Kurzfassung:
This paper concentrates on one of the most important challenges that Israel faces when the country is called upon to maintain national resilience in times of violent conflicts. The paper highlights the fact that there is no organized preparedness to absorb large numbers of people who are bound to leave the great cities in search of safe haven. Beyond the quantitative dimension of the evacuation and resulting national mission, the return to normal life is an issue that has not been dealt with yet. Hence, the way this population is about to be resettled in different locations is no minor issue. In order to conceptualize correctly the evacuation and to cope with its socio-psychological and national political ramifications, this paper reviews events of population evacuation all over the world, emphasizing the various dimensions that decision-makers should take into account. Using the Maslow pyramid, an implementable model is suggested, where personal and social needs are posted according to a certain hierarchy. This model is both a practical tool as well as an infrastructure for further inquiry into the academic magnitudes of the general issue.
