Abstract:
A study based on documents from Japanese archives. Discusses Japanese policies toward Jews, and especially Jewish refugees, in the 1930s-40s in regard to granting refuge in Manchuria, Harbin, and Shanghai. One factor was the desire not to upset Japan's ally, Germany. It was proposed to use the Jews, who were stereotyped as having great influence in the USA: the Jews already harboring under Japanese rule could serve as hostages to influence wealthy Jews, like Sassoon, to aid Japan economically. The Japanese government eventually settled on a policy of granting hardly any visas, even transit visas, largely preventing the entry of Jews between 1938-41. Chiune Sugihara, in Kaunas, defied the Foreign Ministry in granting transit visas to ca. 5,000 Jews. Concludes that the Japanese government abetted the Nazis in exterminating the Jews. After December 1941, Jews who were living in Shanghai were ghettoized and many died.
