    Abstract: This collection of articles is tightly focused on metaphors in the prophetic literature of the Hebrew Bible and their later afterlife in Jewish and Christian texts. The essays deal with a wide range of historical, literary, and methodological issues. First, several contributions employ metaphor theory in analysing the biblical texts, both conceptual frameworks such as blending theory and more traditional methods. Second, metaphors are studied both synchronically, that is, in relation to their current literary contexts, and diachronically, that is, mapping how they have been employed and re-interpreted in different ways and different texts throughout time. Third, other contributions read metaphors in light of theoretical frameworks such as feminist criticism, post-colonial theories, or power discourses that uncover aspects of significance often missed in historical studies. Finally, yet other contributions deal with the issue of how to translate metaphors in contemporary contexts

    Abstract: This book presents an empirically based examination of language patterns found among the Israeli Druze community, which is profiled against that of the Arabs in Israel. The results document the emergence of a mixed language previously undescribed and provides a socio-political analysis.     Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: "The international conference "Psalms in Rituals from Antiquity to the Present," held on October 24-26, 2018, at the Max-Weber Kolleg in the University of Erfurt, Germany, aimed to showcase and also to build upon recent developments in what has become a very exciting field, bringing to it the distinctive perspective of the Research Centre "Dynamics of Jewish Ritual Practices in Pluralistic Contexts from Antiquity to the Present," which hosted the event. The Research Centre, which was funded from 2015 to 2020 by the Bundesministerium für Bildung und Forschung (BMBF), investigated the dynamic relationship of rituals in pluralistic contexts and specifically in Jewish and Christian religious traditions. In My Second-Favorite Country, Sivan Zakai offers the first longitudinal study of how American Jewish children come to think and feel about Israel, tracking their evolving conceptions from kindergarten to fifth grade. This work sheds light on the perception of Israel in the minds of Jewish children in the US and provides a rich case study of how children more generally develop ideas and beliefs about self, community, nation, and world. In contrast to popular views of America’s youth as naive or uninterested, this book illuminates both the complexity of their thinking and their desire to be included in conversations about important civic and political matters. Zakai draws from compelling empirical data to prove that children spend considerable effort contemplating the very concepts that adults often assume they are not ready to discuss. Indeed, the book argues that over the course of their elementary school education, children develop and express deep interest in complex issues such as the intricacies of identity and belonging, conflicting ways of framing the past, and the demands of civic responsibility.     Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: The Encyclopedia of Material Culture in the Biblical World (EBW) builds on the German "Standardwerk" Biblisches Reallexikon (BRL), edited by Kurt Galling 1937, second edition 1977 (2BRL). It is a reference book for biblical scholars, historians, and archaeologists. The EBW focusses on the material culture from the Neolithic Age to the Hellenistic period, giving attention to the material from the Bronze and Iron Ages, including the Persian period. The geographic regions covered by the entries include primarily the records of Palestine (= the Southern Levant) limited by (excl.) the southern fringe of Lebanon and Hermon (North), the Wadi al-Ariš, the Sinai peninsula and North-Arabia (South), the Mediterranean Sea (West) and the Transjordanian desert (East). If appropriate to the entry, the neighboring evidence from Syria, Lebanon, Egypt, and Mesopotamia is included. The Encyclopedia presents and documents the material culture based on the archaeological, epigraphical, and iconographical data in historical order and documents the state of current research. The entries do not only list or mention the most important material data, but try to synthesize and interpret it within the horizon of a history of Southern Levantine culture, economy, technical development, art, and religion. The EBW consists of around 120 articles and an introductory part pertaining to the chronology of the EBW, archaeology and cultural History, epigraphy, and iconography, written by specialists from 15 different countries.

They also help them to develop cultural and religious syncretism.     Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Judenfeindschaft artikuliert sich sehr unterschiedlich. In den letzten Jahrzehnten ist eine Verschiebung von antijudaistischen zu antiisraelischen Diskursen zu beobachten, die gesellschaftlich erschreckend weit akzeptiert werden und nicht selten in einer judenfeindlichen Interpretation der neutestamentlichen Texte wurzeln. Ekkehard W. Stegemann und Wolfgang Stegemann machen seit vielen Jahren aufmerksam auf Judenfeindschaft und deren Deutungsmuster, die sich stets wandeln. Aspekte des Antijudaismus im Neuen Testament, Judenfeindschaft im frühen Christentum, aber auch das Verhältnis von Kirche und Israel als christliches Identitätsproblem gehören zu den Themen, die sie seit über 30 Jahren benennen.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

    Abstract: Eldon Jay Epp's second volume of collected essays consists of articles previously published during 2006-2017. All treat aspects of the New Testament textual criticism, but focus on historical and methodological issues relevant to constructing the earliest attainable text of New Testament writings. More specific emphasis falls upon the nature of textual transmission and the text-critical process, and heavily on the criteria employed in establishing that earliest available text. Moreover, textual grouping is examined at length, and prominent is the current approach to textual variants not approved for the constructed text, for they have stories to tell regarding theological, ethical, and real-life issues as the early Christian churches sought to work out their own status, practices, and destiny

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Die Erinnerung an den religiös-zionistischen Pädagogen Kurt Silberpfennig (1905–1942) stellt sich dar wie ein vor langer Zeit zerschlagenes Glas; die meisten Scherben sind zu Splittern zertreten, blind geworden und zu Sand zerrieben. Nur Weniges ist von ihm geblieben, eine Akte mit Studienunterlagen, ein Ausreiseantrag, ein polizeiliches Vernehmungsprotokoll, wenige Briefwechsel, zwei Zeitschriftenbeiträge, drei Fotos, sein Name in Adressbüchern. Die Recherchen führen zu einem Lehrer und Jugendfunktionär, der an der jüdischen Volksschule des Philanthropin in Frankfurt am Main unterrichtete, anschließend für den Jugendverband Bachad im Palästina-Amt in Berlin arbeitete und in dieser Funktion als Delegierter 1939 am 21. Zionistenkongress in Genf teilnahm. Ab 1940 leitete Silberpfennig das Hachschara-Lager Steckelsdorf in Brandenburg und wurde im Juli 1942 mit seiner Familie und den Steckelsdorfer Jugendlichen nach Auschwitz deportiert. Der Studie gelingt es, die noch vorhandenen Fragmente in ihren zeitgeschichtlichen Zusammenhang einzuordnen und schließlich eine weitgehend unbekannte Phase deutsch-jüdischer Bildungsgeschichte zu rekonstruieren.

    Abstract: "In Parables in Changing Contexts, new venues in the comparative study of parables are addressed by scholars of Judaism, New Testament, Buddhism and Islam. Essays cover parables in the synoptic Gospels, Rabbinic midrash, and parabolic tales and fables in the Babylonian Talmud. Three essays address parables in Islam and Buddhism. The volume shows how parables are suitably adapted in terms of form and rhetoric to enhance religious identity formation. Parables serve as media, as sensational forms making the sacred present, albeit encoded or riddled, in all cases invoking the listener's active interpretative participation and cultural imagination. Adapting a multidisciplinary approach to these gems of storytelling, parables in a particular way provide new insights in the cultures that produced them"

    Abstract: In this volume, Tzvi Abusch presents studies written over a span of forty years that were completed prior to his retirement from Brandeis University in 2019. They reflect several themes that he has pursued in addition to his work on witchcraft literature and the Epic of Gilgamesh. The volume begins with general articles on Mesopotamian magic, religion, and mythology; these are followed by a set of articles on Akkadian prayers, especially šuillas , focusing, first of all, on exegetical and linguistic (synchronic) studies and, then, on diachronic analyses; part two contains a series of literary studies of Mesopotamian and biblical classics; part three is devoted to comparative studies of terms and phenomena; finally, the fourth part takes up texts that are of legal interest. The Harvard Semitic Studies series publishes volumes from the Harvard Museum of the Ancient Near East.     Abstract: The 2018 Yearbook of the Dubnow Institute comprises two focal points: The first offers new approaches to the history of the Jews in the GDR. Historical research has in recent decades focused primarily on the lives of Jewish Communists as well as the relationship between the SED to Jewish citizens of the GDR and to Israel. This volume therefore focuses on questions relating both to the lived realities in the Jewish communities of the GDR and to individual self-conceptions in the tension between Socialism and Jewish heritage in the “workers’ and peasants’ state”. The second focal point reports on the on-site cataloging work conducted in archives and private collections in Israel. Various aspects and perspectives of an only recently rediscovered tradition of German Jewish history are here presented on the basis of estates and collections identified, cataloged, and processed in the framework of a joint project of the German Literature Archive in Marbach and the Franz Rosenzweig Minerva Research Center at the Hebrew University in Jerusalem over the past years. Archival theory and practice as well as questions of knowledge transfer and exile research are thereby addressed through case studies drawn from zoology, urban planning, orientalism, librarianship, film, and theater. The General Section and the Features of the Yearbook contain contributions on protagonists and facets of Jewish literary, political, philosophical, and economic history as well as their reception in Germany, Lithuania, the Soviet Union, and the United States, including Hannah Arendt, Lazar Gulkowitsch, Melvin J. Lasky, and Georg Simmel.

    Abstract: In this volume, Douglas Yoder uses the tools of modern and postmodern philosophy and biblical criticism to elucidate the epistemology of the Tanakh, the collection of writings that comprise the Hebrew Bible. Despite the conceptual sophistication of the Tanakh, its epistemology has been overlooked in both religious and secular hermeneutics. The concept of revelation, the genre of apocalypse, and critiques of ideology and theory are all found within or derive from epistemic texts of the Tanakh. Yoder examines how philosophers such as Spinoza, Hume, and Kant interacted with such matters. He also explores how the motifs of writing, reading, interpretation, image, and animals, topics that figure prominently in the work of Derrida, Foucault, and Nietzsche, appear also in the Tanakh. An understanding of Tanakh epistemology, he concludes, can lead to new appraisals of religious and secular life throughout the modern world

Weaving together the perspectives of governments, aid organizations, Jewish communities and the personal stories of individual migrants, Yehudai brings to light the ideological, political and social tensions surrounding emigration. Covering events in the Middle East, Europe and the Americas, this study provides a fresh transnational perspective on the critical period surrounding the birth of Israel and the post-Holocaust reconstruction of the Jewish world

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

In einem großen Essay entwirft er die Vision eines ethnisch neutralen Staates, der seinen nationalistischen Gründungsmythos überwindet und so endlich eine Zukunft hat. In den letzten zwei Jahrzehnten hat sich Israel dramatisch verändert: Während der religiöse Zionismus immer mehr Zuspruch erfährt, fehlt es der Linken an überzeugenden Ideen und Konzepten. Die Zwei-Staaten-Lösung gilt weithin als gescheitert.
