    Abstract: This volume focuses on the major issues and debates in the study of Jews and Judaism in late antiquity (3rd to 7th c. C.E.), providing cutting-edge surveys of the state of scholarship, main topics and research questions, methodological approaches, and avenues for future research. Based on both Jewish and non-Jewish, literary and material sources, this volume takes an interdisciplinary approach involving historians of ancient Judaism, scholars of rabbinic literature, archaeologists, epigraphers, art historians, and Byzantinists. Developments within Jewish society and culture are viewed within the respective regional, political, cultural, and socio-economic contexts in which they took place. Special focus is given to the impact of the Christianization of the Roman Empire on Jews, from administrative, legal, social, and cultural points of view. The contributors examine how the confrontation with Christianity changed Jewish practices, perceptions and organizational structures, such as, for example, the emergence of local Jewish communities around synagogues as central religious spaces.     Abstract: Im Leben Jakob Wassermanns (1873–1934) ist der 1908 erschienene Roman ›Caspar Hauser oder Die Trägheit des Herzens‹ ein Schlüsselwerk. Mit keinem anderen Stoff hat er sich so eingehend und anhaltend beschäftigt, weit über die Vollendung des Romans hinaus. Im »heimatlichen Mythos« des geheimnisvollen Außenseiters, dem Unverständnis und Misstrauen entgegenschlägt und der schließlich eines gewaltsamen Todes stirbt, fand der unter dem Antisemitismus seiner Umwelt leidende deutsche Jude ein Bild der eigenen Existenz. Und er war fest überzeugt davon, dass Kaspar Hauser tatsächlich der badische Erbprinz war. All dies belegen eindrücklich die hier versammelten Studien und Selbstzeugnisse sowie der Briefwechsel mit Hermann Pies (1888–1983), der durch Wassermanns Roman zu seinen bahnbrechenden Kaspar-Hauser-Forschungen angeregt wurde.     Abstract: This book explores the way that the Torah was appreciated and interpreted as a text and symbol in Christian and Jewish sources from the Second Temple period through the Middle Ages.     Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. Boaz Ganor is Founder and Executive Director of the International Institute for Counter-Terrorism (ICT), and Ronald S. Lauder Chair for Counter-Terrorism at Reichman University in Israel.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: Antisemitismus ist wieder sichtbar, teils offen, teils versteckt hinter "unbedachten " Äußerungen und Israelkritik. Doch wo beginnt der Antisemitismus, und wie neu ist, was wir heute erleben? Peter Schäfer beschreibt klar und konzise, wie sich seit der Antike antisemitische Stereotype verbreiteten, zu Verfolgung und Vernichtung führten und auch nach der Shoah virulent sind. Schon in der vorchristlichen Antike gab es Judenhass, Ghettos und Pogrome, doch erst die neutestamentlichen Schriften schufen mit ihrer Gegnerschaft zum Judentum die Voraussetzungen für Ritualmordlegenden und Verfolgungen im christlichen Mittelalter. Luther rief zur Auslöschung der "Teufelskinder" auf, die Aufklärer fanden das Judentum unvernünftig, Wissenschaftler begründeten den Judenhass rassistisch, und allzu viele waren bereit, sich an der "Endlösung der Judenfrage" zu beteiligen oder schauten lieber weg. Man könnte meinen, dass der Schock des Massenmordes heilsam war, doch Antizionismus und rechte Ideologien dringen seit Jahren mit antisemitischem Gepäck in die Mitte der Gesellschaft vor und bereiten den Boden für neue Gewalt. Peter Schäfers Buch ist Pflichtlektüre für alle, die besser verstehen wollen, warum der Antisemitismus so alt und zugleich so aktuell ist und was er für Juden in der Nachbarschaft, in Israel und überall auf der Welt bedeutet

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Die Erinnerung an den religiös-zionistischen Pädagogen Kurt Silberpfennig (1905–1942) stellt sich dar wie ein vor langer Zeit zerschlagenes Glas; die meisten Scherben sind zu Splittern zertreten, blind geworden und zu Sand zerrieben. Nur Weniges ist von ihm geblieben, eine Akte mit Studienunterlagen, ein Ausreiseantrag, ein polizeiliches Vernehmungsprotokoll, wenige Briefwechsel, zwei Zeitschriftenbeiträge, drei Fotos, sein Name in Adressbüchern. Die Recherchen führen zu einem Lehrer und Jugendfunktionär, der an der jüdischen Volksschule des Philanthropin in Frankfurt am Main unterrichtete, anschließend für den Jugendverband Bachad im Palästina-Amt in Berlin arbeitete und in dieser Funktion als Delegierter 1939 am 21. Zionistenkongress in Genf teilnahm. Ab 1940 leitete Silberpfennig das Hachschara-Lager Steckelsdorf in Brandenburg und wurde im Juli 1942 mit seiner Familie und den Steckelsdorfer Jugendlichen nach Auschwitz deportiert. Der Studie gelingt es, die noch vorhandenen Fragmente in ihren zeitgeschichtlichen Zusammenhang einzuordnen und schließlich eine weitgehend unbekannte Phase deutsch-jüdischer Bildungsgeschichte zu rekonstruieren.

    Abstract: The 2018 Yearbook of the Dubnow Institute comprises two focal points: The first offers new approaches to the history of the Jews in the GDR. Historical research has in recent decades focused primarily on the lives of Jewish Communists as well as the relationship between the SED to Jewish citizens of the GDR and to Israel. This volume therefore focuses on questions relating both to the lived realities in the Jewish communities of the GDR and to individual self-conceptions in the tension between Socialism and Jewish heritage in the “workers’ and peasants’ state”. The second focal point reports on the on-site cataloging work conducted in archives and private collections in Israel. Various aspects and perspectives of an only recently rediscovered tradition of German Jewish history are here presented on the basis of estates and collections identified, cataloged, and processed in the framework of a joint project of the German Literature Archive in Marbach and the Franz Rosenzweig Minerva Research Center at the Hebrew University in Jerusalem over the past years. Archival theory and practice as well as questions of knowledge transfer and exile research are thereby addressed through case studies drawn from zoology, urban planning, orientalism, librarianship, film, and theater. The General Section and the Features of the Yearbook contain contributions on protagonists and facets of Jewish literary, political, philosophical, and economic history as well as their reception in Germany, Lithuania, the Soviet Union, and the United States, including Hannah Arendt, Lazar Gulkowitsch, Melvin J. Lasky, and Georg Simmel.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Abraham Ibn Ezra was “reborn” in the Latin West in the last decades of the thirteenth century thanks to a plethora of authored and anonymous Latin translations of his astrological writings. The present volume offers the first critical edition, accompanied by an English translation, a commentary, and an introductory study, of Liber nativitatum (Book of Nativities) and Liber Abraham Iudei de nativitatibus (Book on Nativities by Abraham the Jew), two astrological treatises in Latin that were written by Abraham Ibn Ezra or attributed to him, and whose Hebrew source-text or archetype has not survived. The first is undoubtedly an anonymous Latin translation of the second version of Ibn Ezra’s Sefer ha-moladot (Book of Nativities), whose Hebrew source text is otherwise lost. The second is the most mysterious specimen among the Latin works attributed to Ibn Ezra that have no extant Hebrew counterpart. The present volume shows not only that the Liber Abraham Iudei de nativitatibus underwent a significant metamorphosis over time and was transmitted in four significantly different versions, but also that its date of composition is not that previously accepted by modern scholarship

They use manuscript evidence to argue that the text was produced in two stages, first a quite literal version, then a revision improved in style and in language adapted to contemporary European medicine. Such collaborative translations are well known, but the revelation of the inner workings of the translation process in this case is exceptional. A separate Hebrew translation by the philosopher (also edited here) gives independent evidence of the lost Arabic original." --

    Abstract: Dieses Studienbuch stellt die "Geschichte Israels" von den Anfängen bis zum Bar-Kochba-Aufstand 132-135 n. Chr. dar. Das für Exegese und Theologiestudium unverzichtbare Wissen vermittelt der Autor verständlich und vor dem Hintergrund der aktuellen Forschung. Er zieht für seine Darstellung alle verfügbaren Quellen heran. Exemplarisch wird aufgezeigt, wie diese Quellen zu interpretieren sind und wo die Grenzen der Rekonstruktion von Geschichte liegen. Dazu führt er in den Stand der archäologischen und historischen Forschung ein und bezieht die Ergebnisse kritisch auf die biblische Darstellung. So entsteht ein Bild der Geschichte des antiken Israel im Kontext der südlichen Levante, das manches Mal vertraut, oft aber auch frisch und unerwartet daherkommt. Für die Neuauflage wurden zahlreiche Abschnitte überarbeitet und neueste Literatur ergänzt. Der Charakter als Studienbuch wurde noch einmal methodisch reflektiert und verstärkt.

    Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

Rassistisch motivierte Morde an Juden und physische Angriffe auf Juden, Anschläge auf Schulbusse, auf Synagogen, Schändungen von Friedhöfen mussten registriert werden. Kaum ein jüdischer Kindergarten, kaum eine jüdische Schule, keine Synagoge kommt ohne Sicherheitsmaßnahmen und Bewachung aus. Der vorliegende Band über international feststellbare öffentliche Diskurse zeigt auf, dass Anti-Israelismus sich gerade dadurch als Anti-Semitismus zu erkennen gibt, dass er wie jedes antisemitische (oder auch rassistische) Denken Kritik und nicht zuletzt jede Form von Selbstreflexion suspendiert. Die Interviews geben nicht nur eine Anschauung von der umfassenden Verbreitung des Anti-Semitismus bzw. des Anti-Israelismus. Sie zeigen auch auf, wie aufmerksame europäische Politiker und Kulturschaffende sich dazu stellen.

She was a very good tactician, far less a strategist. She was a major builder of modern Israel whose influence on that country, on Israel-American relations and on Jewish history was evident primarily from 1969 to 1974. The author who served as spokesman for Golda Meir in 1973-1974 weaves a gripping story of one of the builders and leaders of the State of Israel

    Abstract: In For Out of Babylonia Shall Come Torah and the Word of the Lord from Nehar Peqod , Barak S. Cohen reevaluates the evidence in Tannaitic and Amoraic literature of an independent “Babylonian Mishnah” which originated in the proto-talmudic period. The book focuses on an analysis of the most notable halakhic corpora that have been identified by scholars as originating in the Tannaitic period or at the outset of the amoraic. If indeed such an early corpus did exist, what are its characteristics and what, if any, connection does it have with the parallel Palestinian collections? Was this Babylonian Mishnah created in order to harmonize the Palestinian Mishnah with a corpus of rabbinic teachings already existent in Babylonia? Was this corpus one of the main contributors to the forced interpretations and resolutions found so frequently in the Bavli?

    Abstract: This report examines spatial planning and policies in Israel. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

    Abstract: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.
