Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Kurzfassung: "More than Parcels: Wartime Aid for Jews in Nazi-Era Camps and Ghettos edited by Jan Lánícek and Jan Lambertz explores the horrors of the Holocaust by focusing on the systematic starvation of Jewish civilians confined to Nazi ghettos and camps. The modest relief parcel, often weighing no more than a few pounds and containing food, medicine, and clothing, could extend the lives and health of prisoners. For Jews in occupied Europe, receiving packages simultaneously provided critical emotional sustenance in the face of despair and grief. Placing these parcels front and center in a history of World War II challenges several myths about Nazi rule and Allied responses. First, the traffic in relief parcels and remittances shows that the walls of Nazi detention sites and the wartime borders separating Axis Europe from the outside world were not hermetically sealed, even for Jewish prisoners. Aid shipments were often damaged or stolen, but they continued to be sent throughout the war. Second, the flow of relief parcels-and prisoner requests for them-contributed to information about the lethal nature of Nazi detention sites. Aid requests and parcel receipts became one means of transmitting news about the location, living conditions, and fate of Jewish prisoners to families, humanitarians, and Jewish advocacy groups scattered across the globe. Third, the contributors to More than Parcels reveal that tens of thousands of individuals, along with religious communities and philanthropies, mobilized parcel relief for Jews trapped in Europe. Recent histories of wartime rescue have focused on a handful of courageous activists who hid or led Jews to safety under perilous conditions. Was bewegte die Münchner Juden dazu, den Schritt in die Emigration zu wagen? Unter der offensichtlichen Antwort der Erfahrung nationalsozialistischer Verfolgung verborgen lag ein vielschichtiges Netz aus Beweggründen.     Kurzfassung: Am 17. Februar 2019 wäre Walter Grab 100 Jahre alt geworden. Sein persönlicher Werdegang spiegelt die Herausforderungen und politischen Verwerfungen des 20. Jahrhunderts wider. Als Historiker hat er wichtige Beiträge zur Demokratiegeschichte und ihrer Verbindung zur Emanzipation der Juden geleistet. Insbesondere die Französische Revolution und ihre Wirkungsgeschichte haben ihn lebenslang beschäftigt. Dabei stand auch die Frage im Mittelpunkt, weshalb die Ideen der Revolution in Deutschland nicht den gleichen Erfolg hatten wie etwa in Frankreich oder England. Diese Forschungen verknüpfte er mit einem anderen großen Thema, zu dem er ebenfalls bedeutende Beiträge geleistet hat: Dem Verhältnis zwischen der Demokratiebewegung und der Emanzipation der Juden in Europa. Im Rahmen eines interdisziplinären Kolloquiums am Europa Kolleg und dem Institut für die Geschichte der deutschen Juden in Hamburg wurden seine Arbeiten gewürdigt und mit der Frage nach der Zukunft der Demokratie in Europa verknüpft werden. Der Band stellt die Ergebnisse einer breiteren Öffentlichkeit vor. Mit einem Grußwort des Kultursenators Dr. Carsten Brosda.     Kurzfassung: On February 17, 2019, Walter Grab would have turned 100. His personal career reflects the challenges and political upheavals of the 20th century. As a historian, he made important contributions to the history of democracy and its connection to the emancipation of the Jews. In particular, the French Revolution and its history of impact have occupied him throughout his life. He also focused on the question of why the ideas of the Revolution did not have the same success in Germany as they did, for example, in France or England. He linked this research to another major topic to which he also made significant contributions: The relationship between the democracy movement and the emancipation of Jews in Europe. In the context of an interdisciplinary colloquium at the Europa Kolleg Hamburg and the Institute for the History of German Jews in Hamburg, his work was honored and linked to the question of the future of democracy in Europe. This volume presents the results to a broader public. With a greeting by the Senator for Culture Dr. Carsten Brosda.     Kurzfassung: Jews and Armenians are often perceived as peoples with similar tragic historical experiences. Not only were both groups forced into statelessness and a life outside their homelands for centuries, in the 20th century, in the shadow of war, they were threatened with collective annihilation. Thus far, academic approaches to these two "classical" diasporas have been quite different. Moreover, Armenian and Jewish questions posed during the 19th and 20th centuries have usually been treated separately. The conference “We Will Live After Babylon” that took place in Hanover in February 2019, addressed this gap in research and was one of the first initiatives to deal directly with Jewish and Armenian historical experiences, between expulsion, exile and annihilation, in a comparative framework.     Kurzfassung: "Jewish Imaginaries of the Spanish Civil War provides unprecedented engagement with the Spanish Civil War as a point of departure and of compounding return for various writers and artists producing Jewish imaginaries who volunteered to fight fascism in the Iberian Peninsula in the late 1930s or responded from abroad, as well as their successors. These essays demonstrate the importance that this event - the preamble to the Second World War and the Shoah - has had for the Jewish people and Jewish cultural production through the 20th century and into the 21st. Jewish literature journalism, letters, and music from the war have much to tell about the encounter between old traditions and new experimentations, framed by urgency, migration, and messianic hope. Many were writing against the grain of canonic literature, where subtle forms of dissidence, manifested through language, structure, sound, and thought, sought to align with the anti-fascist fight. Most contributions in this volume discuss subaltern voices from across the globe - including from Germany, Argentina, Canada, Mexico, France, and Spain - which were left under the shadow of the continuously growing corpus of world literature of the Spanish Civil War.     Kurzfassung: "According to Raúl González Salinero, the plurality of religious expressions within Judaism prior to the predominance of the rabbinical current disproves the assumption according to which some Jewish customs and precepts (especially the Sabbath) prevented Jews from joining the Roman army without renouncing their ancestral culture. The military exemption occasionally granted to the Jews by the Roman authorities was compatible with their voluntary enlistment (as it was in the Hellenistic armies) in order to obtain Roman citizenship. As the sources attest, Judaism did not pose any insurmountable obstacle to integration of the Jews into the Roman world. They achieved a noteworthy presence in the Roman army by the fourth century CE, at which time the Church's influence over imperial power led to their exclusion from the militia armata"--

    Kurzfassung: Arguments over the relationship between Canaanite and Israelite religion often derive from fundamental differences in presupposition, methodology and definition, yet debate typically focuses in on details and encourages polarization between opposing views, inhibiting progress. This volume seeks to initiate a cultural change in scholarly practice by setting up dialogues between pairs of experts in the field who hold contrasting views. Each pair discusses a clearly defined issue through the lens of a particular biblical passage, responding to each other’s arguments and offering their reflections on the process. Topics range from the apparent application of ‘chaos’ and ‘divine warrior’ symbolism to Yahweh in Habakkuk 3, the evidence for ‘monotheism’ in pre-Exilic Judah in 2 Kings 22–23, and the possible presence of ‘chaos’ or creatio ex nihilo in Genesis 1 and Psalm 74. This approach encourages the recognition of points of agreement as well as differences and exposes some of the underlying issues that inhibit consensus. In doing so, it consolidates much that has been achieved in the past, offers fresh ideas and perspective and, through intense debate, subjects new ideas to thorough critique and suggests avenues for further research

    Kurzfassung: The Salvation of Israel investigates Christianity's eschatological Jew, the role and characteristics of the Jews at the end of days in the Christian imagination. It explores the depth of Christian ambivalence regarding these Jews, from Paul's Epistle to the Romans, through late antiquity and the Middle Ages, to the Puritans of the seventeenth century. Jeremy Cohen contends that few aspects of a religion shed as much light on the character and the self-understanding of its adherents as its expectations for the end of time. Moreover, eschatological beliefs express and mold an outlook toward non-believers, situating them in an overall scheme of human history and conditioning interaction with them as that history unfolds.Cohen's close readings of biblical commentary, theological texts, and Christian iconography reveal the dual role of the Jews of the last days. For rejecting belief and salvation in Jesus Christ, they have been linked to the false messiah, the Antichrist, the agent of Satan and the exemplary embodiment of evil.     Kurzfassung: Recent research has considered how changing imperial contexts influence conceptions of Jewishness among ruling elites (esp. Eckhardt, Ethnos und Herrschaft, 2013). This study integrates other, often marginal, conceptions with elite perspectives. It uses the ethnic boundary making model, an empirically based sociological model, to link macro-level characteristics of the social field with individual agency in ethnic construction. It uses a wide range of written sources as evidence for constructions of Jewishness and relates these to a local-specific understanding of demographic and institutional characteristics, informed by material culture. The result is a diachronic study of how institutional changes under Seleucid, Hasmonean, and Early Roman rule influenced the ways that members of the ruling elite, retainer class, and marginalized groups presented their preferred visions of Jewishness. These sometimes-competing visions advance different strategies to maintain, rework, or blur the boundaries between Jews and others. The study provides the next step toward a thick description of Jewishness in antiquity by introducing needed systematization for relating written sources from different social strata with their contexts

    Kurzfassung: Human leadership is a multifaceted topic in the Hebrew Bible from a synchronic as well as diachronic perspective. A large range of distributions emerges from the successive sharpening or modification of different aspects of leadership. While some of them are combined to a complex figuration of leadership, others remain reserved for certain individuals. Furthermore, it can be considered a consensus within scholarly debate, that concepts of leadership have a certain connection to the history of ancient Israel which is, though, hard to ascertain. Following a previous volume that focused on the Pentateuch and the Former Prophets (BZAW 507), this volume deals with different concepts of leadership in selected Prophetic (Hag/Zech; Jer) and Chronistic literature Ezr/Neh; Chr). They are examined in a literary, (religious-/tradition-) historical and theological perspective. Special emphasis is given to phenomena of transforming authority and leadership claims in exilic/post-exilic times. Hence, the volume contributes to biblical theology and sheds new light on the redaction/reception history of the texts. Not least, it provides valuable insights into the history of religious and/or political “authorities” in Israel and Early Judaism(s)

    Kurzfassung: This collection of essays gives an insight into the problems that we encounter when we try to (re)contruct events from Israel's past. On the one hand the Hebrew Bible is a biased source, on the other hand the data provided by archaeology and extra-biblical texts are constrained and sometimes contradictory.     Kurzfassung: Strangers in Yemen is a study of travel to Yemen in the nineteenth century by Jews, Christians and Muslims. The travelers include a missionary, artist, scientist, rabbi, merchant, adventurer and soldier. The focus is on the encounter between people of different cultures, and the chapters analyze the travelers’ accounts to elucidate how strangers and locals perceived each other, and how the experiences shaped their perceptions of themselves. Cultural encounter is among the most important challenges of our time, a time of global migration and instant communication. Today, as in the past, history provides a valuable tool for illuminating the human experience, and this scholarly work stimulates us to contemplate the challenge of cultural encounter, for it affects us all

    Kurzfassung: Why did dance and dancing became important to the construction of a new, modern, Jewish/Israeli cultural identity in the newly formed nation of Israel? There were questions that covered almost all spheres of daily life, including “What do we dance?” because Hebrew or Eretz-Israeli dance had to be created out of none. How and why did dance develop in such a way? Dance Spreads Its Wings is the first and only book that looks at the whole picture of concert dance in Israel studying the growth of Israeli concert dance for 90 years—starting from 1920, when there was no concert dance to speak of during the Yishuv (pre-Israel Jewish settlements) period, until 2010, when concert dance in Israel had grown to become one of the country’s most prominent, original, artistic fields and globally recognized. What drives the book is the impulse to create and the need to dance in the midst of constant political change. It is the story of artists trying to be true to their art while also responding to the political, social, religious, and ethnic complexities of a Jewish state in the Middle East

    Kurzfassung: Of about a million Jews that arrived to Israel from the (former) USSR after 1989 some 12% left the country by the end of 2017. It is estimated that about a half of them left "back" for the FSU, and the rest for the USA, Canada and the Western Europe. The book provides a comprehensive analysis of this specific Jewish Israeli Diaspora group through cutting-edge approaches in the social sciences, and examines the settlement patterns of Israeli Russian-speaking emigrants, their identity, social demographic profile, reasons of emigration, their economic achievements, identification, and status vis-à-vis host Jewish and non-Jewish environment, vision of Israel, migration interests and behavior, as well as their social and community networks, elites and institutions. Vladimir Ze’ev Khanin makes a significant contribution to migration theory, academic understanding of transnational Diasporas, and sheds a new light on the identity and structure of contemporary Israeli society. The book is based on the unique statistics from Israeli and other Government sources and sociological information obtained from the author’s first of this kind on-going study of Israeli Russian-speaking emigrant communities in different regions of the world

    Kurzfassung: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Kurzfassung: With exacting scholarship and fecund analysis, Manuel Oliveira probes through the lens of Martin Buber (1878-1965) the theological and political ambiguities of Israel’s divine election. These ambiguities became especially pronounced with the emergence of Zionism. Wary, indeed, alarmed by the tendency of some of his fellow Zionists to conflate divine chosenness with nationalism, Buber sought to secure the theological significance of election by both steering Zionism from hypertrophic nationalism and by a sustained program to revalorize what he called alternately “Hebrew Humanism.” As Oliveira demonstrates, Buber viewed the idea of election teleologically, espousing a universal mission of Israel, which effectively calls upon Zionism to align its political and cultural project to universal objectives. Thus, in addressing a Zionist congress, he rhetorically asked, “What then is this spirit of Israel of which you are speaking? It is the spirit of fulfillment. Fulfillment of what? Fulfillment of the simple truth that man has been created for a purpose (.) Our purpose is the upbuilding of peace (.) And that is its spirit, the spirit of Israel (.) the people of Israel was charged to lead the way to righteousness and justice.”

    Kurzfassung: The Yiddish Theater Stage as a Temporary Home takes us through the fascinating life and career of the most important comic duo in Yiddish Theater, Shimen Dzigan and Isroel Shumacher. Spanning over the course of half a century – from the beginning of their work at the Ararat avant-garde Yiddish theater in Łodz, Poland to their Warsaw theatre – they produced bold, groundbreaking political satire. The book further discusses their wanderings through the Soviet Union during the Second World War and their attempt to revive Jewish culture in Poland after the Holocaust. It finally describes their time in Israel, first as guest performers and later as permanent residents. Despite the restrictions on Yiddish actors in Israel, the duo insisted on performing in their language and succeeded in translating the new Israeli reality into unique and timely satire. In the 1950s, they voiced a unique – among the Hebrew stages – political and cultural critique. Dzigan continued to perform on his own and with other Israeli artists until his death in 1980

    Kurzfassung: Stairway to Paradise reveals how American Jewish entrepreneurs, musicians, and performers influenced American popular music from the late nineteenth century till the mid-1960s. From blackface minstrelsy, ragtime, blues, jazz, and Broadway musicals, ending with folk and rock 'n' roll. The book follows the writers and artists' real and imaginative relationship with African-American culture's charisma. Stairway to Paradise discusses the artistic and occasionally ideological dialogue that these artists, writers, and entrepreneurs had with African-American artists and culture. Tracing Jewish immigration to the United States and the entry of Jews into the entertainment and cultural industry, the book allocates extensive space to the charged connection between music and politics as reflected in the Jewish-Black Alliance - both in the struggle for social justice and in the music field. It reveals Jewish success in the music industry and the unique and sometimes problematic relationships that characterized this process, as their dominance in this field became a source of blame for exploiting African-American artistic and human capital. Alongside this, the book shows how black-Jewish cooperation, and its fragile alliance, played a role in the hegemonic conflicts involving American culture during the 20th century. Unintentionally, it influenced the process of decline of the influence of the WASP elite during the 1960s. Stairway to Paradise fuses American history and musicology with cultural studies theories. This inter-disciplinary approach regarding race, class, and ethnicity offers an alternative view of more traditional notions regarding understanding American music's evolution

    Kurzfassung: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Kurzfassung: With A Glimpse into Medical Practice among Jews around 1500: Latin-German Pharmaceutical Glossaries in Hebrew Characters extant in Ms Leiden, Universiteitsbibliotheek, Cod. Or. 4732/1 (SCAL 15), fols. 1a-17b , Gerrit Bos and Klaus-Dietrich Fischer present an edition of two unique medieval lists of medico-botanical terms in Latin and German, written in Hebrew characters. Jewish physicians probably used these kinds of lists for the acquisition of pharmaceuticals they needed for the preparation of medicines. The edition with a total of 568 entries features transcriptions from the Hebrew, tables and indexes of the analysed terms in a regularized form, and a facsimile of the Leiden manuscript. Many of the German plant names featuing in the edition are not listed in the otherwise monumental reference work Wörterbuch der deutschen Pflanzennamen ( Dictionary of German Plant Names ) by the German botanist Heinrich Marzell. This testifies to the value of these glossaries for further research. It is also useful to see which Latin forms were in current use at the time of creation of the edition

    Kurzfassung: "Yehuda Halper examines Jewish depictions of Socrates and Socratic questioning of the divine among European and North African Jews of the 12th-15th centuries. Without direct access to Plato, their understanding of Socrates is indirect, based on legendary material, on fragmentary quotations from Plato, or on Aristotle. Out of these sources, Jewish authors of this period formed two distinct views of Socrates: one as a wise, ascetic, monotheist, and the other as a vocal skeptic. The latter view has its roots in Plato's Apology where Socrates describes his divine mandate to question all knowledge, including knowledge of the divine. After exploring how this and similar questions arise in the works of Judah Halevi and the Hebrew Averroes, Halper traces how such open-questioning of the divine arises in the works of Maimonides, Jacob Anatoli, Gersonides, and Abraham Bibago"--

    Kurzfassung: In eleven contributions, Visual Antisemitism in Central Europe, Imagery of Hatred deals with visual manifestations of antisemitism in Central Europe from the Middle Ages to the present day. The publication, which presents heretofore largely unknown materials, seeks responses from diverse perspectives to the question of the role of visuality in the development of antisemitic moods and political agendas that encouraged hatred towards Jews. The scope of visual anti-Judaism and antisemitism always was and still is very wide: from stereotypical depictions that can conceal an underlying message through humorous content, to clearly formulated assaults that aim to escalate animosity towards an imaginary collective enemy. The goal in both these cases is the exclusion of Jews from the majority society imagined as a monolithic whole, and the reification of a dividing line between "us" and "them". With its wide thematic and methodological range, this book offers a comprehensive image of the phenomenon of visual anti-Judaism and antisemitism and provides rich comparative material for the entire Central European region

    Kurzfassung: Ausgehend vom Gedenken an die Pogromnacht von 1938 untersucht der Band die Bedeutungswandlungen der Erinnerung an die Shoa und an die Geschichte jüdischen Lebens in Deutschland sowie die aktuellen Entwicklungen der erinnerungspolitischen Debatte, der Erinnerungsforschung und der Gedenkkultur. Im Mittelpunkt steht dabei die Frage nach den zukünftigen Formen und Inhalten des Erinnerns und seiner institutionellen Manifestationen in politischen Diskursen, in der Wissenschaft und in den Gedenkorten. Wie kann die Erinnerung an die jüdische Geschichte in Deutschland und Europa, an die Diskriminierung und Verfolgung der jüdischen Minderheit und an den Völkermord auch mehr als 80 Jahre nach der Pogromnacht aufrecht erhalten werden und wirksam bleiben?

    Kurzfassung: The German language holds an ambivalent and controversial place in the modern history of European Jews, representing different-often conflicting-historical currents. It was the language of the German classics, of German Jewish writers and scientists, of Central European Jewish culture, and of Herzl and the Zionist movement. But it was also the language of Hitler, Goebbels, and the German guards in Nazi concentration camps. The crucial role of German in the formation of Jewish national culture and politics in the late nineteenth century has been largely overshadowed by the catastrophic events that befell Jews under Nazi rule. German as a Jewish Problem tells the Jewish history of the German language, focusing on Jewish national movements in Central and Eastern Europe and Palestine/Israel. Marc Volovici considers key writers and activists whose work reflected the multilingual nature of the Jewish national sphere and the centrality of the German language within it, and argues that it is impossible to understand the histories of modern Hebrew and Yiddish without situating them in relation to German. This book offers a new understanding of the language problem in modern Jewish history, turning to German to illuminate the questions and dilemmas that largely defined the experience of European Jews in the age of nationalism

    Kurzfassung: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Kurzfassung: These essays, written in the course of half a century of research and thought on German and Jewish history, deal with the uniqueness of a phenomenon in its historical and philosophical context. Applying the "classical" empirical tools to this unprecedented historical chapter, Kulka strives to incorporate it into the continuum of Jewish and universal history. At the same time he endeavors to fathom the meaning of the ideologically motivated mass murder and incalculable suffering.     Kurzfassung: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Kurzfassung: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Kurzfassung: This book aims to create an integral picture of the social, economic and cultural history of the Jews in Lithuania during the course of more than six hundred years – from the Middle Ages to the 1990s. It is a translation of the study “Lietuvos žydai. Istorinė studija” (Engl. “Lithuanian Jews. Historical study”), published in Lithuanian in 2012. The Book was written by an interna-tional group of scholars from Lithuania, Israel, the United States of America and Germany.     Kurzfassung: "This book analyzes Jewish society in Roman Palestine in the time of the Mishnah (70-250 CE) in a systematic way, carefully delineating the various economic groups living therein, from the destitute, to the poor, to the middling, to the rich, and to the superrich. It gleans the various socioeconomic strata from the terminology employed by contemporary literary sources via contextual, philological, and historical-critical analysis. It also takes a multidisciplinary approach to analyze and interpret relevant archeological and inscriptional evidence as well as numerous legal sources. The research presented herein shows that various expressions in the sources have latent meanings that indicate socioeconomic status. "Rich," for example, does not necessarily refer to the elite, and "poor" does not necessarily refer to the destitute. Jewish society consisted of groups on a continuum from extremely poor to extremely rich, and the various middling groups played a more important role in the economy than has hitherto been thought"

    Kurzfassung: In Fragile Images: Jews and Art in Yugoslavia, 1918-1945, Mirjam Rajner traces the lives and creativity of seven artists of Jewish origin. The artists - Moša Pijade, Daniel Kabiljo, Adolf Weiller, Bora Baruh, Daniel Ozmo, Ivan Rein and Johanna Lutzer - were characterized by multiple and changeable identities: nationalist and universalist, Zionist and Sephardic, communist and cosmopolitan. These fluctuating identities found expression in their art, as did their wartime fate as refugees, camp inmates, partisans and survivors. A wealth of newly-discovered images, diaries and letters highlight this little-known aspect of Jewish life and art in Yugoslavia, illuminating a turbulent era that included integration into a newly-founded country, the catastrophe of the Holocaust, and renewal in its aftermath
