    Kurzfassung: The attempts to evict Palestinian residents of Sheikh Jarrah in May 2021 caught the attention of the world. While this small Palestinian neighbourhood in East Jerusalem had long been central to the Israel-Palestinian conflict, the planned expulsions pushed the situation back into the spotlight. This book discusses the complexity of the media war that took place at the same time. Across 20 chapters, it compares Israeli, Western, Palestinian and Arab media to understand how different narratives were discussed, supported and challenged. In particular, the book captures how social media became a site of online activism and alternative war narratives. The volume is unique in focusing on a specific event from many different perspectives and with material from different countries and media platforms. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

This volume seeks to initiate a cultural change in scholarly practice by setting up dialogues between pairs of experts in the field who hold contrasting views. Each pair discusses a clearly defined issue through the lens of a particular biblical passage, responding to each other’s arguments and offering their reflections on the process. Topics range from the apparent application of ‘chaos’ and ‘divine warrior’ symbolism to Yahweh in Habakkuk 3, the evidence for ‘monotheism’ in pre-Exilic Judah in 2 Kings 22–23, and the possible presence of ‘chaos’ or creatio ex nihilo in Genesis 1 and Psalm 74. This approach encourages the recognition of points of agreement as well as differences and exposes some of the underlying issues that inhibit consensus.     Kurzfassung: "Nathan Lovell proposes that 1 and 2 Kings might be read as a work of written history, produced with the explicit purpose of shaping the communal identity of its first readers in the Babylonian exile. By drawing on sociological approaches to the role historiography plays in the construction of political identity, Lovell argues the book of Kings is intended to reconstruct a sense of Israelite identity in the context of these losses, and that the book of Kings moves beyond providing a reason for the exile in Israel's history, and beyond even connecting its exilic audience to that history. The book recalls the past in order to demonstrate what it means to be Israel in the (exilic) present, and to encourage hope for the Israelite nation in the future. After developing a reading strategy for 1:2 Kings that treats the book as a coherent narrative, Lovell examines the construction of Israelite identity within Kings under the headings of covenant, nationhood, land, and rule. In each case he suggests that the narrative of the book creates room for a genuine but temporary expression of Israelite identity in exile: genuine to show that it remains possible for Israel to be Yahweh's people during the exile, but temporary to encourage hope for a future restoration."--

Davies uses the narratives of King David in order to explore this, basing his argument on Martha Nussbaum's notion that a sensitive and informed commentary can unpack the complexity of fictional accounts. Davies discusses David and Michal in 1 Sam. 19:11-17; David and Jonathan in 1 Sam. 20; David and Bathsheba in 2 Sam. 11; Nathan s parable in 2 Sam. 12; and the rape of Tamar in 2 Sam. 13. By examining these narratives, Davies shows that a fruitful and constructive dialogue is possible between biblical ethics and modern philosophy. He also emphasizes the ethical accountability of biblical scholars and their responsibility to evaluate the moral teaching that the biblical narratives have to offer."

    Kurzfassung: With exacting scholarship and fecund analysis, Manuel Oliveira probes through the lens of Martin Buber (1878-1965) the theological and political ambiguities of Israel’s divine election. These ambiguities became especially pronounced with the emergence of Zionism. Wary, indeed, alarmed by the tendency of some of his fellow Zionists to conflate divine chosenness with nationalism, Buber sought to secure the theological significance of election by both steering Zionism from hypertrophic nationalism and by a sustained program to revalorize what he called alternately “Hebrew Humanism.” As Oliveira demonstrates, Buber viewed the idea of election teleologically, espousing a universal mission of Israel, which effectively calls upon Zionism to align its political and cultural project to universal objectives. Thus, in addressing a Zionist congress, he rhetorically asked, “What then is this spirit of Israel of which you are speaking? It is the spirit of fulfillment. Fulfillment of what? Fulfillment of the simple truth that man has been created for a purpose (.) Our purpose is the upbuilding of peace (.) And that is its spirit, the spirit of Israel (.) the people of Israel was charged to lead the way to righteousness and justice.”

    Kurzfassung: Of about a million Jews that arrived to Israel from the (former) USSR after 1989 some 12% left the country by the end of 2017. It is estimated that about a half of them left "back" for the FSU, and the rest for the USA, Canada and the Western Europe. The book provides a comprehensive analysis of this specific Jewish Israeli Diaspora group through cutting-edge approaches in the social sciences, and examines the settlement patterns of Israeli Russian-speaking emigrants, their identity, social demographic profile, reasons of emigration, their economic achievements, identification, and status vis-à-vis host Jewish and non-Jewish environment, vision of Israel, migration interests and behavior, as well as their social and community networks, elites and institutions. Vladimir Ze’ev Khanin makes a significant contribution to migration theory, academic understanding of transnational Diasporas, and sheds a new light on the identity and structure of contemporary Israeli society. The book is based on the unique statistics from Israeli and other Government sources and sociological information obtained from the author’s first of this kind on-going study of Israeli Russian-speaking emigrant communities in different regions of the world

    Kurzfassung: Human leadership is a multifaceted topic in the Hebrew Bible from a synchronic as well as diachronic perspective. A large range of distributions emerges from the successive sharpening or modification of different aspects of leadership. While some of them are combined to a complex figuration of leadership, others remain reserved for certain individuals. Furthermore, it can be considered a consensus within scholarly debate, that concepts of leadership have a certain connection to the history of ancient Israel which is, though, hard to ascertain. Following a previous volume that focused on the Pentateuch and the Former Prophets (BZAW 507), this volume deals with different concepts of leadership in selected Prophetic (Hag/Zech; Jer) and Chronistic literature Ezr/Neh; Chr). They are examined in a literary, (religious-/tradition-) historical and theological perspective. Special emphasis is given to phenomena of transforming authority and leadership claims in exilic/post-exilic times. Hence, the volume contributes to biblical theology and sheds new light on the redaction/reception history of the texts. Not least, it provides valuable insights into the history of religious and/or political “authorities” in Israel and Early Judaism(s)

    Kurzfassung: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Kurzfassung: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Kurzfassung: The Yiddish Theater Stage as a Temporary Home takes us through the fascinating life and career of the most important comic duo in Yiddish Theater, Shimen Dzigan and Isroel Shumacher. Spanning over the course of half a century – from the beginning of their work at the Ararat avant-garde Yiddish theater in Łodz, Poland to their Warsaw theatre – they produced bold, groundbreaking political satire. The book further discusses their wanderings through the Soviet Union during the Second World War and their attempt to revive Jewish culture in Poland after the Holocaust. It finally describes their time in Israel, first as guest performers and later as permanent residents. Despite the restrictions on Yiddish actors in Israel, the duo insisted on performing in their language and succeeded in translating the new Israeli reality into unique and timely satire. In the 1950s, they voiced a unique – among the Hebrew stages – political and cultural critique. Dzigan continued to perform on his own and with other Israeli artists until his death in 1980

    Kurzfassung: Why did dance and dancing became important to the construction of a new, modern, Jewish/Israeli cultural identity in the newly formed nation of Israel? There were questions that covered almost all spheres of daily life, including “What do we dance?” because Hebrew or Eretz-Israeli dance had to be created out of none. How and why did dance develop in such a way? Dance Spreads Its Wings is the first and only book that looks at the whole picture of concert dance in Israel studying the growth of Israeli concert dance for 90 years—starting from 1920, when there was no concert dance to speak of during the Yishuv (pre-Israel Jewish settlements) period, until 2010, when concert dance in Israel had grown to become one of the country’s most prominent, original, artistic fields and globally recognized. What drives the book is the impulse to create and the need to dance in the midst of constant political change. It is the story of artists trying to be true to their art while also responding to the political, social, religious, and ethnic complexities of a Jewish state in the Middle East

Williams argues that the Jewish martyrological ideas, codified in 2 and 4 Maccabees and in selected texts in LXX Daniel 3, provide an important background to understanding Paul's statements about the cursed Christ in Gal. 3.13, and the soteriological benefits that his death achieves for Jews and Gentiles in Galatians. Williams further argues that Paul modifies Jewish martyrology to fit his exegetical, polemical, and theological purposes, in order to persuade the Galatians not to embrace the 'other' gospel of their opponents. In addition to providing a detailed and up to date history of reasearch on the scholarship of Gal. 3.13, Williams provides five arguments throughout this volume related to the scriptural, theological and conceptual, lexical, grammatical and polemical points of contact, and finally the discontinuities between Galatians and Jewish martyrological ideas. Drawing on literature from Second Temple traditions to directly compare with Gal. 3.13, Williams adds new insights to Paul's defense of his Torah-free-gentile-inclusive gospel, and his rhetoric against his opponents

    Kurzfassung: "Katie J. Woolstenhulme considers the pertinent question: Who were 'the matriarchs', and what did the rabbis think about them? Whilst scholarship on the role of women in the Bible and rabbinic Judaism has greatly increased, the authoritative group of women known as 'the matriarchs' has been neglected. This volume consequently focuses on the role and status of the biblical matriarchs in Genesis Rabbah, the fifth century CE rabbinic Jewish commentary on Genesis. Woolstenhulme begins by exploring definitions in Genesis Rabbah, such as the nature of midrash, the nature of the term 'matriarchs', the development of the term throughout early exegetical literature, and the two definitions that have emerged - the legitimate wives of Israel's patriarchs, and a reference to Jacob's four wives, who bore Israel's tribal ancestors. She then moves to discuss 'the matriarchal cycle' in Genesis Rabbah, and its three stages: barrenness; motherhood; and succession. Finally Woolstenhulme considers Genesis Rabbah's portrayal of the matriarchs as representatives of the female sex, exploring the positive and negative rabbinic attitudes towards women such as piety, prayer, praise, beauty and sexuality, and how the matriarchs occasionally exemplify stereotypical, negative female traits. This volume concludes that for the ancient rabbis, the matriarchs were the historical mothers of Israel, bearing covenant sons, but also the present mothers of Israel, continuing to influence Jewish identity"--

    Kurzfassung: "Michael Avioz builds upon his earlier work on Josephus as an exegete, providing a comprehensive study of Josephus' contribution to the crystallization of the Halakha which focuses on the similarities (and dissimilarities) between his work and the tannaitic sources, as well as contemporary Second Temple sources. Avioz begins by providing a clear definition of Halakha, and offering an explanation of methodology and sources. He then examines the structure and contents of the Pentateuch in Josephus' writing, before moving on to more specific coverage of the Decalogue in the work of Josephus and its relation to other laws in the Pentateuch. Further analysis is applied to the laws in the books of Leviticus-Deuteronomy and on laws that appear outside the Pentateuch. Throughout, Avioz makes close comparisons between biblical laws and Josephus' rewriting of them, in order to consider the reasons behind this rewriting and the origins of the texts that Josephus may have had access to in his exegetical work. Avioz is consequently able to draw clear conclusions about the interpretative traditions that Josephus had access to and worked within, and about how he used them in his writing."--

    Kurzfassung: "The problem of Psalm 68:19 (Masoretic Text) in Ephesians 4:8 has a rich history of interpretation; particular focus has been placed on Jewish and Pauline interpretations of the psalm, and the Jewish exegetical tradition that reads Moses as the one who ascends Mount Sinai to receive and give the law. Todd Scacewater suggests a second tradition, henceforth unnoticed, that interprets Psalm 68 eschatologically. While both traditions are significant, Scacewater maintains that the eschatological tradition provides a better matrix through which to understand Paul's use of the psalm. Scacewater argues that another key for understanding Pauline use of the psalm is the divine builder topos, which is pervasive in the ancient Near East, utilized in Psalm 68, and evident in Paul's understanding of the psalm as he applies it to Christ, the eschatological divine builder. Discussing the context of Ephesians, the building of the Temple and the trope of the divine builder, and Psalm 68's position in early/late Judaism and Ephesians, Scacewater contributes to a new methodology for studying how the New Testament authors interpreted and appropriated Hebrew Scriptures."--

    Kurzfassung: "Michael A. Daise identifies literary features found in six quotations in the Fourth Gospel, suggesting they should be revisited as clusters rather than as discrete units. Three quotations are the only ones whose introductory formulae explicitly ascribe them to Isaiah; three are the only ones cast as being 'remembered' by Jesus' disciples; and each of these groupings forms an inclusio within the Book of Signs which, when combined with the other, produces a chiasmus to Jesus' public ministry. Daise examines these clusters in three studies, addressing their exegetical issues and theological implications. After an introductory apologia for an historical-critical and theological approach, the first two studies distil narrative themes embedded in the Isaianic and 'remembrance' inclusios. The third study then reconstructs the synthesis of these themes created by the chiasmus, and translates its key elements into theological categories. Daise concludes that, while the Isaianic inclusio brings 'closure' to the Book of Signs ́€"by disclosing the angelic cause of the Jews' unbelief ́€" the 'remembrance' inclusio creates an anticipation of the Book of Glory ́€" by casting Jesus as poised to establish a new dynasty with the casting out that angelic cause. Daise further argues that this broader storyline carries ramifications for an array of motifs in the Fourth Gospel's theological taxonomy: in particular its christology, soteriology, eschatology, ecclesiology and pneumatology."--

    Kurzfassung: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Kurzfassung: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Kurzfassung: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Kurzfassung: Napoleon's invasion of the Middle East marks the beginning of the modern era in the region. This book traces the developments that led to the making of a new and separate geographical-political entity in the Middle East known as Eretz Israel and the establishment of the State of Israel within its bounds. Thus, its time frame runs from Napoleon's invasion of Eretz Israel / Palestine in 1799 to the establishment of Israel in 1948-1949. Eretz Israel as the formal name of a separate entity in the modern era first appeared in the early translations into Hebrew of the Balfour Declaration, while in the original document the country was referred to as "Palestine." During the period of Ottoman rule the territory that would in time be called Eretz Israel / Palestine was not a separate political unit. Among Jews, use of "Eretz Israel" increased only after the beginning of Zionist aliyot. Had the Zionist movement not arisen, it is doubtful whether the development to which this study is devoted would have occurred. The motivating force behind that process is without doubt the Zionist element. That is why Jews are the major protagonists in this book

This work offers a study of the meaning of the firstborn son in the New Testament paying specific attention to the concept of primogeniture in the Old Testament and Jewish literature. This study argues that primogeniture was a unique institution in Jewish society, and that the title of the firstborn son indicates his access to the promise of Israel, and is associated with the right of the inheritance (i.e., primogeniture) including the Land and the special status of Israel

Andrew Cowan challenges the popular theory that Luke sought to boost the cultural status of the early Christian movement by emphasising its Jewish roots - associating the new church with an ancient and therefore respected heritage. Cowan instead argues that Luke draws upon the traditions of the Old Testament and its supporting texts as a reassurance to Christians, promising that Jesus' life, his works and the church that follow legitimately provide fulfilment of God's salvific plan. Cowan's argument compares Luke's writings to two near-contemporaries, Dionysius of Halicarnassus and T. This analysis in turn adds weight to the thesis, propounded by some previous scholars, that the letter is somewhat out of place and may be a later work by another author.     Kurzfassung: "Positioning race front and centre, this book theorizes that political violence, in the form of a socio-political process that differentiates between human and less-than-human populations, is used by the state of Israel in racializing and ruling the citizens of occupied Palestine. Lentin argues that Israel's rule over Palestine is an example of Agamben's state of exception, Goldberg's racial state and Wolfe's settler colony; the Israeli racial settler colony employs its laws to rule besieged Palestine, while excluding itself and its Jewish citizen-colonists from legal instruments and governmental technologies. Governing through emergency legislation and through practices of exception, emergency, necessity and security, Israel positions itself outside domestic and international law. Deconstructing Agamben's Eurocentric theoretical position Lentin shows that it occludes colonialism, settler colonialism and anti-colonialism and fails to specifically foreground race; instead she combines the work of Wolfe, who proposes race as a trace of settler colonialism, and Weheliye, who argues that Agamben's western-centric understanding of exception fail to speak from explicitly racialized and gendered standpoints. Employing existing media, activist, and academic accounts of racialization this book deliberately breaks from white, Western theorizations of biopolitics, exception, and bare life, and instead foregrounds race and gender in analysing settler colonial conditions in Israel."--Bloomsbury Publishing

    Kurzfassung: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Kurzfassung: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Kurzfassung: Israel Celebrates is about the intersection where Israeli inventiveness and Jewish tradition meet: the holidays. It employs the anthropological history of four Jewish holidays as celebrated in Israel in order to track the naturalization of Jewish rituals, myths, and symbols in Israeli culture throughout “the long twentieth century” of Zionism and on to the present, and to demonstrate how a new strand of Judaism developed in Israel from the grassroots. But could this grassroots Israeli culture develop into a shared symbolic space for both Jews and Arabs? By probing the political implications of the minutiae of life, the book argues that this popular culture might come to define Jewish identity in Israel of the 21st century

    Kurzfassung: This book is concerned with ascertaining the value of having two versions of the same monarchic history of Israel within the Hebrew Bible (focusing on the books of Kings and Chronicles). It is furthermore concerned with how the book of Chronicles is read in relation to the book of Kings as Chronicles is so often considered to be a later rewritten text drawing upon an earlier version of the Masoretic Text of Samuel and Kings. The predominant scholarly approach to reading the book of Chronicles is to read it in light of how the Chronicler emended his source texts (additions, omissions, harmonizations). This approach has yielded great success in our understanding of the Chronicler's theology and rhetoric. However, Cook asserts, it has also failed to consider how the book of Chronicles can be read as an autonomous and coherent document. That is, a diachronic approach to reading Chronicles sometimes misses the theological and rhetorical features of the text in its final form. This book shows the great benefit of reading these narratives as autonomous and coherent by using the Solomon narratives as a case study. These narratives are first read individually, and then together, so as to ascertain their uniqueness vis-à-vis one another. Finally, Cook addresses questions related to the concordance of these narratives as well as their purposes within their respective larger literary contexts

    Kurzfassung: "In this book Barbara Green demonstrates how David is shown and can be read as emerging from a young naive, whose early successes grow into a tendency for actions of contempt and arrogance, of blindness and even cruelty, particularly in matters of cult. However, Green also shows that over time David moves closer to the demeanor and actions of wise compassion, more closely aligned with God. Leaving aside questions of historicity as basically undecidable Green's focus in her approach to the material is on contemporary literature. Green reads the David story in order, applying seven specific tools which she names, describes and exemplifies as she interprets the text. She also uses relevant hermeneutical theory, specifically a bridge between general hermeneutics and the specific challenges of the individual (and socially located) reader. As a result, Green argues that characters in the David narrative can proffer occasions for insight, wisdom, and compassion. Acknowledging the unlikelihood that characters like David and his peers, steeped in patriarchy and power, can be shown to learn and extend wise compassion, Green is careful to make explicit her reading strategies and offer space for dialogue and disagreement."--Bloomsbury Publishing

In this volume, Turner examines the writings of Qoheleth in the book of Ecclesiastes and provides an ecological reading of the text that gives readers clear insights into how biblical wisdom literature can be used to respond to the challenges facing the environment in the present day, as well as advancing the field of ecological hermeneutics. In this commentary Turner looks at the concept of Qoheleth's 'eternal earth', moving through the chapters of Ecclesiastes with an ear attuned to the voice of the Earth as it struggles to be heard against the voice of the economy.     Kurzfassung: The eighteen studies in this volume in honor of Moshe Bernstein on the occasion of his 70th birthday mostly engage with Jewish scriptural interpretation, the principal theme of Bernstein’s own research career as expressed in his collected essays, Reading and Re-Reading Scripture at Qumran (Brill, 2013). The essays develop a variety of aspects of scriptural interpretation. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

Azar analyzes the rhetorical function of the Gospel of John’s \'Jews\' in the earliest surviving full-length expositions of John in Greek: Origen’s Commentary on John (3rd century), John Chrysostom’s Homilies on John (4th century), and Cyril of Alexandria’s Commentary on John (5th century).     Kurzfassung: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then. However, further increases in foreign trade exposure by lowering non-tariff barriers, making regulation more competition-friendly in network industries, especially electricity, and reducing the oligopolistic structure of the food and banking sectors would still have considerable economic payoffs.This Working Paper relates to the 2016 OECD Economic Review of Israel www.oecd.org/eco/surveys/economic-survey-israel.htm

    Kurzfassung: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

    Kurzfassung: Measuring and Assessing Well-being in Israel provides a description of the level, distribution, and sustainability of well-being in Israel. Drawing on the methodology developed in the bi-annual report on well-being in OECD countries – How's Life? – this report extends the methodology to provide in an-depth examination of well-being in a single OECD country. The report examines well-being in Israel in the context of the Israeli government's recent initiative to develop indicators of well-being, resilience, and sustainability, and provides a complementary account of well-being in Israel with a stronger focus on international comparisons. Going beyond a simple statistical description of the level and distribution of well-being in Israel, the report also uses Israel as a case study of how well-being measures can be used to identify areas of high policy relevance. In particular, the report analyses the preferences of Israeli citizens across the different dimensions of the OECD well-being framework. Finally, the report reviews the Israeli statistical system from the perspective of measuring well-being, and notes the key areas where further statistical development is desirable. Measuring and Assessing Well-being in Israel is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index, an interactive website that aims to involve citizens in the debate about what a better life means to them.

    Kurzfassung: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

    Kurzfassung: Israel is a young country with still dynamic population growth, but it is already beginning to face the consequences of population ageing. The pension system relies largely on mandatory private retirement saving, which will moderate the long-term fiscal impact. Yet, there are questions about the fairness of the pension system, given the regressive nature of some of its tax provisions, its ability to effectively protect the most vulnerable elderly, whose poverty rate is high, as is the case for the rest of the population, and its efficiency in securing and valuing these retirement savings to guarantee pension adequacy. This review examines ways forward for policy to address these issues by reinforcing the protective role of basic pensions, by encouraging people to work longer and by improving the fairness and effectiveness of the system’s second pillar. But a careful, unprejudiced evaluation of the Gospels - the only source for this accusation - shows that the historical Jesus was never criticised by historical Pharisees for performing Sabbath cures and that both the Pharisees and Jesus agreed that Sabbath cures must be performed.
