The policy of the Moscow city and regional authorities toward the Jews was determined by their eagerness to preserve the purely Russian ethnic character of "Russia's second capital city". Acting against the Jews, the Moscow administration tried to present itself as an exponent of popular sentiments. Examines the attitudes of various groups in Moscow toward the Jews and the official politics that concerned them. The Right demanded more radical measures against the Jews, while the liberal bourgeoisie and intelligentsia deplored the antisemitic policy. The common people were greatly influenced by the "patriotic" Right. At the same time, the ideas for "solving the Jewish question" were different, even amongst the Right - from the gradual assimilation of all Jews to their elimination from Russia. The war that began in 1914 brought on an upsurge of patriotism and an influx of Jewish refugees into Moscow, which intensified antisemitic sentiments in Moscow.
