Abstract: Welfare state governance reforms are established by new constellations of actors and experimental organizational structures. This paper analyses two most similar cases of governance reforms in two welfare state domains: (1) services for children and teens at risk; and (2) employment services and social security benefits. It utilizes a comprehensive empirical study that surveys reform initiatives and the establishment of innovative governance coalitions formed in order to enable the recalibration of the Israeli welfare state to changing conditions. In both cases, preliminary deliberations of senior bureaucrats were able to establish change coalitions, which were vital in order to overcome bureaucratic stalemates that result from path-dependent administrative legacies. Notwithstanding, governance coalitions differ in their ability to institutionalize new governance configurations within the state: while the new configuration for governing services for at risk populations won political legitimacy and was instituted, the workfare governance configuration suffered from political illegitimacy and was ultimately abolished. By focusing on the organizational aspects of welfare state reform, the paper argues that tentative coalitions' potential to transform into legitimate and sustainable governance configurations depends on their ability to establish inclusive organizational settlements between agencies with different interests, beyond the bureaucratic structure of the state.

Abstract: "Talmuda de-Eretz Israel: Archaeology and the Rabbis in Late Antique Palestine brings together an international community of historians, literature scholars and archaeologists to explore how the integrated study of rabbinic texts and archaeology increases our understanding of both types of evidence, and of the complex culture which they together reflect. This volume reflects a growing consensus that rabbinic culture was an "embodied" culture, presenting a series of case studies that demonstrate the value of archaeology for the contextualization of rabbinic literature. It steers away from later twentieth-century trends, particularly in North America, that stressed disjunction between archaeology and rabbinic literature, and seeks a more holistic approach"--

Abstract: In Traditional Society in Transition: The Yemeni Jewish Experience Bat-Zion Eraqi Klorman offers an account of the unique circumstances of Yemeni Jewish existence in the wake of major changes since the second half of the nineteenth century. It follows this community's transition from a traditional patriarchal society to a group adjusting to the challenges of a modern society. Unlike the perception of the Yemeni Jews as receptive to modernity only following immigration to Palestine and Israel, Eraqi Klorman convincingly shows that some modern ideas played a role in their lives while in Yemen. Once in Palestine, they appear here as adjusting to the new conditions by striving to participate in the Zionist enterprise, consenting to secular education, transforming family practices and the status of women. “The book is an important contribution to the study of Yemeni Jews in Yemen and abroad as well as for Jewish-Muslim relations, relations between Yemeni Jews and other Jews, and gender studies...Many of these issues have not been previously studied, and the use of private archives and interviews greatly increases the value of this study.\' -Rachel Simon, Princeton University. Abstract: "Contemporary politics is faced, on the one hand, with political stagnation and lack of a progressive vision on the side of formal, institutional politics, and, on the other, with various social movements that venture to challenge modern understandings of representation, participation, and democracy. Interestingly, both institutional and anti-institutional sides of this antagonism tend to accuse each other of "nihilism", namely, of mere oppositional destructiveness and failure to offer a constructive, positive alternative to the status quo. Nihilism seems, then, all engulfing. In order to better understand this political situation and ourselves within it, Nihilism and the State of Israel proposes a thorough theoretical examination of the concept of nihilism and its historical development followed by critical studies of Israeli politics and culture. The authors show that, rather than a mark of mutual opposition and despair, nihilism is a fruitful category for tracing and exploring the limits of political critique, rendering them less rigid and opening up a space of potentiality for thought, action, and creation."--

Abstract: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.”   Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources. This work will be of interest for researchers in criminology and criminal justice, particularly with a focus on police studies and counter-terrorism; police administrators; and researchers in related disciplines, such as sociology and public administration

Abstract: "In Mo(ve)ments of Resistance, Grinberg summarizes both his own work and that of other political economists, providing a coherent historical narrative covering the time from the beginning of Socialist Zionism (1904) to the Oslo Accords and the neoliberalization of the economy (1994-1996). The theoretical approach of the book combines eventful sociology, path dependency, and institutional political economy. Grinberg argues that historical political events have been shaped not only by political and economic forces but also by resistance struggles of marginal and weaker social groups: organized workers, Palestinians, and Mizrachi Jews. Major turning points in history, like the Separation War in 1948, the military occupation in 1967, and the Oslo peace process in 1993, are explained in the context of previous social and economic resistance struggles that affected the political outcomes

Abstract: "This book offers a comparative analysis of religious education and state policies towards religious education in seven different countries and in the European Union as a whole. Most of the cases studied have not been presented previously in the English speaking world. The comparative contextualization of the different countries studied here, Muslim majority, Orthodox Christian, Jewish and secular (or laic) is also new. The challenge addressed by the book's different studies, is quite simply if religious education can itself be a vehicle for civic enculturation and the creation of ties of belonging and meaningful solidarity across different ethnic and religious communities in the contemporary world. In many of the countries studied, the state and the program of state-making was associated with one religio-ethnic community and then the question remains if religious education that privileges that religious community can provide such shared terms of meaning for members of different communities. This is the challenge faced by such countries at Bulgaria, Israel, Malaysia and in a slightly different way (facing not religious diversity but ethnic difference), Turkey. The case of Cyprus, by contrast, is one of a country actually split along lines of ethno-religious difference. Additional studies of the connection between religious education and the terms of citizenship in the EU, France and the USA provide important contrasts to the challenges facing us as we seek to educate our citizenry in an age of religious resurgence and global politics"--

Abstract: Ethics in Ancient Israel is a study of ethical thinking in ancient Israel from around the eighth to the second century BC. The evidence for this consists primarily of the Old Testament/Hebrew Bible and Apocrypha, but also other ancient Jewish writings such as the Dead Sea Scrolls and various anonymous and pseudonymous texts from shortly before the New Testament period. Professor John Barton argues that there were several models for thinking about ethics, including a 'divine command' theory, something approximating to natural law, a virtue ethic, and a belief in human custom and convention. Moreover, he examines ideas of reward and punishment, purity and impurity, the status of moral agents and patients, imitation of God, and the image of God in humanity. Barton maintains that ethical thinking can be found not only in laws but also in the wisdom literature, in the Psalms, and in narrative texts. There is much interaction with recent scholarship in both English and German. The book features discussion of comparative material from other ancient Near Eastern cultures and a chapter on short summaries of moral teaching, such as the Ten Commandments. This innovative work should be of interest to those concerned with the interpretation of the Old Testament but also to students of ethics

Abstract: Diese Texte des Rabbiners, Religionsphilosophen und Humanisten Leo Trepp sind für Juden und Nichtjuden gleichermaßen von Interesse.

Abstract: This book offers a comprehensive study of Israeli constitutional law that moves from constitution-making to specific areas of contestation including state/religion relations, national security, social rights, and structural questions of judicial review. --
Abstract: In the domain of comparative constitutionalism, Israeli constitutional law is a fascinating case study constituted of many dilemmas. It is moving from the old British tradition of an unwritten constitution and no judicial review of legislation to fully-fledged constitutionalism endorsing judicial review and based on the text of a series of basic laws. At the same time, it is struggling with major questions of identity, in the context of Israel's constitutional vision of 'a Jewish and Democratic' state. Israeli Constitutional Law in the Making offers a comprehensive study of Israeli constitutional law in a systematic manner that moves from constitution-making to specific areas of contestation including state/religion relations, national security, social rights, as well as structural questions of judicial review. It features contributions by leading scholars of Israeli constitutional law, with comparative comments by leading scholars of constitutional law from Europe and the United States

Abstract: This monograph is the product of Stern's two decades of excavation at Tel Dor on the Carmel Coast, a city that Egyptian sources indicate was ruled in the eleventh century BCE by a Sikil king. Near the end of the period during which he directed excavations there, Stern began to notice the unique material culture of the Northern Sea Peoples and connected this material with discoveries in adjacent regions and in the north of Israel. A related survey of the ‘Akko Valley conducted by Avner Raban resulted in a further accumulation of data that supported the conclusion that the Sea Peoples that Egyptian sources indicated had settled in this region had in fact left behind evidence of their presence. This realization preceded the appearance of additional information—both material culture and inscriptions—that reflected the presence of Northern Sea Peoples throughout portions of northern Syria and southern Anatolia. Two main principles guide Stern's study. (1) Historical sources provide the best evidence for contemporary events—in this case, specifically, the evidence concerns the Sikils and Sherden, as well as biblical sources that refer to Northern Sea Peoples as "Philistines" and that recount their wars with Israel in the north of the land, in the Jezreel Valley, and in Gilboa. (2) Ethnic archaeology is a genuine concept: every people that settles in any area naturally leaves marks of its own culture. The conclusion that is traced here, then, is that the culture of the Northern Sea Peoples, though difficult to identify, nonetheless did leave clear evidence that becomes apparent when the relevant strata at sites along the coast from the Yarkon and farther north and in the 'Akko and Jezreel Valleys are examined. In this volume Stern presents the most complete picture that can be drawn from the evidence uncovered in the past few decades. Lavish illustrations accompany the discussion

Abstract: "Scholarship has viewed the book of Hosea as originating in eighth-century Israel before being taken to Judah, where it underwent one or more redactions in later centuries. However, evidence suggests that the book should be viewed as a Judahite text from the start, of late sixth or early fifth century B.C.E composition. The post-monarchic period in Yehud provides the most fitting context for the anti-monarchical ideology of the book, with the polemic against Benjamin explicable only as a result of the tension between the governing Saulides resident in Mizpah and the Judahite elite who had recently immigrated to Jerusalem from Mesopotamia in the late sixth century. The dual theme of Exile and Return present in the book is consistent with the discourse found in other sixth century Judahite books. Additionally, the book shows a broad familiarity with Judahite historiographic traditions, many of which are in all probability seventh century or later. Thus, the book of Hosea should be interpreted as a work by a Judahite scribe for a Judahite audience."--Bloomsbury Publishing

Benachteiligte Jugendliche Deutschland Europa Europäische Jugendpolitik Frankreich Freiwilligendienst Freiwilliges Engagement Interkulturelle Kommunikation Interkulturelle Kompetenz Interkulturelles Lernen Internationale Jugendarbeit Internet Jugendarbeit Jugendaustausch Jugendbegegnung Medienkompetenz Mobilität Nationalagentur Partizipation Polen

Abstract: "This pedagogical and sociological analysis of Shoah (Holocaust) education in Israeli state schools is based on an empirical survey conducted in 2007-2009 among junior high school and high school students, teachers and principals in general and religious schools, and experts in the field. It explores issues such as materials and methods, beliefs and attitudes, messages imparted, pedagogical challenges, and implications for national and religious identity and universal values. Comparative and multi-dimensional analyses of sub-populations, such as by age and type of school, were conducted. The practical and theoretical implications of the findings are considered in the context of Shoah education in Israel and other educational settings over the past half century."--Publisher's website

Abstract: This title proposes a new paradigm for cinema trauma studies - the trauma of the perpetrator. Recognizing a current shift in interest from the trauma suffered by victims to that suffered by perpetrators, the book seeks to theorize this as yet undertheorized field. Taking as a point of departure the distinction between testimony given by the victim and confession made by the perpetrator, this pioneering work ventures to define and analyze perpetrator trauma in scholarly, representational, literary and societal context

Abstract: Main description: Israel has changed. The country was born in Europe’s shadow, haunted by the Holocaust and inspired by the Enlightenment. But for Israelis today, Europe is hardly relevant, and the country’s ties to the broader West, even to America, are fraying. Where is Israel heading? How do citizens of an increasingly diverse nation see themselves globally and historically? In this revealing portrait of the new Israel, Diana Pinto presents a country simultaneously moving forward and backward, looking outward and turning in on itself. In business, Israel is forging new links with the giants of Asia, and its booming science and technology sectors are helping define the future for the entire world. But in politics and religion, Israelis are increasingly self-absorbed, building literal and metaphorical walls against hostile neighbors and turning to ancient religious precepts for guidance here and now. Pinto captures the new moods and mindsets, the anxieties and hopes of Israelis today in sharply drawn sketches of symbolically charged settings. She takes us on the roads to Jerusalem, to border control at Ben Gurion Airport, to a major Israeli conference in Jerusalem, to a hill overlooking the Dome of the Rock and Temple Mount, to the heart of Israel’s high-tech economy, and to sparkling new malls and restaurants where people of different identities share nothing more than a desire to ignore one another. Vivid and passionate but underpinned by deep analysis, this is a profound and sometimes unsettling account of a country that is no longer where we might think.

Abstract: "Each year, Israel's young men and women are drafted into compulsory military service and are required to engage directly in the Israeli-Palestinian conflict. This conflict is by its nature intensely complex and is played out under the full glare of international security. So, how does Israel's education system prepare its young people for this? How is Palestine, and the Palestinians against whom these young Israelis will potentially be required to use force, portrayed in the school system? Nurit Peled-Elhanan argues that the textbooks used in the school system are laced with a pro-Israel ideology, and that they play a part in priming Israeli children for military service. She analyzes the presentation of images, maps, layouts and use of language in History, Geography and Civic Studies textbooks, and reveals how the books might be seen to marginalize Palestinians, legitimize Israeli military action and reinforce Jewish-Israeli territorial identity. This book provides a fresh scholarly contribution to the Israeli-Palestinian debate, and will be relevant to the fields of Middle East Studies and Politics more widely"--Publisher

Abstract: Why is education in the open society not open? Why is this option not even considered in the debate over which education is most suited for the open society? Many consider such an option irresponsible. What, then, are the minimal responsibilities of education? The present volume raises these questions and many more. It is a book we have been waiting for. It offers a rare combination of two seemingly opposite, unyielding attitudes: critical and friendly. Dr. Yehezkely applies a rigorous fallibilist-critical approach to issues regarding contemporary education. His diagnosis is that the source of our trouble is the closed undemocratic character of education, which causes education to become, in effect, a fifth column in the open democratic society. Following Popper, he concedes that democracy is every bit as flawed and as problematic as its enemies accuse it of being, particularly in education; still it is our only hope, since open responsible debate of vital problems cannot do without it. Democracy is risky: yet its absence guarantees failure, especially in closed undemocratic education, even when inspired by the most progressive ideas extant, charged with tremendous good will, and executed with selfless love and devotion. Kibbutz education is a case in point

Abstract: Each year, Israel's young men and women are drafted into compulsory military service and are required to engage directly in the Israeli-Palestinian conflict. This book provides a fresh scholarly contribution to the Israeli-Palestinian debate, and will be relevant to the fields of Middle East Studies and Politics more widely.

Abstract: Der Zionismus Israels: Gründungsmythen, Staatsdoktrin und Friedenshindernis Seit der Gründung Israels 1948 ist der Nahe Osten in Konflikte verwickelt; das Palästinaproblem erscheint auf absehbare Zeit unlösbar. Abstract: In der unmittelbaren Nachkriegszeit lebten in Bayerisch-Schwaben fast zehntausend jüdische Displaced Persons (DPs).

Abstract: The Review of Competition Law and Policy in Israel was prepared as part of the process of Israel's accession to OECD Membership. The report describes the policy foundations, substantive competition law and enforcement experience, institutional structure as well as treatment of competition issues in regulatory and legislative processes. The review then examines these findings under three assessment themes: the current situation of competition policy and enforcement; the magnitude and direction of change in competition policy over the last 5-10 years; the extent of conformity with the particular OECD competition recommendations.

Abstract: After all that has happened, German Studies in Israel is not at all self-evident, but represents a challenge in several respects. Who is challenged and what does the challenge consist of? In Israel the German language as medium and subject of German Studies was long considered taboo. A primary aim of German Studies is to prevent the cultural heritage of German Jewry from falling into oblivion in Israel, but rather to preserve it and - wherever possible - to enable it to thrive again. How can German Studies assert itself in the face of the worldwide streamlining of the university system in this field, which is also taking place in Israel? Who benefits from having German Studies in Israel? Finally, what scientific, political and cultural purposes can, should and does it want to serve?
