An articles adapted from a paper delivered at the Conference on Europe under Nazi Rule and the Holocaust, held in Warsaw in 1999. In the Baltic countries, the proportion of Jews who were murdered (with extreme cruelty) by local populations was the highest in all of Europe. Jewish-Gentile relations deteriorated greatly in the interwar period, when the Baltic peoples gained their independence. With the Soviet occupation, nationalists accused the Jews of pro-Soviet sympathies, ignoring the fact that Jews were over-represented amongst the victims of the Soviet regime. The Nazi occupation of the Baltic States brought about broad involvement of the local populations in the Nazi genocide of the Jews. Even after the reimposition of Soviet rule in 1944-45, murder of Jewish survivors continued.
