    Abstract: Im Leben Jakob Wassermanns (1873–1934) ist der 1908 erschienene Roman ›Caspar Hauser oder Die Trägheit des Herzens‹ ein Schlüsselwerk. Mit keinem anderen Stoff hat er sich so eingehend und anhaltend beschäftigt, weit über die Vollendung des Romans hinaus. Im »heimatlichen Mythos« des geheimnisvollen Außenseiters, dem Unverständnis und Misstrauen entgegenschlägt und der schließlich eines gewaltsamen Todes stirbt, fand der unter dem Antisemitismus seiner Umwelt leidende deutsche Jude ein Bild der eigenen Existenz. Und er war fest überzeugt davon, dass Kaspar Hauser tatsächlich der badische Erbprinz war. All dies belegen eindrücklich die hier versammelten Studien und Selbstzeugnisse sowie der Briefwechsel mit Hermann Pies (1888–1983), der durch Wassermanns Roman zu seinen bahnbrechenden Kaspar-Hauser-Forschungen angeregt wurde. Neben "Caspar Hauser oder Die Trägheit des Herzens" (1908) ist heute vor allem noch der Justizroman "Der Fall Maurizius" (1928) bekannt, mit seinen Nachfolgebänden "Etzel Andergast" (1931) und "Joseph Kerkhovens dritte Existenz" (1934). Als erschütterndes Zeitbild und Selbstzeugnis ist auch "Mein Weg als Deutscher und Jude" (1921) unvermindert relevant. Von den Nationalsozialisten aus Deutschland vertrieben, starb Jakob Wassermann, verarmt und seelisch gebrochen, am 1. Januar 1934 im österreichischen Altaussee.

Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: A revealing account of contemporary tensions between Jews and Christians, playing out beneath the surface of conciliatory interfaith dialogue. A new chapter in Jewish-Christian relations opened in the second half of the twentieth century when the Second Vatican Council exonerated Jews from the accusation of deicide and declared that the Jewish people had never been rejected by God. In a few carefully phrased statements, two millennia of deep hostility were swept into the trash heap of history. But old animosities die hard. While Catholic and Jewish leaders publicly promoted interfaith dialogue, doubts remained behind closed doors. Catholic officials and theologians soon found that changing their attitude toward Jews could threaten the foundations of Christian tradition. For their part, many Jews perceived the new Catholic line as a Church effort to shore up support amid atheist and secular advances. Drawing on extensive research in contemporary rabbinical literature, Karma Ben-Johanan shows that Jewish leaders welcomed the Catholic condemnation of antisemitism but were less enthusiastic about the Church’s sudden urge to claim their friendship. Catholic theologians hoped Vatican II would turn the page on an embarrassing history, hence the assertion that the Church had not reformed but rather had always loved Jews, or at least should have. Orthodox rabbis, in contrast, believed they were finally free to say what they thought of Christianity. Jacob’s Younger Brother pulls back the veil of interfaith dialogue to reveal how Orthodox rabbis and Catholic leaders spoke about each other when outsiders were not in the room. There Ben-Johanan finds Jews reluctant to accept the latest whims of a Church that had unilaterally dictated the terms of Jewish-Christian relations for centuries

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: PEACE AND FAITH: Christian Churches and the Israeli-Palestinian Conflict, composed of new essays, is the first collection to bring together writers from different faith communities to discuss the Boycott, Divestment, and Sanctions movement's impact on one of the more fractious topics addressed by Christian denominations: the Israeli-Palestinian conflict. In so doing, it builds on interfaith projects under way for decades. Theology and politics intermingle in debates taking place in local churches, Christian NGOs, and national church meetings that define official policy. The debates revive and reframe the most basic values of Christianity and the questions church members seek to resolve: How do Christians today hew to the principles Jesus articulated? How can justice be pursued in the context of competing national narratives and historical understandings? What bearing do or should centuries of Christian violence against Jews and Muslims have on contemporary theology and ethics? Is it ethical, or even possible, to set aside millennia of Christian anti-Semitism in judging Israel's conduct? What Christian values should be honored in pursuing Jesus's mission of reconciliation today? How may the pursuit of truth be corrupted by passionate social witness?     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

    Abstract: "This innovative study shows how the imaginary constructions of self and Other are shaping identification with Jewishness in the twenty-first century. The texts and art works discussed in this book test a diverse range of ways of identifying as Jews and with the Jewish people, while engaging with postmodern and postcolonial discourses of hybridity and multiculturalism. This book selects six key areas in which the boundaries of Jewish identities have been interrogated and renegotiated: nation, ethnicity, gender, sexuality, religion, and the Holocaust. In each of these areas. Sicher explores how major and emerging contemporary writers and artists re-envision the meaning of their identities. Such re-envisioning may be literally visual or metaphorical in the search for expression of artistic self between the conventional paradigms of the past and new ways of thinking"--

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories. Reaching beyond the field of Biblical Studies, Dr. Stahl's treatment of the historical and ideological significances of the title "god of Israel" in the Hebrew Bible offers a fruitful case study into the larger issue of the ways in which religion may shape-and be shaped by-social and political structures

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: A fresh exploration of the category Jewish Christianity, from its invention in the Enlightenment to contemporary debates For hundreds of years, historians have been asking fundamental questions about the separation of Christianity from Judaism in antiquity. Matt Jackson-McCabe argues provocatively that the concept “Jewish Christianity,” which has been central to scholarly reconstructions, represents an enduring legacy of Christian apologetics. Freethinkers of the English Enlightenment created this category as a means of isolating a distinctly Christian religion from what otherwise appeared to be the Jewish culture of Jesus and the apostles. Tracing the development of this patently modern concept of a Jewish Christianity from its origins to early twenty-first-century scholarship, Jackson-McCabe shows how a category that began as a way to reimagine the apologetic notion of an authoritative “original Christianity” continues to cause problems in the contemporary study of Jewish and Christian antiquity. He draws on promising new approaches to Christianity and Judaism as socially constructed terms of identity to argue that historians would do better to leave the concept of Jewish Christianity behind

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Die Menschenwürde ist gefährdet: durch gruppenbezogene Menschenfeindlichkeit und durch eine grenzenlose konomie. Sogar die Existenz der Menschenwürde wird immer wieder bestritten. Gibt es eine ethische Basis, von der aus die Menschenwürde gegen ihre Gefährdungen global verteidigt werden kann? Die Studie geht von einem skularen Begriff der Menschenwürde aus. Im Zentrum des interreligiösen Denkweges steht die Frage, ob es in den Heiligen Schriften des Judentums, des Christentums und des Islams Begriffe oder Metaphern gibt, die dem skularen Würdeverstndnis entsprechen. Als Ergebnis der vergleichenden Vorgehensweise kann festgehalten werden, dass es sehr wohl eine ethische Basis gibt, von der aus religiöse und skulare Menschen die Menschenwürde gemeinsam verteidigen können. Dabei ist es wichtig, dass die monotheistischen Religionen lernen, ihren theologischen Blick zu weiten: Friedensstiftend sind nicht religiöse Selbstwahrnehmungen, die den Anderen ausgrenzen; friedliebend ist es vielmehr, die universalen Dimensionen in der eigenen Religion zu stärken

    Abstract: Die Erinnerung an den religiös-zionistischen Pädagogen Kurt Silberpfennig (1905–1942) stellt sich dar wie ein vor langer Zeit zerschlagenes Glas; die meisten Scherben sind zu Splittern zertreten, blind geworden und zu Sand zerrieben. Nur Weniges ist von ihm geblieben, eine Akte mit Studienunterlagen, ein Ausreiseantrag, ein polizeiliches Vernehmungsprotokoll, wenige Briefwechsel, zwei Zeitschriftenbeiträge, drei Fotos, sein Name in Adressbüchern. Die Recherchen führen zu einem Lehrer und Jugendfunktionär, der an der jüdischen Volksschule des Philanthropin in Frankfurt am Main unterrichtete, anschließend für den Jugendverband Bachad im Palästina-Amt in Berlin arbeitete und in dieser Funktion als Delegierter 1939 am 21. Zionistenkongress in Genf teilnahm. Ab 1940 leitete Silberpfennig das Hachschara-Lager Steckelsdorf in Brandenburg und wurde im Juli 1942 mit seiner Familie und den Steckelsdorfer Jugendlichen nach Auschwitz deportiert. Der Studie gelingt es, die noch vorhandenen Fragmente in ihren zeitgeschichtlichen Zusammenhang einzuordnen und schließlich eine weitgehend unbekannte Phase deutsch-jüdischer Bildungsgeschichte zu rekonstruieren.

    Abstract: Der „Ewige Jude“ stand auf dem Index der verbotenen Bücher – das lässt aufhorchen: Kämpfte die katholische Kirche so gegen antisemitische Stereotype? Dieser Frage geht der Autor anhand der Verfahren gegen die französischen Autoren Edgar Quinet und Eugène Sue nach, die das Motiv des Ewigen Juden im 19. Jahrhundert neu interpretierten. Der detaillierte Einblick in den Alltag der Zensoren ist entlarvend: In den Archiven der Inquisition und der Indexkongregation sind irreführende Gutachten zu finden, die für ihre Verfasser nur noch Mittel zu dem Zweck waren, sich in den revolutionären Kämpfen ihrer Zeit richtig zu positionieren. Mitarbeiter der zuständigen Kongregationen waren völlig überfordert, und Bücher wurden sogar ohne vorherige Lektüre verboten. Die unverzichtbare Analyse weiterer, zeitgleich ablaufender Verfahren im Kontext der kirchenpolitischen Großwetterlage zeigt schließlich: Der „Ewige Jude“ geriet nicht wegen Antisemitismus in den Blick der Zensoren, sondern weil insbesondere Sue als antijesuitisch, unmoralisch, sozialistisch und revolutionär galt

    Abstract: The 2018 Yearbook of the Dubnow Institute comprises two focal points: The first offers new approaches to the history of the Jews in the GDR. Historical research has in recent decades focused primarily on the lives of Jewish Communists as well as the relationship between the SED to Jewish citizens of the GDR and to Israel. This volume therefore focuses on questions relating both to the lived realities in the Jewish communities of the GDR and to individual self-conceptions in the tension between Socialism and Jewish heritage in the “workers’ and peasants’ state”. The second focal point reports on the on-site cataloging work conducted in archives and private collections in Israel. Various aspects and perspectives of an only recently rediscovered tradition of German Jewish history are here presented on the basis of estates and collections identified, cataloged, and processed in the framework of a joint project of the German Literature Archive in Marbach and the Franz Rosenzweig Minerva Research Center at the Hebrew University in Jerusalem over the past years. Archival theory and practice as well as questions of knowledge transfer and exile research are thereby addressed through case studies drawn from zoology, urban planning, orientalism, librarianship, film, and theater.     Abstract: Another Modernity is a rich study of the life and thought of Elia Benamozegh, a nineteenth-century rabbi and philosopher whose work profoundly influenced Christian-Jewish dialogue in twentieth-century Europe. Benamozegh, a Livornese rabbi of Moroccan descent, was a prolific writer and transnational thinker who corresponded widely with religious and intellectual figures in France, the Maghreb, and the Middle East. This idiosyncratic figure, who argued for the universalism of Judaism and for interreligious engagement, came to influence a spectrum of religious thinkers so varied that it includes proponents of the ecumenical Second Vatican Council, American evangelists, and right-wing Zionists in Israel. What Benamozegh proposed was unprecedented: that the Jewish tradition presented a solution to the religious crisis of modernity. According to Benamozegh, the defining features of Judaism were universalism, a capacity to foster interreligious engagement, and the political power and mythical allure of its theosophical tradition, Kabbalah—all of which made the Jewish tradition uniquely equipped to assuage the post-Enlightenment tensions between religion and reason.     Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Abraham Ibn Ezra was “reborn” in the Latin West in the last decades of the thirteenth century thanks to a plethora of authored and anonymous Latin translations of his astrological writings. The present volume offers the first critical edition, accompanied by an English translation, a commentary, and an introductory study, of Liber nativitatum (Book of Nativities) and Liber Abraham Iudei de nativitatibus (Book on Nativities by Abraham the Jew), two astrological treatises in Latin that were written by Abraham Ibn Ezra or attributed to him, and whose Hebrew source-text or archetype has not survived. The first is undoubtedly an anonymous Latin translation of the second version of Ibn Ezra’s Sefer ha-moladot (Book of Nativities), whose Hebrew source text is otherwise lost. The second is the most mysterious specimen among the Latin works attributed to Ibn Ezra that have no extant Hebrew counterpart. The present volume shows not only that the Liber Abraham Iudei de nativitatibus underwent a significant metamorphosis over time and was transmitted in four significantly different versions, but also that its date of composition is not that previously accepted by modern scholarship

    Abstract: "The authors publish a previously unedited Regimen of Health attributed to Avenzoar (Ibn Zuhr), translated at Montpellier in 1299 in a collaboration between a Jewish philosopher and a Christian surgeon, the former translating the original Arabic into their shared Occitan vernacular, the latter translating that into Latin. They use manuscript evidence to argue that the text was produced in two stages, first a quite literal version, then a revision improved in style and in language adapted to contemporary European medicine. Such collaborative translations are well known, but the revelation of the inner workings of the translation process in this case is exceptional. A separate Hebrew translation by the philosopher (also edited here) gives independent evidence of the lost Arabic original." --

    Abstract: explores the various ways that ancient Jewish and Christian writers engaged with and interpreted the Hebrew Bible in antiquity, focusing on physical mechanics of rewriting and reuse, modes of allusion and quotation, texts and text forms, text collecting, and the development of interpretative traditions. Contributions examine the use of the Hebrew Bible and its early versions in a variety of ancient corpora, including the Septuagint, Dead Sea Scrolls, New Testament, and Rabbinic works, analysing the vast array of textual permutations that define ancient engagement with Jewish scripture. This volume argues that the processes of reading and cognition, influenced by the physical and intellectual contexts of interpretation, are central aspects of ancient biblical interpretation that are underappreciated in current scholarship

    Abstract: Despite scholars’ ongoing historical and sociological investigations into the ancient family, the right and the status of the firstborn son have been rarely explored by NT scholars, and this topic has not attracted the careful attention that it deserves. This work offers a study of the meaning of the firstborn son in the New Testament paying specific attention to the concept of primogeniture in the Old Testament and Jewish literature. This study argues that primogeniture was a unique institution in Jewish society, and that the title of the firstborn son indicates his access to the promise of Israel, and is associated with the right of the inheritance (i.e., primogeniture) including the Land and the special status of Israel

    Abstract: Linda Stone’s analysis of the anti-Jewish polemic present in three closely-linked twelfth-century Psalms glosses brings a new source to the study of medieval Christian-Jewish relations. She reveals how its presence, within the parva , media and magna glosses compiled respectively, by Anselm of Laon, Gilbert of Poitiers and Peter Lombard, illuminates the various societal challenges facing the twelfth-century Church. She shows that, rather than a twelfth-century phenomenon, using such anti-Jewish terminology in Christian Psalms exegesis was a long-standing reflection of Christianity’s ambivalence towards Judaism.     Abstract: Whether forced by governmental decree, driven by persecution and economic distress, or seeking financial opportunity, the Jews of early modern Europe were extraordinarily mobile, experiencing both displacement and integration into new cultural, legal, and political settings. This, in turn, led to unprecedented modes of social mixing for Jews, especially for those living in urban areas, who frequently encountered Jews from different ethnic backgrounds and cultural orientations. Additionally, Jews formed social, economic, and intellectual bonds with mixed populations of Christians. While not necessarily effacing Jewish loyalties to local places, authorities, and customs, these connections and exposures to novel cultural settings created new allegiances as well as new challenges, resulting in constructive relations in some cases and provoking strife and controversy in others.The essays collected by Francesca Bregoli and David B.
    Abstract: Ruderman in Connecting Histories show that while it is not possible to speak of a single, cohesive transregional Jewish culture in the early modern period, Jews experienced pockets of supra-local connections between West and East—for example, between Italy and Poland, Poland and the Holy Land, and western and eastern Ashkenaz—as well as increased exchanges between high and low culture.

    Abstract: "This book discusses the "long fifteenth century" in Iberian history, between the 1391 pogroms and the forced conversions of Aragonese Muslims in 1526, a period characterized by persecutions, conversions and social violence, on the one hand, and cultural exchange, on the other. It was a historical moment of unstable religious ideas and identities, before the rigid turn taken by Spanish Catholicism by the middle of the sixteenth century; a period in which the physical and symbolic borders separating the three religions were transformed and redefined but still remained extraordinarily porous.     Abstract: Die vielfältigen Transformationen der Bibel in Vergangenheit und Gegenwart werden exemplarisch an jüdischen und christlichen Transformationen der Davidfigur und des Opfermotivs diskutiert.     Abstract: Die Samuelbücher beschreiben einen bestimmten Abschnitt der Geschichte Israels, sind also Geschichtsschreibung - freilich ganz eigener Art -, und sie tun es in ästhetisch höchst anspruchsvoller Weise, sind also ein literarisches Kunstwerk - ebenfalls ganz eigener Art. Beiden Aspekten gehen die hier vorgelegten Studien nach: zuerst in betont fachexegetischer, historisch-wissenschaftlicher Herangehensweise, dann in thematischen Längsschnitten und in Porträts einzelner Erzählfiguren. Im Ergebnis zeigen sich ein ganz spezifisches Verhältnis von Faktizität und Fiktionalität, eine höchst feinsinnige Erzählkunst und sehr prägnante Menschen- und Gottesbilder.

Dazu führt er in den Stand der archäologischen und historischen Forschung ein und bezieht die Ergebnisse kritisch auf die biblische Darstellung. So entsteht ein Bild der Geschichte des antiken Israel im Kontext der südlichen Levante, das manches Mal vertraut, oft aber auch frisch und unerwartet daherkommt. Für die Neuauflage wurden zahlreiche Abschnitte überarbeitet und neueste Literatur ergänzt. Der Charakter als Studienbuch wurde noch einmal methodisch reflektiert und verstärkt.

    Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.
