the emergence of Zionism. Wary, indeed, alarmed by the tendency of some of his fellow Zionists to conflate divine chosenness with nationalism, Buber sought to secure the theological significance of election by both steering Zionism from hypertrophic nationalism and by a sustained program to revalorize what he called alternately “Hebrew Humanism.” As Oliveira demonstrates, Buber viewed the idea of election teleologically, espousing a universal mission of Israel, which effectively calls upon Zionism to align its political and cultural project to universal objectives. Thus, in addressing a Zionist congress, he rhetorically asked, “What then is this spirit of Israel of which you are speaking? It is the spirit of fulfillment. Fulfillment of what? Fulfillment of the simple truth that man has been created for a purpose (.) Our purpose is the upbuilding of peace (.) And that is its spirit, the spirit of Israel (.) the people of Israel was charged to lead the way to righteousness and justice.”

Kurzfassung: In San Isidro, Lima, the only Jewish school in Peru stands on a street widely known as “Los Manzanos” (“The Apple Trees”) but whose name changes to “Maimonides” (the Jewish sage) depending on which sign you look at. As she takes us on a stroll through this six-block street and its different names, Dr. Romina Yalonetzky introduces readers to a physical microcosm of the intersection between Peruvian and Jewish identity, elucidated through the varied voices and experiences of Peruvian Jews. This book presents a unique understanding of Jewish Peruvian-ness and in so doing sheds a novel light on both Jewish and Peruvian identities

Kurzfassung: The untold story of the founding father’s likely Jewish birth and upbringing—and its revolutionary consequences for understanding him and the nation he fought to create In The Jewish World of Alexander Hamilton, Andrew Porwancher debunks a string of myths about the origins of this founding father to arrive at a startling conclusion: Hamilton, in all likelihood, was born and raised Jewish. For more than two centuries, his youth in the Caribbean has remained shrouded in mystery. Hamilton himself wanted it that way, and most biographers have simply assumed he had a Christian boyhood. With a detective’s persistence and a historian’s rigor, Porwancher upends that assumption and revolutionizes our understanding of an American icon. This radical reassessment of Hamilton’s religious upbringing gives us a fresh perspective on both his adult years and the country he helped forge. Although he didn’t identify as a Jew in America, Hamilton cultivated a relationship with the Jewish community that made him unique among the founders. As a lawyer, he advocated for Jewish citizens in court. As a financial visionary, he invigorated sectors of the economy that gave Jews their greatest opportunities. As an alumnus of Columbia, he made his alma mater more welcoming to Jewish people. And his efforts are all the more striking given the pernicious antisemitism of the era. In a new nation torn between democratic promises and discriminatory practices, Hamilton fought for a republic in which Jew and Gentile would stand as equals.By setting Hamilton in the context of his Jewish world for the first time, this fascinating book challenges us to rethink the life and legend of America's most enigmatic founder

Kurzfassung: A revisionist account of interwar Europe’s largest Jewish community that upends histories of Jewish agency to rediscover reckonings with nationalism’s pathologies, diaspora’s fragility, Zionism’s promises, and the necessity of choice. What did the future hold for interwar Europe’s largest Jewish community, the font of global Jewish hopes? When intrepid analysts asked these questions on the cusp of the 1930s, they discovered a Polish Jewry reckoning with “no tomorrow.” Assailed by antisemitism and witnessing liberalism’s collapse, some Polish Jews looked past progressive hopes or religious certainties to investigate what the nation-state was becoming, what powers minority communities really possessed, and where a future might be found—and for whom. The story of modern Jewry is often told as one of creativity and contestation. Kenneth B. Moss traces instead a late Jewish reckoning with diasporic vulnerability, nationalism’s terrible potencies, Zionism’s promises, and the necessity of choice. Moss examines the works of Polish Jewry’s most searching thinkers as they confronted political irrationality, state crisis, and the limits of resistance. He reconstructs the desperate creativity of activists seeking to counter despair where they could not redress its causes. And he recovers a lost grassroots history of critical thought and political searching among ordinary Jews, young and powerless, as they struggled to find a viable future for themselves—in Palestine if not in Poland, individually if not communally. Focusing not on ideals but on a search for realism, Moss recasts the history of modern Jewish political thought. Where much scholarship seeks Jewish agency over a collective future, An Unchosen People recovers a darker tradition characterized by painful tradeoffs amid a harrowing political reality, making Polish Jewry a paradigmatic example of the minority experience endemic to the nation-state

Kurzfassung: "How do we approach the study of masculinity in the past?" Ruth Mazo Karras asks. Medieval documents that have come down to us tell a great deal about the things that men did, but not enough about what they did specifically as men, or what these practices meant to them in terms of masculinity. Yet no less than in our own time, masculinity was a complicated construct in the Middle Ages.In Thou Art the Man, Karras focuses on one figure, King David, who was important in both Christian and Jewish medieval cultures, to show how he epitomized many and sometimes contradictory aspects of masculine identity. For late medieval Christians, he was one of the Nine Worthies, held up as a model of valor and virtue; for medieval Jews, he was the paradigmatic king, not just a remnant of the past, but part of a living heritage. In both traditions he was warrior, lover, and friend, founder of a dynasty and a sacred poet. But how could an exemplar of virtue also be a murderer and adulterer? How could a physical weakling be a great warrior? How could someone whose claim to the throne was not dynastic be a key symbol of the importance of dynasty? And how could someone who dances with slaves be noble?Exploring the different configurations of David in biblical and Talmudic commentaries, in Latin, Hebrew, and vernacular literatures across Europe, in liturgy, and in the visual arts, Thou Art the Man offers a rich case study of how ideas and ideals of masculinity could bend to support a variety of purposes within and across medieval cultures

Kurzfassung: This work offers a fresh reading of Paul’s appropriation of Abraham in Gal 3:6–29 against the background of Jewish data, especially drawn from the writings of Philo of Alexandria. Philo’s negotiation on Abraham as the model proselyte and the founder of the Jewish nation based on his trust in God's promise relative to the Law of Moses provides a Jewish context for a corresponding debate reflected in Galatians, and suggests that there were Jewish antecedents that came close to Paul’s reasoning in his own time. This volume incorporates a number of new arguments in the context of scholarly discussion of both Galatian 3 and some of the Philonic texts, and demonstrates how the works of Philo can be applied responsibly in New Testament scholarship

Kurzfassung: In the sixteenth century, the famous kabbalist Isaac Luria transmitted a secret trove of highly complex mystical practices to a select groups of students. These meditations were designed to capitalize on sleep and death states in order to effectively split one’s soul into multiple parts, and which, when properly performed, permitted the adept to free oneself from the cycle of rebirth. Through an in-depth analysis of these contemplative practices within the broader context of Lurianic literature, Zvi Ish-Shalom guides us on a penetrating scholarly journey into a realm of mystical teachings and practices never before available in English, illuminating a radically monistic vision of reality at the heart of Kabbalistic metaphysics and practice

Kurzfassung: Of about a million Jews that arrived to Israel from the (former) USSR after 1989 some 12% left the country by the end of 2017. It is estimated that about a half of them left "back" for the FSU, and the rest for the USA, Canada and the Western Europe. The book provides a comprehensive analysis of this specific Jewish Israeli Diaspora group through cutting-edge approaches in the social sciences, and examines the settlement patterns of Israeli Russian-speaking emigrants, their identity, social demographic profile, reasons of emigration, their economic achievements, identification, and status vis-à-vis host Jewish and non-Jewish environment, vision of Israel, migration interests and behavior, as well as their social and community networks, elites and institutions. Vladimir Ze’ev Khanin makes a significant contribution to migration theory, academic understanding of transnational Diasporas, and sheds a new light on the identity and structure of contemporary Israeli society. The book is based on the unique statistics from Israeli and other Government sources and sociological information obtained from the author’s first of this kind on-going study of Israeli Russian-speaking emigrant communities in different regions of the world

Kurzfassung: Human leadership is a multifaceted topic in the Hebrew Bible from a synchronic as well as diachronic perspective. A large range of distributions emerges from the successive sharpening or modification of different aspects of leadership. While some of them are combined to a complex figuration of leadership, others remain reserved for certain individuals. Furthermore, it can be considered a consensus within scholarly debate, that concepts of leadership have a certain connection to the history of ancient Israel which is, though, hard to ascertain. Following a previous volume that focused on the Pentateuch and the Former Prophets (BZAW 507), this volume deals with different concepts of leadership in selected Prophetic (Hag/Zech; Jer) and Chronistic literature Ezr/Neh; Chr). They are examined in a literary, (religious-/tradition-) historical and theological perspective. Special emphasis is given to phenomena of transforming authority and leadership claims in exilic/post-exilic times. Hence, the volume contributes to biblical theology and sheds new light on the redaction/reception history of the texts. Not least, it provides valuable insights into the history of religious and/or political “authorities” in Israel and Early Judaism(s)

Kurzfassung: This collection of essays gives an insight into the problems that we encounter when we try to (re)contruct events from Israel's past. On the one hand the Hebrew Bible is a biased source, on the other hand the data provided by archaeology and extra-biblical texts are constrained and sometimes contradictory. Discussing a set of examples the author applies fundamental insight from the philosophy of history to clarify Israel's past

Kurzfassung: Moses Maimonides-a proud heir to the Andalusian tradition of Aristotelian philosophy-crafted a bold and original philosophical interpretation of Torah and Judaism. His son Abraham Maimonides is a fascinating maverick whose Torah commentary mediates between the philosophical interpretations of his father, the contextual approach of Biblical exegetes such as Saadya, and the Sufi-flavored illuminative mysticism of his Egyptian Pietist circle. This pioneering study explores the intersecting approaches of Moses and Abraham Maimonides to the spark of divine illumination and revelation of the divine name Ehyeh asher Ehyeh, "I am that I am / I will be who I will be."

Kurzfassung: The present volume contains thirteen articles based on work presented at the “XX. Century Conference: If This Is A Woman” at Comenius University Bratislava in January 2019. The conference was organized against anti-gender narratives and related attacks on academic freedom and women’s rights currently all too prevalent in East-Central Europe. The papers presented at the conference and in this volume focus, to a significant extent, on this region. They touch upon numerous points concerning gendered experiences of World War II and the Holocaust. By purposely emphasizing the female experience in the title, we encourage to fill the lacunae that still, four decades after the enrichment of Holocaust studies with a gendered lens, exist when it comes to female experiences

Kurzfassung: Another Modernity is a rich study of the life and thought of Elia Benamozegh, a nineteenth-century rabbi and philosopher whose work profoundly influenced Christian-Jewish dialogue in twentieth-century Europe. Benamozegh, a Livornese rabbi of Moroccan descent, was a prolific writer and transnational thinker who corresponded widely with religious and intellectual figures in France, the Maghreb, and the Middle East. This idiosyncratic figure, who argued for the universalism of Judaism and for interreligious engagement, came to influence a spectrum of religious thinkers so varied that it includes proponents of the ecumenical Second Vatican Council, American evangelists, and right-wing Zionists in Israel. What Benamozegh proposed was unprecedented: that the Jewish tradition presented a solution to the religious crisis of modernity. According to Benamozegh, the defining features of Judaism were universalism, a capacity to foster interreligious engagement, and the political power and mythical allure of its theosophical tradition, Kabbalah—all of which made the Jewish tradition uniquely equipped to assuage the post-Enlightenment tensions between religion and reason. In this book, Clémence Boulouque presents a wide-ranging and nuanced investigation of Benamozegh's published and unpublished work and his continuing legacy, considering his impact on Christian-Jewish dialogue as well as on far-right Christians and right-wing religious Zionists

Kurzfassung: A revealing look at Jewish men and women who secretly explore the outside world, in person and online, while remaining in their ultra-Orthodox religious communities What would you do if you questioned your religious faith, but revealing that would cause you to lose your family and the only way of life you had ever known? Hidden Heretics tells the fascinating, often heart-wrenching stories of married ultra-Orthodox Jewish men and women in twenty-first-century New York who lead “double lives” in order to protect those they love. While they no longer believe that God gave the Torah to Jews at Mount Sinai, these hidden heretics continue to live in their families and religious communities, even as they surreptitiously break Jewish commandments and explore forbidden secular worlds in person and online. Drawing on five years of fieldwork with those living double lives and the rabbis, life coaches, and religious therapists who minister to, advise, and sometimes excommunicate them, Ayala Fader investigates religious doubt and social change in the digital age.The internet, which some ultra-Orthodox rabbis call more threatening than the Holocaust, offers new possibilities for the age-old problem of religious uncertainty. Fader shows how digital media has become a lightning rod for contemporary struggles over authority and truth. She reveals the stresses and strains that hidden heretics experience, including the difficulties their choices pose for their wives, husbands, children, and, sometimes, lovers. In following those living double lives, who range from the religiously observant but open-minded on one end to atheists on the other, Fader delves into universal quandaries of faith and skepticism, the ways digital media can change us, and family frictions that arise when a person radically transforms who they are and what they believe. In stories of conflicts between faith and self-fulfillment, Hidden Heretics explores the moral compromises and divided loyalties of individuals facing life-altering crossroads

Kurzfassung: Coherent Judaism begins by excavating the theologies within the Torah and tracing their careers through the Jewish Enlightenment of the 18th century. Any compelling, contemporary Judaism must cohere as much as possible with traditional Judaism. The challenge is that over the past two centuries, our understandings of both the Torah and nature have radically changed. Nevertheless, much Jewish wisdom can be translated into a contemporary idiom that not only coheres with what we know about our world but also enriches our lives as individuals and within our communities.Coherent Judaism explains why pre-modern Judaism opted to privilege consensus around Jewish behavior (halakhah) over belief. The stresses of modernity have conspired to reveal the incoherence of that traditional approach. In our post-Darwinian and post-Holocaust world, theology must be able to withstand the challenges of science and history. Traditional Jewish theologies have the resources to meet those challenges. Coherent Judaism concludes by presenting a philosophy of halakhah that is faithful to the covenantal aspiration to live long on the land that the Lord, our God, has given us

Kurzfassung: In 1230, Jews in the English city of Norwich were accused of having seized and circumcised a five-year-old Christian boy named Edward because they "wanted to make him a Jew." Contemporaneous accounts of the "Norwich circumcision case," as it came to be called, recast this episode as an attempted ritual murder. Contextualizing and analyzing accounts of this event and others, with special attention to the roles of children, Paola Tartakoff sheds new light on medieval Christian views of circumcision. She shows that Christian characterizations of Jews as sinister agents of Christian apostasy belonged to the same constellation of anti-Jewish libels as the notorious charge of ritual murder. Drawing on a wide variety of Jewish and Christian sources, Tartakoff investigates the elusive backstory of the Norwich circumcision case and exposes the thirteenth-century resurgence of Christian concerns about formal Christian conversion to Judaism. In the process, she elucidates little-known cases of movement out of Christianity and into Judaism, as well as Christian anxieties about the instability of religious identity.Conversion, Circumcision, and Ritual Murder in Medieval Europe recovers the complexity of medieval Jewish-Christian conversion and reveals the links between religious conversion and mounting Jewish-Christian tensions. At the same time, Tartakoff does not lose sight of the mystery surrounding the events that spurred the Norwich circumcision case, and she concludes the book by offering a solution of her own. She posits that Christians and Jews understood these events in fundamentally irreconcilable ways, illustrating the chasm that separated Christians and Jews in a world in which some Christians and Jews knew each other intimately

Kurzfassung: A study of the life and work of 'the Maggid"—a major figure in the mystical thought of early HasidismEnshrined in Jewish memory simply as "the Maggid" (preacher), Rabbi Dov Ber Friedman of Mezritsh (1704-1772) played a critical role in the formation of Hasidism, the movement of mystical renewal that became one of the most important and successful forces in modern Jewish life. In Speaking Infinities, Ariel Evan Mayse turns to the homilies of the Maggid to explore the place of words in mystical experience. He argues that the Maggid's theory of language is the key to unpacking his abstract mystical theology as well as his teachings on the devotional life and religious practice.Mayse shows how Dov Ber's vision of language emerges from his encounters with Ba'al Shem Tov (the BeSHT), the founder of Hasidic Judaism, whose teaching put forward a vision of radical divine immanence. Taking the BeSHT's notion of God's immanence as a kind of linguistic vitality echoing in the cosmos, Dov Ber developed a theory of language in which all human tongues, even in their mundane forms, have the potential to become sacred when returned to their divine source.Analyzing homilies and theological meditations on language, Mayse demonstrates that Dov Ber was an innovative thinker and contends that, in many respects, it was Dov Ber, rather than the BeSHT, who was the true founder of Hasidism as it took root, and the foremost shaper of its early theology. Speaking Infinities offers an exploration of this introspective mystic's life, gleaned from scattered anecdotes, legends, and historical sources, distinguishing the historical personage from the figure that emerges from the composite array of textual and oral traditions that have shaped the memory of the Maggid and his legacy

Kurzfassung: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

Kurzfassung: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

Kurzfassung: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

Kurzfassung: This exploration of the Judean priesthood’s role in agricultural cultivation demonstrates that the institutional reach of Second Temple Judaism (516 BCE–70 CE) went far beyond the confines of its houses of worship, while exposing an unfamiliar aspect of sacred place-making in the ancient Jewish experience. Temples of the ancient world regularly held assets in land, often naming a patron deity as landowner and affording the land sanctity protections. Such arrangements can provide essential background to the Hebrew Bible’s assertion that God is the owner of the land of Israel. They can also shed light on references in early Jewish literature to the sacred landholdings of the priesthood or the temple

Kurzfassung: At the end of 1941, six weeks after the mass deportations of Jews from Nazi Germany had begun, Gestapo offices across the Reich received an urgent telex from Adolf Eichmann, decreeing that all war-wounded and decorated Jewish veterans of World War I be exempted from upcoming "evacuations". Why this was so, and how Jewish veterans were able to avoid the fate of ordinary Jews under the Nazis – at least, initially – is the subject of Comrades Betrayed.Michael Geheran deftly illuminates how the same values that compelled Jewish soldiers to demonstrate bravery in the front lines in World War I made it impossible for them to accept passively, let alone comprehend, persecution under Hitler. After all, they upheld the ideal of the German fighting man, embraced the Fatherland, and cherished the bonds that had developed in military service. Through their diaries and private letters, as well as interviews with eyewitnesses and surviving family members, and police, Gestapo, and military records, Michael Geheran presents a major challenge to the prevailing view that Jewish vets were left isolated, neighborless, and had suffered a social death by 1938.Tracing the path from the trenches of the Great War to the extermination camps of the Third Reich, Geheran exposes the painful dichotomy that, while many Jewish former combatants believed that Germany would never betray them, the Holocaust was nonetheless a horrific reality. In chronicling Jewish veterans' appeal to older, traditional notions of comradeship and national belonging, Comrades Betrayed forces reflection on how this group made use of scant opportunities to defy Nazi persecution and, for some, to evade becoming victims of the Final Solution

Kurzfassung: Celebrated sex expert and bestselling author Dr. Ruth Westheimer bridges the gap between sex and religion in this provocative exploration of intimacy in the Jewish faithIn this light-hearted, lively tour of Jewish sexuality, Dr. Ruth K. Westheimer and Jonathan Mark team up to reveal how the Jewish tradition is much more progressive than popular wisdom might lead one to believe.Applying Dr. Ruth's acclaimed brand of couples therapy to such Biblical relationships as Abraham and Sarah, and Joseph and Potiphar's wife, the authors enlist Biblical lore to explore such topics as surrogacy, incest, and arranged marriages. They offer a clearer understanding of the intertwining relationships between sexuality and spirituality through incisive investigations of the Song of Songs, Ruth, Proverbs, Psalms, and some of the bawdier tales of the Prophets. One chapter provides a provocative new perspective on the Sabbath as a weekly revival, highlighting not only its spiritual nature, but also its marital and sexual aspects.Focusing specifically on Orthodox forms of Judaism and offering Dr. Ruth's singular interpretations, the book answers such questions as: What night of the week is best for making love? How often should couples have sex? Can traditional Jewish notions of sex and sexuality be reconciled with contemporary beliefs? What roles can and do dreams and fantasy play?In Heavenly Sex, America's favorite sex therapist takes readers on a frank and fascinating journey to the heart of Jewish sexuality as she fits twenty-first century sexual mores into an ancient-and lusty-spiritual tradition

Kurzfassung: Napoleon's invasion of the Middle East marks the beginning of the modern era in the region. This book traces the developments that led to the making of a new and separate geographical-political entity in the Middle East known as Eretz Israel and the establishment of the State of Israel within its bounds. Thus, its time frame runs from Napoleon's invasion of Eretz Israel / Palestine in 1799 to the establishment of Israel in 1948-1949. Eretz Israel as the formal name of a separate entity in the modern era first appeared in the early translations into Hebrew of the Balfour Declaration, while in the original document the country was referred to as "Palestine." During the period of Ottoman rule the territory that would in time be called Eretz Israel / Palestine was not a separate political unit. Among Jews, use of "Eretz Israel" increased only after the beginning of Zionist aliyot. Had the Zionist movement not arisen, it is doubtful whether the development to which this study is devoted would have occurred. The motivating force behind that process is without doubt the Zionist element. That is why Jews are the major protagonists in this book

Kurzfassung: How a controversial biblical tale of conquest and genocide became a founding story of modern IsraelNo biblical text has been more central to the politics of modern Israel than the book of Joshua. Named after a military leader who became the successor to Moses, it depicts the march of the ancient Israelites into Canaan, describing how they subjugated and massacred the indigenous peoples. The Joshua Generation examines the book's centrality to the Israeli occupation today, revealing why nationalist longing and social reality are tragically out of sync in the Promised Land.Though the book of Joshua was largely ignored and reviled by diaspora Jews, the leaders of modern Israel have invoked it to promote national cohesion. Critics of occupation, meanwhile, have denounced it as a book that celebrates genocide. Rachel Havrelock looks at the composition of Joshua, showing how it reflected the fractious nature of ancient Israelite society and a desire to unify the populace under a strong monarchy. She describes how David Ben-Gurion, Israel's first prime minister, convened a study group at his home in the late 1950s, where generals, politicians, and professors reformulated the story of Israel's founding in the language of Joshua. Havrelock traces how Ben-Gurion used a brutal tale of conquest to unite an immigrant population of Jews of different ethnicities and backgrounds, casting modern Israelis and Palestinians as latter-day Israelites and Canaanites.Providing an alternative reading of Joshua, The Joshua Generation finds evidence of a decentralized society composed of tribes, clans, and woman-run households, one with relevance to today when diverse peoples share the dwindling resources of a scarred land

The author uncovers new evidence of Judeo-Christian cooperation in Castilian monasteries on the Camino. It reveals that a collaborative climate endured in these monasteries as demonstrated by the transmission of cuaderna vía poetry from Christians to Jews. The research focuses on poems written by Jews in Castilian (Spanish) during the thirteenth and fourteenth centuries that illustrate a progressive mastery of cuaderna vía poetry, which is the product of interaction in monastic schools between Jews and Christian clerics who created and cultivated this Castilian poetic form

Kurzfassung: An integrative approach to Jewish and Muslim philosophy in al-AndalusAl-Andalus, the Iberian territory ruled by Islam from the eighth to the fifteenth centuries, was home to a flourishing philosophical culture among Muslims and the Jews who lived in their midst. Andalusians spoke proudly of the region's excellence, and indeed it engendered celebrated thinkers such as Maimonides and Averroes. Sarah Stroumsa offers an integrative new approach to Jewish and Muslim philosophy in al-Andalus, where the cultural commonality of the Islamicate world allowed scholars from diverse religious backgrounds to engage in the same philosophical pursuits.Stroumsa traces the development of philosophy in Muslim Iberia from its introduction to the region to the diverse forms it took over time, from Aristotelianism and Neoplatonism to rational theology and mystical philosophy. She sheds light on the way the politics of the day, including the struggles with the Christians to the north of the peninsula and the Fāṭimids in North Africa, influenced philosophy in al-Andalus yet affected its development among the two religious communities in different ways. While acknowledging the dissimilar social status of Muslims and members of the religious minorities, Andalus and Sefarad highlights the common ground that united philosophers, providing new perspective on the development of philosophy in Islamic Spain

Kurzfassung: This book sheds new light on the history of the sanctity of Jerusalem in Islam. It is noticed already in the Quran which describes Muhammad's vision of a nocturnal journey from the "sacred mosque" (al-masjid al-ḥarām) in Mecca to the "far-off mosque" (al-masjid al-aqṣā) namely, the Temple Mount in Jerusalem. In his night journey to the site of the demolished Temple, Muhammad signaled to his contemporary Jews the course of salvation in which already Moses had led the Children of Israel to their promised land. On the other hand, the Quran praises also the Abrahamic sanctity of Mecca, especially in sūras which reflect the polemical rift with the Jews who eventually refused to recognize Muhammad as their messianic savior. After the death of Muhammad, when the first Muslims came from Arabia to Palestine, their awareness of the Quranic sanctity of al-Masjid al-Aqṣā resurfaced. This book elucidates major aspects of the renewed and growing sanctity of Jerusalem and al-Sham at large, as reflected in the available Islamic traditions. These traditions show also how patterns of the sanctity of Jerusalem were eventually adapted to Mecca in reaction to the growing prestige of Jerusalem, especially during the Umayyad period

Kurzfassung: Abū Ḥāmid al-Ghazālī's Mishkat al-Anwar (The Niche of Lights) is justly included in the Hall of Fame of world mysticism as an immortal masterpiece for generations to come. Its subject matter is an arcane mystical interpretation of the Light Verse, sura An-Nur (Qur'an, verse 35), whose text has become a central symbol for the mainstream of Sufi mysticism. The book centres on the light and the mystery of light within a Sufi's world. Its central importance caused The Niche of Lights to be translated to Hebrew twice in the Middle Ages, and for many generations it provided a source of inspiration in the realm of Judaism for philosophers and Kabbalists alike. This essay has now been re-translated to contemporary Hebrew. This classic inspirational text, a guide for the perplexed of the internal journey to the mystery of Divine Light, is an important, central chapter in the history of human spirituality; and occupies centre stage in the endeavour to establish prophesy, divine inspiration and a new Israeli spirituality

Kurzfassung: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

Kurzfassung: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

Kurzfassung: For five decades Golda Meir was at the center of the political arena in Israel and left her mark on the development of the Yishuv and the state. She was a unique woman, great leader, with a magnetic personality, a highly complex individual. She held some of the most important positions that her party and the State could bestow. She fulfilled most of them with talent and dignity. She failed in the top job – that of Prime Minister. This biography traces her origins, her American roots, her immediate family, her failed marriage, her rise in the party, the trade union movement, her massive and enduring achievements as Secretary of Labor and Housing, her ten year stint as foreign minister and finally the reasons that led to her failure as prime minister. She was a very good tactician, far less a strategist. She was a major builder of modern Israel whose influence on that country, on Israel-American relations and on Jewish history was evident primarily from 1969 to 1974. The author who served as spokesman for Golda Meir in 1973-1974 weaves a gripping story of one of the builders and leaders of the State of Israel

Kurzfassung: This report examines spatial planning and policies in Israel. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

Kurzfassung: Israel Celebrates is about the intersection where Israeli inventiveness and Jewish tradition meet: the holidays. It employs the anthropological history of four Jewish holidays as celebrated in Israel in order to track the naturalization of Jewish rituals, myths, and symbols in Israeli culture throughout “the long twentieth century” of Zionism and on to the present, and to demonstrate how a new strand of Judaism developed in Israel from the grassroots. But could this grassroots Israeli culture develop into a shared symbolic space for both Jews and Arabs? By probing the political implications of the minutiae of life, the book argues that this popular culture might come to define Jewish identity in Israel of the 21st century

Kurzfassung: Israel is a young country with still dynamic population growth, but it is already beginning to face the consequences of population ageing. The pension system relies largely on mandatory private retirement saving, which will moderate the long-term fiscal impact. Yet, there are questions about the fairness of the pension system, given the regressive nature of some of its tax provisions, its ability to effectively protect the most vulnerable elderly, whose poverty rate is high, as is the case for the rest of the population, and its efficiency in securing and valuing these retirement savings to guarantee pension adequacy. This review examines ways forward for policy to address these issues by reinforcing the protective role of basic pensions, by encouraging people to work longer and by improving the fairness and effectiveness of the system’s second pillar. This Working Paper relates to the 2016 OECD Economic Review of Israel (www.oecd.org/eco/surveys/economic-survey-israel.htm).

Kurzfassung: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

Kurzfassung: Measuring and Assessing Well-being in Israel provides a description of the level, distribution, and sustainability of well-being in Israel. Drawing on the methodology developed in the bi-annual report on well-being in OECD countries – How's Life? – this report extends the methodology to provide in an-depth examination of well-being in a single OECD country. The report examines well-being in Israel in the context of the Israeli government's recent initiative to develop indicators of well-being, resilience, and sustainability, and provides a complementary account of well-being in Israel with a stronger focus on international comparisons. Going beyond a simple statistical description of the level and distribution of well-being in Israel, the report also uses Israel as a case study of how well-being measures can be used to identify areas of high policy relevance. In particular, the report analyses the preferences of Israeli citizens across the different dimensions of the OECD well-being framework. Finally, the report reviews the Israeli statistical system from the perspective of measuring well-being, and notes the key areas where further statistical development is desirable. Measuring and Assessing Well-being in Israel is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index, an interactive website that aims to involve citizens in the debate about what a better life means to them.

Kurzfassung: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then. However, further increases in foreign trade exposure by lowering non-tariff barriers, making regulation more competition-friendly in network industries, especially electricity, and reducing the oligopolistic structure of the food and banking sectors would still have considerable economic payoffs. This Working Paper relates to the 2016 OECD Economic Review of Israel www.oecd.org/eco/surveys/economic-survey-israel.htm

Kurzfassung: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

It builds on sub-national data analysis and consultations with local stakeholders in Haifa and Yizreel. It provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs. The report can help national and local policy makers in Israel build effective and sustainable partnerships at the local level, which join-up efforts and achieve stronger outcomes across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.

Kurzfassung: The attitude of Jews living in the medieval Christian world to Jews who converted to Christianity or to Christians seeking to join the Jewish faith reflects the central traits that make up Jewish self-identification. The Jews saw themselves as a unique group chosen by God, who expected them to play a specific and unique role in the world. This study researches fully for the first time the various aspects of the way European Jews regarded members of their own fold in the context of lapses into another religion. It attempts to understand whether they regarded the issue of conversion with self-confidence or with suspicion, and whether their attitude was based on a clear theological position, or on issues of socialisation. The book will primarily interest students and lecturers of Jewish/Christian relations, the Middle Ages, Jews in the Medieval period, and inter-religious research.

The theoretical approach of the book combines eventful sociology, path dependency, and institutional political economy. Kurzfassung: In his literary texts, which remained mostly unpublished, Gustav Landauer (1870-1919) anticipated the linguistically skeptical ideas of his time. In new intertextual, intermedial and muted writing styles, he confronts the inadequacy of language in a creative manner. Through his entanglements with works of German literature and music, the Jewish author Landauer wrote himself into German culture. The presentation and analysis of all literary texts provides an important contribution to both research on Landauer and the study of cultural and social functions of intermediality and intertextuality.
Kurzfassung: In seinen größtenteils unveröffentlichten literarischen Texten nimmt Gustav Landauer (1870?1919) sprachskeptische Gedanken seiner Zeit voraus.

Kurzfassung: Main description: Israel has changed. The country was born in Europe’s shadow, haunted by the Holocaust and inspired by the Enlightenment. But for Israelis today, Europe is hardly relevant, and the country’s ties to the broader West, even to America, are fraying. Where is Israel heading? How do citizens of an increasingly diverse nation see themselves globally and historically? In this revealing portrait of the new Israel, Diana Pinto presents a country simultaneously moving forward and backward, looking outward and turning in on itself. In business, Israel is forging new links with the giants of Asia, and its booming science and technology sectors are helping define the future for the entire world. But in politics and religion, Israelis are increasingly self-absorbed, building literal and metaphorical walls against hostile neighbors and turning to ancient religious precepts for guidance here and now. Pinto captures the new moods and mindsets, the anxieties and hopes of Israelis today in sharply drawn sketches of symbolically charged settings. She takes us on the roads to Jerusalem, to border control at Ben Gurion Airport, to a major Israeli conference in Jerusalem, to a hill overlooking the Dome of the Rock and Temple Mount, to the heart of Israel’s high-tech economy, and to sparkling new malls and restaurants where people of different identities share nothing more than a desire to ignore one another. Vivid and passionate but underpinned by deep analysis, this is a profound and sometimes unsettling account of a country that is no longer where we might think.

Kurzfassung: After all that has happened, German Studies in Israel is not at all self-evident, but represents a challenge in several respects. Who is challenged and what does the challenge consist of? In Israel the German language as medium and subject of German Studies was long considered taboo. A primary aim of German Studies is to prevent the cultural heritage of German Jewry from falling into oblivion in Israel, but rather to preserve it and - wherever possible - to enable it to thrive again. How can German Studies assert itself in the face of the worldwide streamlining of the university system in this field, which is also taking place in Israel? Who benefits from having German Studies in Israel? Finally, what scientific, political and cultural purposes can, should and does it want to serve?Hanni Mittelmann,Hebrew University, Jerusalem, Israel; Christian Kohlroß,Universität Mannheim.

The report describes the policy foundations, substantive competition law and enforcement experience, institutional structure as well as treatment of competition issues in regulatory and legislative processes. The review then examines these findings under three assessment themes: the current situation of competition policy and enforcement; the magnitude and direction of change in competition policy over the last 5-10 years; the extent of conformity with the particular OECD competition recommendations.

Kurzfassung: Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures. A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.

Kurzfassung: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today.  Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out.   Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.
