    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

For the immigrants, these festivals serve as a collective “definitional ceremony,” with an intersection of ethnicity, culture, and identity. They also help them to develop cultural and religious syncretism. The discussion of their social and political leaders’ ethnic activism provides important insights about the ways in which immigrant leaders employ their ethnic tradition as a resource for mobilizing cultural, social, and political capital that will facilitate their penetration of the cultural mainstream

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: Franz Oppenheimer (1864-1943) was a prominent German sociologist, economist and Zionist activist. As a co-founder of academic sociology in Germany, Oppenheimer vehemently opposed the influence of antisemitism on the nascent field. As an expert on communal agricultural settlement, Oppenheimer co-edited the scientific Zionist journal Altneuland (1904-1906), which became a platform for a distinct Jewish participation within the racial and colonial discourses of Imperial Germany. By positioning Zionist aspirations within a German colonial narrative, Altneuland presented Zionism as an extension, instead of a rejection, of German patriotism. By doing so, the journal’s contributors hoped to recruit new supporters and model Zionism as a source of secular Jewish identity for German Jewry. While imagining future relationships between Jews, Arabs, and German settlers in Palestine, Oppenheimer and his contemporaries also reimagined the place of Jews among European nations.

September starben David Berger, Ze’ev Friedman, Yossef Gutfreund, Eliezer Halfin, Amitzur Shapira, Kehat Schor, Mark Slavin, Andrei Spitzer, Yakov Springer und der deutsche Polizist Anton Fliegerbauer beim desaströsen Versuch der Geiselbefreiung durch die bayerische Polizei in Fürstenfeldbruck. Erst 50 Jahre danach konnte sich die deutsche Bundesregierung zu angemessenen Entschädigungszahlungen und zur Anerkennung ihrer Schuld durchringen. Zwölf Monate – Zwölf Namen porträtiert die Opfer und ihre Biographien und dokumentiert zwölf Monate vielfältigen öffentlichen Gedenkens.

"Kasztner-Gruppe" in die Schweiz ausreisen. Später wanderte er nach Israel aus und wurde ein bekannter Wissenschaftler und Sportler. Als Geher nahm er an den Olympischen Spielen in München teil und überlebte den Anschlag der palästinensischen Terrorgruppe auf die israelische Mannschaft am 5. September 1972.Im Begleitband zur Ausstellung "Lebensläufe. Verfolgung und Überleben im Spiegel der Sammlung von Shaul Ladany" werden zahlreiche Originaldokumente zur Verfolgung im Nationalsozialismus präsentiert, ergänzt um Informationen zur deutschen Besatzungsherrschaft in Serbien und Ungarn sowie zum Neuanfang der Überlebenden im Staat Israel.Auch der antisemitisch begründete Anschlag bei den Olympischen Spielen 1972 wird anhand von Quellen dargestellt.Die pädagogische Handreichung bietet die Möglichkeit zur Auseinandersetzung mit Kontinuitätslinien des Antisemitismus durch die Kontextualisierung des Schicksals von Shaul Ladany. Das Material, teilweise bestehend aus perforierten, heraustrennbaren Seiten, ist ab SEK. II einsetzbar.     Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories.     Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Remigration und Austauschbeziehungen in die Diaspora untermauerten das Selbstverständnis der transnationalen Gemeinschaft der Juden in Deutschland nach 1945. Aber wie entwickelte sich jüdisches Gemeindeleben unter ihrem Einfluss im geteilten Deutschland? Im Beitrag werden am Beispiel der Gemeinden in Dresden und Würzburg Säkularisierungs- und Traditionsbelebungsprozesse unter dem Einfluss von Remigration nachvollzogen. Unter Einbeziehung der politischen Bedingungen im Kalten Krieg wird als Zweites der Frage nachgegangen, welche Rolle transnationale Beziehungen und Räume für das jeweilige Gemeindeleben spielten.

    Abstract: Der Kommentar bedient sich unterschiedlicher Zugänge und Methoden zur Erschließung des Mittelteils der Königebücher. Diese erscheinen dabei in neuem Licht, und zwar sowohl in diachroner wie in synchroner Hinsicht. Grundlegend ist eine detaillierte Textkritik, die häufig Lesarten aus der Septuaginta und der Vetus Latina denen aus der hebräischen Tradition vorzieht. Dies wiederum hat Folgen für die Chronologie der Könige von Israel und Juda. Zudem wird eine neue Theorie zur Entstehungs- und Kompositionsgeschichte dieses Teils der Königebücher entwickelt: Er verdankt sich großenteils einem nachexilischen "prophetischen Erzähler", der freilich auf ältere Legenden, namentlich über Elischa, zurückgriff und der Gesamtdarstellung die Gestalt gab, die sie heute hat.

The book focuses on colonial encounters between local groups in southwest Canaan (between the modern-day metropolitan areas of Tel Aviv and Gaza) and agents of the Egyptian Empire during the Late Bronze Age (16th-12th centuries BCE). This new perspective presents the multifaceted aspects of Egyptian colonialism, the role of local agency, and the reshaping of local practices and ideas. Following that, the book examines local responses to the collapse of the empire, mechanisms of societal regeneration during the Iron Age I (12th-10th centuries BCE), the remnants of the Egyptian-Canaanite colonial order, and changes in local ideology and religion"--

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: The story of Israel's foundation has often been told from the perspective of Jewish immigration to the Land of Israel. Leaving Zion turns this historical narrative on its head, focusing on Jewish out-migration from Palestine and Israel between 1945 and the late 1950s. Based on previously unexamined primary sources collected from twenty-two archives in six countries, Ori Yehudai demonstrates that despite the dominant view that displaced Jews should settle in the Jewish homeland, many Jews instead saw the country as a site of displacement or a way-station to more desirable lands. Weaving together the perspectives of governments, aid organizations, Jewish communities and the personal stories of individual migrants, Yehudai brings to light the ideological, political and social tensions surrounding emigration. Covering events in the Middle East, Europe and the Americas, this study provides a fresh transnational perspective on the critical period surrounding the birth of Israel and the post-Holocaust reconstruction of the Jewish world

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: Antisemitismus ist wieder sichtbar, teils offen, teils versteckt hinter "unbedachten " Äußerungen und Israelkritik.     Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Die Erinnerung an den religiös-zionistischen Pädagogen Kurt Silberpfennig (1905–1942) stellt sich dar wie ein vor langer Zeit zerschlagenes Glas; die meisten Scherben sind zu Splittern zertreten, blind geworden und zu Sand zerrieben. Nur Weniges ist von ihm geblieben, eine Akte mit Studienunterlagen, ein Ausreiseantrag, ein polizeiliches Vernehmungsprotokoll, wenige Briefwechsel, zwei Zeitschriftenbeiträge, drei Fotos, sein Name in Adressbüchern. Die Recherchen führen zu einem Lehrer und Jugendfunktionär, der an der jüdischen Volksschule des Philanthropin in Frankfurt am Main unterrichtete, anschließend für den Jugendverband Bachad im Palästina-Amt in Berlin arbeitete und in dieser Funktion als Delegierter 1939 am 21. Zionistenkongress in Genf teilnahm. Ab 1940 leitete Silberpfennig das Hachschara-Lager Steckelsdorf in Brandenburg und wurde im Juli 1942 mit seiner Familie und den Steckelsdorfer Jugendlichen nach Auschwitz deportiert. Der Studie gelingt es, die noch vorhandenen Fragmente in ihren zeitgeschichtlichen Zusammenhang einzuordnen und schließlich eine weitgehend unbekannte Phase deutsch-jüdischer Bildungsgeschichte zu rekonstruieren.

    Abstract: The 2018 Yearbook of the Dubnow Institute comprises two focal points: The first offers new approaches to the history of the Jews in the GDR. Historical research has in recent decades focused primarily on the lives of Jewish Communists as well as the relationship between the SED to Jewish citizens of the GDR and to Israel. This volume therefore focuses on questions relating both to the lived realities in the Jewish communities of the GDR and to individual self-conceptions in the tension between Socialism and Jewish heritage in the “workers’ and peasants’ state”. The second focal point reports on the on-site cataloging work conducted in archives and private collections in Israel. Various aspects and perspectives of an only recently rediscovered tradition of German Jewish history are here presented on the basis of estates and collections identified, cataloged, and processed in the framework of a joint project of the German Literature Archive in Marbach and the Franz Rosenzweig Minerva Research Center at the Hebrew University in Jerusalem over the past years. Archival theory and practice as well as questions of knowledge transfer and exile research are thereby addressed through case studies drawn from zoology, urban planning, orientalism, librarianship, film, and theater. The General Section and the Features of the Yearbook contain contributions on protagonists and facets of Jewish literary, political, philosophical, and economic history as well as their reception in Germany, Lithuania, the Soviet Union, and the United States, including Hannah Arendt, Lazar Gulkowitsch, Melvin J. Lasky, and Georg Simmel.

    Abstract: Viele Holocaust-Überlebende können erst, wenn sich ihr Lebensende nähert, über die damaligen Erlebnisse sprechen. Sie haben Pogrome erlebt, häufig auch Konzentrationslager. Die Erfahrungen von Flucht und Vertreibung haben sie geprägt, viele Traumata gehen nie vorüber. Ihre Überlieferungen sind wichtiger denn je. Die noch Lebenden sind Zeitzeugen, ihre Lebensgeschichten sind einzigartig. In diesem Buch kommen Holocaust-Überlebende zu Wort, die über Erlebtes und über ihre Sicht auf Gegenwart und Zukunft sprechen. Gerade in Zeiten des aufflackernden Antisemitismus ist ihre Stimme umso wichtiger. Ob sie in Deutschland und Österreich oder in Israel leben, das prägt ihre Perspektive, deren Gegenüberstellung ist das Besondere dieses Buches: Wer nach Israel gelangt ist, hat häufig nie wieder einen Fuß nach Deutschland oder Österreich gesetzt. Diejenigen, die geblieben oder zurückgekehrt sind, müssen sich Fragen stellen, warum sie im Land der Täter geblieben sind.     Abstract: Sabrina Schütz untersucht im vorliegenden Band die Vorstellungen von ›Nation‹ und ›Nationalismus‹ im frühen deutschen zionistischen Diskurs vor dem Ersten Weltkrieg. Im Fokus der Studie stehen eine Reihe von markanten politisch-ideologischen Themenfeldern und Schlüsseldebatten aus der zionistischen Wochenzeitung Jüdische Rundschau, die mit Konzepten der modernen Nationalismus- und Zionismusforschung sowie mit Ansätzen aus der postkolonialen Kritik untersucht werden. In enger Anlehnung an Homi K. Bhabhas Hybriditätstheorie geht die Autorin von der These aus, dass der deutsche Zionismus eine eigentümliche, ›hybride‹ Variante von Nationalismus entwickelte, die einerseits ausgiebig auf die Traditionsbestände des deutschen Nationalismus zurückgriff, und andererseits sich zugleich davon distanzierte. The present study explores concepts of ‘nation’ and ‘nationalism’ in early German Zionism before the First World War. Doing so, it focuses on a series of crucial issues and keynote debates in the contemporary Zionist press, particularly in the prominent Zionist newspaper Jüdische Rundschau. The introduction adapts current theories of Zionism, nationalism and postcolonial studies so as to provide a methodological framework of analysis for Diaspora Zionism. It argues that German Zionism is best understood in line with Homi K. Bhabha’s notion of hybridity as it was characterized by a close affinity to various forms of German nationalism, while, at the same time, by its own distinctive – albeit contradictory or counternarrative – transformations of these adapted ideas.

    Abstract: Die Samuelbücher beschreiben einen bestimmten Abschnitt der Geschichte Israels, sind also Geschichtsschreibung - freilich ganz eigener Art -, und sie tun es in ästhetisch höchst anspruchsvoller Weise, sind also ein literarisches Kunstwerk - ebenfalls ganz eigener Art. Beiden Aspekten gehen die hier vorgelegten Studien nach: zuerst in betont fachexegetischer, historisch-wissenschaftlicher Herangehensweise, dann in thematischen Längsschnitten und in Porträts einzelner Erzählfiguren. Im Ergebnis zeigen sich ein ganz spezifisches Verhältnis von Faktizität und Fiktionalität, eine höchst feinsinnige Erzählkunst und sehr prägnante Menschen- und Gottesbilder.

    Abstract: This book sheds new light on the history of the sanctity of Jerusalem in Islam. It is noticed already in the Quran which describes Muhammad's vision of a nocturnal journey from the "sacred mosque" (al-masjid al-ḥarām) in Mecca to the "far-off mosque" (al-masjid al-aqṣā) namely, the Temple Mount in Jerusalem. In his night journey to the site of the demolished Temple, Muhammad signaled to his contemporary Jews the course of salvation in which already Moses had led the Children of Israel to their promised land. On the other hand, the Quran praises also the Abrahamic sanctity of Mecca, especially in sūras which reflect the polemical rift with the Jews who eventually refused to recognize Muhammad as their messianic savior. After the death of Muhammad, when the first Muslims came from Arabia to Palestine, their awareness of the Quranic sanctity of al-Masjid al-Aqṣā resurfaced. This book elucidates major aspects of the renewed and growing sanctity of Jerusalem and al-Sham at large, as reflected in the available Islamic traditions. These traditions show also how patterns of the sanctity of Jerusalem were eventually adapted to Mecca in reaction to the growing prestige of Jerusalem, especially during the Umayyad period

    Abstract: In The Jewish Question: History of a Marxist Debate , Enzo Traverso explores the causes and the forms of the encounter that took place, from the middle of the nineteenth century to the Holocaust, between the intelligentsia of a cosmopolitan minority and the most radical ideological current of Western modernity. From Karl Marx to the Frankfurt School, the 'Jewish Question' — to a set of problems related to emancipation and anti-Semitism, cultural assimilation and Zionism — raised significant controversies within Marxist theory.
