    Abstract: "In his three-volume history, Antony Polonsky provides a comprehensive survey—socio-political, economic, and religious—of the Jewish communities of eastern Europe from 1350 to the present. Until the Second World War, this was the heartland of the Jewish world: nearly three and a half million Jews lived in Poland alone, while nearly three million more lived in the Soviet Union. Although the majority of the Jews of Europe and the United States, and many of the Jews of Israel, originate from these lands, their history there is not well known. Rather, it is the subject of mythologizing and stereotypes that fail both to bring out the specific features of the Jewish civilization which emerged there and to illustrate what was lost. Jewish life, though often poor materially, was marked by a high degree of spiritual and ideological intensity and creativity. Antony Polonsky recreates this lost world—brutally cut down by the Holocaust and less brutally but still seriously damaged by the Soviet attempt to destroy Jewish culture.     Abstract: This volume focuses on the major issues and debates in the study of Jews and Judaism in late antiquity (3rd to 7th c. C.E.), providing cutting-edge surveys of the state of scholarship, main topics and research questions, methodological approaches, and avenues for future research. Based on both Jewish and non-Jewish, literary and material sources, this volume takes an interdisciplinary approach involving historians of ancient Judaism, scholars of rabbinic literature, archaeologists, epigraphers, art historians, and Byzantinists. Developments within Jewish society and culture are viewed within the respective regional, political, cultural, and socio-economic contexts in which they took place. Special focus is given to the impact of the Christianization of the Roman Empire on Jews, from administrative, legal, social, and cultural points of view. The contributors examine how the confrontation with Christianity changed Jewish practices, perceptions and organizational structures, such as, for example, the emergence of local Jewish communities around synagogues as central religious spaces. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: This book explores the way that the Torah was appreciated and interpreted as a text and symbol in Christian and Jewish sources from the Second Temple period through the Middle Ages. It tracks the development and complex interactions of three images of Torah— “God-like,” “Angelic,” and “Messianic”— which are found in late-antique Jewish and Christian materials as well as in medieval kabbalistic and Jewish philosophic sources.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. The process makes it clear that moderation in different degrees by both sides is essential to arrive at acceptable agreements on concessions proposed and agreed upon by both sides.

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings. Boaz Ganor is Founder and Executive Director of the International Institute for Counter-Terrorism (ICT), and Ronald S. Lauder Chair for Counter-Terrorism at Reichman University in Israel. In My Second-Favorite Country, Sivan Zakai offers the first longitudinal study of how American Jewish children come to think and feel about Israel, tracking their evolving conceptions from kindergarten to fifth grade. This work sheds light on the perception of Israel in the minds of Jewish children in the US and provides a rich case study of how children more generally develop ideas and beliefs about self, community, nation, and world. In contrast to popular views of America’s youth as naive or uninterested, this book illuminates both the complexity of their thinking and their desire to be included in conversations about important civic and political matters. Zakai draws from compelling empirical data to prove that children spend considerable effort contemplating the very concepts that adults often assume they are not ready to discuss. Indeed, the book argues that over the course of their elementary school education, children develop and express deep interest in complex issues such as the intricacies of identity and belonging, conflicting ways of framing the past, and the demands of civic responsibility. Ultimately, Zakai argues that in order to take children’s ideas seriously and better prepare them for a world full of disagreement, a substantive shift in educational practices is necessary

    Abstract: "This quantitative study of Piotrków Trybunalski traces the evolution of the population in the typical early modern semi-agrarian town in which the majority of activity was concentrated in the Jewish suburbs into a provincial capital in Congress Poland. Through the use of longitudinal aggregations and family reconstruction it explores fertility, mortality, and marriage patterns from the early nineteenth century, when civil records were introduced, until the Holocaust, revealing key differences as well as striking similarities between local Jews and non-Jews. The example of Piotrków set in a broader European context highlights variations in the pre-transitional demography of Ashkenazi Jewry and lack of universal model describing the "traditional" or "eastern European" Jewish family"--

    Abstract: A close reading of postrevolutionary Russian and Yiddish literature and film recasts the Soviet Jew as a novel cultural figure: not just a minority but an ambivalent character navigating between the Jewish past and Bolshevik modernity. The Russian Revolution of 1917 transformed the Jewish community of the former tsarist empire. In particular, the Bolshevik government eliminated the requirement that most Jews reside in the Pale of Settlement in what had been Russia’s western borderlands. Many Jews quickly exited the shtetls, seeking prospects elsewhere. Some left for bigger cities, others for Europe, America, or Palestine. Thousands tried their luck in the newly established Jewish Autonomous Region in the Far East, where urban merchants would become tillers of the soil. For these Jews, Soviet modernity meant freedom, the possibility of the new, and the pressure to discard old ways of life. This ambivalence was embodied in the Soviet Jew—not just a descriptive demographic term but a novel cultural figure. In insightful readings of Yiddish and Russian literature, films, and reportage, Sasha Senderovich finds characters traversing space and history and carrying with them the dislodged practices and archetypes of a lost Jewish world. There is the Siberian settler of Viktor Fink’s Jews in the Taiga, the folkloric trickster of Isaac Babel, and the fragmented, bickering family of Moyshe Kulbak’s The Zemlenyaners, whose insular lives are disrupted by the march of technological, political, and social change. There is the collector of ethnographic tidbits, the pogrom survivor, the émigré who repatriates to the USSR. Senderovich urges us to see the Soviet Jew anew, as not only a minority but also a particular kind of liminal being. How the Soviet Jew Was Made emerges as a profound meditation on culture and identity in a shifting landscape

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: In The Theological Profile of the Peshitta of Isaiah , Attila Bodor explores theological elements in the book of Isaiah as represented in the Peshitta. Through a close study of its interpretative renderings, the author shows that this lesser-known ancient version is not only an important witness to textual history and a repository of early exegetical traditions but also testifies to the beliefs of the early Syriac-speaking community from which the Peshitta emerged. In the monograph, sixty-three Peshitta divergences from the Hebrew version of Isaiah are collected and analyzed in order to illustrate the theological implications and the impact of these divergent renderings on the interpretation and reception of the major Isaianic themes that treat God, the Messiah, and the people of God

    Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories. Reaching beyond the field of Biblical Studies, Dr. Stahl's treatment of the historical and ideological significances of the title "god of Israel" in the Hebrew Bible offers a fruitful case study into the larger issue of the ways in which religion may shape-and be shaped by-social and political structures

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

Using theoretical advances in the study of language contact, he examines in detail the sociolinguistic landscape during the Assyrian, Babylonian, and Achaemenid periods. Boyd then places the language and literature of Ezekiel and Isaiah in this sociolinguistic landscape.     Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. After a literature study, the author describes the socio-cultural context of his boundary-crossing friendship in the realm of the Israeli occupation and then investigates it through the perspective of Hofstede's cultural dimensions. The tremendous cultural differences as they appear are in line with Hofstede's theory for three of the value orientations but in the field of "uncertainty avoidance" they conflict with the theory. Challenges and opportunities in the friendship, and their implications for personal growth, among others, are illustrated by a series of intriguing stories of friendship"--

    Abstract: During the first half of the twentieth century, nationalizing processes in Europe and Palestine reshaped observant Jewry into two distinct societies, ultra-Orthodoxy and national-religious Judaism. Tracing the dynamics between the two most influential Orthodox political movements of the period, from their early years through the founding of the State of Israel, Daniel Mahla examines the crucial role that religio-political entrepreneurs played in these developments. He frames the contest between non-Zionist Agudat Yisrael and religious-Zionist Mizrahi as the product of wide-ranging social and cultural struggles within Orthodox Judaism and demonstrates that at the core of their conflict lay deep tensions between rabbinic authority and political activism. While Orthodoxy's encounter with modern Jewish nationalism is often cast as a confrontation between religious and secular forces, this book highlights the significance of intra-religious competition for observant Jewry's transition to the age of the nation state and beyond

    Abstract: The story of Israel's foundation has often been told from the perspective of Jewish immigration to the Land of Israel. Leaving Zion turns this historical narrative on its head, focusing on Jewish out-migration from Palestine and Israel between 1945 and the late 1950s. Based on previously unexamined primary sources collected from twenty-two archives in six countries, Ori Yehudai demonstrates that despite the dominant view that displaced Jews should settle in the Jewish homeland, many Jews instead saw the country as a site of displacement or a way-station to more desirable lands. Weaving together the perspectives of governments, aid organizations, Jewish communities and the personal stories of individual migrants, Yehudai brings to light the ideological, political and social tensions surrounding emigration. Covering events in the Middle East, Europe and the Americas, this study provides a fresh transnational perspective on the critical period surrounding the birth of Israel and the post-Holocaust reconstruction of the Jewish world

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: In A Stake in the Ground , Michael Schraer explores the economic functions of real estate amongst the Jews of the medieval crown of Aragon. He challenges the view of medieval Jews as primarily money-lenders and merchants, finding compelling evidence for extensive property trading and investment. Jews are found as landlords to Christian tenants, transferring land in dowries, wills and gifts. Property holdings were often extremely valuable. For some, property was a major part of their asset portfolios. Whilst many property transactions were linked to the credit boom, land also acted as a liquid and tradeable investment asset in its own right. This is a key contribution to the economic history of medieval Iberia and of medieval Jews

    Abstract: Despite scholars’ ongoing historical and sociological investigations into the ancient family, the right and the status of the firstborn son have been rarely explored by NT scholars, and this topic has not attracted the careful attention that it deserves. This work offers a study of the meaning of the firstborn son in the New Testament paying specific attention to the concept of primogeniture in the Old Testament and Jewish literature. This study argues that primogeniture was a unique institution in Jewish society, and that the title of the firstborn son indicates his access to the promise of Israel, and is associated with the right of the inheritance (i.e., primogeniture) including the Land and the special status of Israel

    Abstract: In Dead Sea Media Shem Miller offers a groundbreaking media criticism of the Dead Sea Scrolls. Although past studies have underappreciated the crucial roles of orality and memory in the social setting of the Dead Sea Scrolls, Miller convincingly demonstrates that oral performance, oral tradition, and oral transmission were vital components of everyday life in the communities associated with the Scrolls. In addition to being literary documents, the Dead Sea Scrolls were also records of both scribal and cultural memories, as well as oral traditions and oral performance. An examination of the Scrolls’ textuality reveals the oral and mnemonic background of several scribal practices and literary characteristics reflected in the Scrolls

    Abstract: In Style and Context of Old Greek Job , Marieke Dhont offers a new understanding of the linguistic and stylistic diversity in the Septuagint corpus. To this end, the author innovatively uses Polysystem Theory, which has been developed in the field of modern literary studies. After discussing the appropriateness of a systemic approach to understanding Jewish-Greek literature, the author reflects on the Jewishness of Greek-language texts. Dhont then presents a thorough literary analysis of the Old Greek version of the book of Job.     Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Abstract: The essays in Reading the Gospel of John’s Christology as Jewish Messianism: Royal, Prophetic, and Divine Messiahs seek to interpret John’s Jesus as part of Second Temple Jewish messianic expectations. The Fourth Gospel is rarely considered part of the world of early Judaism. While many have noted John’s Jewishness, most have not understood John’s Messiah as a Jewish messiah. The Johannine Jesus, who descends from heaven, is declared the Word made flesh, and claims oneness with the Father, is no less Jewish than other messiahs depicted in early Judaism.     Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: Senses of Scripture, Treasures of Tradition' offers recent findings on the reception, translation and use of the Bible in Arabic among Jews, Samaritans, Christians and Muslims from the early Islamic era to the present day. In this volume, edited by Miriam L. Hjälm, scholars from different fields have joined forces to illuminate various aspects of the Bible in Arabic: it depicts the characteristics of this abundant and diverse textual heritage, describes how the biblical message was made relevant for communities in the Near East and makes hitherto unpublished Arabic texts available. It also shows how various communities interacted in their choice of shared terminology and topics, and how Arabic Bible translations moved from one religious community to another

    Abstract: Fighting over the Bible explores the bitter conflicts between main stream Jews and their internal and external opponents, especially between particular Jewish groups such as Pharisees, Sadducees, Qumranites, Samaritans, Rabbanites and Karaites, as well as with Christians and Muslims regarding their interpretations of Jewish Scripture. The Hebrew Bible/Old Testament is an important sacred text for all branches of the Abrahamic faiths, but it has more often divided than unified them. This volume explores and exemplifies the roots of these interpretive conflicts and controversies and traces the rich exegetical and theological approaches that grew out of them. Focusing on the Jewish sources from the late Second Temple period through the high Middle-Ages, it illustrates how the study of the Bible filled the vacuum left by the Temple’s destruction, and became the foundation of Jewish life throughout its long conflicted history

She was a unique woman, great leader, with a magnetic personality, a highly complex individual. She held some of the most important positions that her party and the State could bestow. She fulfilled most of them with talent and dignity. She failed in the top job – that of Prime Minister. This biography traces her origins, her American roots, her immediate family, her failed marriage, her rise in the party, the trade union movement, her massive and enduring achievements as Secretary of Labor and Housing, her ten year stint as foreign minister and finally the reasons that led to her failure as prime minister. She was a very good tactician, far less a strategist. She was a major builder of modern Israel whose influence on that country, on Israel-American relations and on Jewish history was evident primarily from 1969 to 1974. The author who served as spokesman for Golda Meir in 1973-1974 weaves a gripping story of one of the builders and leaders of the State of Israel

    Abstract: The eighteen studies in this volume in honor of Moshe Bernstein on the occasion of his 70th birthday mostly engage with Jewish scriptural interpretation, the principal theme of Bernstein’s own research career as expressed in his collected essays, Reading and Re-Reading Scripture at Qumran (Brill, 2013). The essays develop a variety of aspects of scriptural interpretation. Although many of them are chiefly concerned with the Dead Sea Scrolls, the significant contribution of the volume as a whole is the way that even those studies are associated with others that consider the broader context of Jewish scriptural interpretation in late antiquity. As a result, a wider frame of reference for scriptural interpretation impinges upon how scripture was read and re-read in the scrolls from Qumran
