    Abstract: Hansestädtische Handelsfirmen profitierten von der Beteiligung an der deutschen Besatzung Polens während des Zweiten Weltkriegs. Zahlreiche Hamburger und Bremer Überseehandelsfirmen engagierten sich in der Besatzungswirtschaft des Generalgouvernements. Sie beteiligten sich zum einen an der brutalen Ausbeutung der polnischen Landwirtschaft. Zum anderen trugen sie dazu bei, die polnischen Jüdinnen und Juden auszurauben und wirtschaftlich zu verdrängen - ein wichtiger Schritt auf dem Weg zum Genozid. Die Kaufleute erhielten nicht nur einen Teil des Raubguts. Sie füllten auch die volkswirtschaftliche Lücke aus, die durch die Vernichtung der jüdischen Gemeinden entstand. Viele waren bis 1939 im Kolonialhandel tätig gewesen und rechtfertigten ihr Tun in Polen mit kolonialistischen und antisemitischen Deutungsmustern. Das für die hansestädtischen Unternehmen sehr profitable Geschäft bildete ein wesentliches Element der verbrecherischen deutschen Besatzung in Polen. Eine zentrale Rolle spielten dabei die Handelskammern Hamburgs und Bremens, die den »Osteinsatz« ihrer Kaufleute mit vorantrieben. Felix Matheis beleuchtet die bislang kaum bekannte Geschichte der lukrativen Zusammenarbeit zwischen hanseatischen Wirtschaftseliten und nationalsozialistischen Besatzungsbehörden.

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: "Kinder achten, wertschätzen und partizipieren lassen" - Janusz Korczak gilt als einer der wichtigsten Pädagogen des 20. Jahrhunderts und trägt bis heute den Beinamen "Vater der Kinderrechte". In seiner Pädagogik der Achtung stehen die kindliche Sichtweise und die respektvolle Begegnung mit dem Kind stets im Mittelpunkt. Korczak arbeitete als Kinderarzt und Schriftsteller von Kinderbüchern und pädagogischen Schriften und übernahm 1912 die Leitung eines jüdischen Waisenhauses. Gemeinsam mit den ihm anvertrauten 200 Waisenkindern wurde er in das Konzentrationslager Treblinka deportiert und ermordet. Bis heute prägt seine pädagogische Arbeit nicht nur den Autor dieses Buches, sondern zu großen Teilen auch die Arbeit in der frühkindlichen Bildung. Zu Korczaks 80. Todestag und vor dem Hintergrund der vielzähligen Herausforderungen, vor denen nicht nur die pädagogischen Fachkräfte, sondern auch die Kinder aktuell stehen, beleuchtet der Autor in seinem Buch 'Janusz Korczak: Die Aktualität seiner Pädagogik', inwieweit Korczaks Pädagogik noch heute auf die Arbeit in Kindertageseinrichtungen angewendet werden kann.

    Abstract: Hans-Jürgen Bömelburg erzählt erstmals die Geschichte von Lodz, der zweitgrößten polnischen Stadt des 19./20. Jahrhunderts, aus multikultureller und vielsprachiger Perspektive. Die Stadt ist historisch durch die Textilindustrie geprägt. Ihr Aufstieg war die Leistung von deutschen, jüdischen, polnischen und russischen Wirtschaftsbürgern und oft in prekären Verhältnissen lebenden, vor allem weiblichen Arbeitskräften in den Fabriken. Diese kosmopolitische Bevölkerung bestimmte das Gesicht von Lodz als einer „Stadt der vier Kulturen“. Das Buch zeigt aber auch, wie die Einwohnerschaft in den 1930er Jahren in nationale Gruppen aufgespalten wurde und wie sie während des 2. Weltkriegs als deutsch besetztes „Litzmannstadt“ von innen zerstört wurde. Vertreibung und Diskriminierung nach 1945 zerstörten multikulturelle Restbestände. Im kommunistischen Polen besaß die Textilindustrie keine Lobby und ging auch in Lodz in den 1990er Jahren unter.

    Abstract: In The "God of Israel" in History and Tradition , Michael Stahl provides a foundational study of the formulaic title "god of Israel" ( 'elohe yisra'el ) in the Hebrew Bible. Employing critical theory on social power and identity, and through close literary and historical analysis, Dr. Stahl shows how the epithet "god of Israel" evolved to serve different social and political agendas throughout the course of ancient Israel and Judah's histories. Reaching beyond the field of Biblical Studies, Dr. Stahl's treatment of the historical and ideological significances of the title "god of Israel" in the Hebrew Bible offers a fruitful case study into the larger issue of the ways in which religion may shape-and be shaped by-social and political structures

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: Despite being one of the smallest countries in the OECD, Israel is marked by significant socio-economic disparities, which have a clear spatial dimension. Ethnic and religious groups with weak socio-economic outcomes are not benefitting from the thriving high-tech sector in the centre of the country. As a result, there is a persistent lack of employment opportunities in the peripheral areas alongside skills shortages in the dynamic centre. Inequalities between municipalities are the highest in the OECD. Moreover, the current pandemic has hit poorer Haredi neighbourhoods particularly hard. The government should reduce barriers that prevent segments of the population from fully participating in the economic process and give everyone a similar chance to succeed, regardless of where he or she was born. This will require equal access to high-quality education, affordable housing, reasonable public transportation and improved urban planning in every municipality to reduce spatial divides and segregation of disadvantaged households. Local authorities can play a significant role, since good municipal government and effective policies to achieve national priorities are the best means to improve the outcomes of residents of poor areas.

    Abstract: Israel’s tax mix is reasonably growth- and employment-friendly. Nonetheless, tax reform is needed to foster an inclusive recovery from the COVID-19 crisis and help tackle Israel’s main economic and societal challenges of high poverty, including among those in work, and slow aggregate productivity growth. The earned income tax credit has been an effective tool to reduce poverty and increase employment among the low-skilled and could be further expanded. The business tax system provides large benefits that aim to incentivise companies to become more productive, but the existing design may create distortions. This preferential tax treatment should be reviewed with a view to better targeting the scheme to ensure net benefits to society. There is also scope to simplify the tax system by removing inefficient tax expenditures and better leverage Israel’s impressive technological capacity to further lower compliance costs and reduce tax evasion. Finally, excise taxes should be adjusted, including by taxing carbon more heavily, to improve environmental and health outcomes.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

    Abstract: We examine the impact of multinational enterprises (MNEs) on labor productivity in two ways: 1) creating high-paying jobs; and 2) improving employees’ human capital. Our analysis is based on a unique database that matches workers to companies, for the 450 largest companies in Israel, during the years 2005-2010. The main challenge in dentifying the impact of MNEs on labor productivity stems from their tendency to cherry-pick workers. This study offers an innovative solution to this selection bias by constructing a sample of employees who have all worked at MNEs at some point. We find that, on average, current employment at a MNE is associated with a wage premium of 8.3%. Moreover, past work experience at a MNE has a positive 1.6% impact on wages. Although economically significant, the results are relatively modest compared to those reported in the literature. In addition, we differentiate MNEs according to size and brand recognition, and find that the impact on wages is larger for leading MNEs. These results were found to be stable with respect to changes in the sample and in specifications.

    Abstract: One of a series of studies on vocational education and training, this review assesses the apprenticeship system and vocational education and training in Israel and provides policy recommendations. Israel has experienced strong economic growth over the last decade, and labour shortages are observed in many sectors and occupations. At the same time, inequity and disadvantage in some population groups are rising. This report suggests several ways in which Israel might reform its vocational and apprenticeship programmes so that they effectively support the Israeli economy by providing the skills in demand on the labour market, and improve life chances and social mobility of individuals. The report argues for an expansion and integration of apprenticeship programmes into the mainstream upper secondary system, and development of systematic work-based learning placements in selected school-based vocational programmes. Currently vocational education and training in Israel is fragmented and students and employers often find it difficult to navigate. To address this challenge, the report recommends creating a single strategic body that will plan and guide policy development on vocational education and training, and champion it within government. A relatively large share of adults in Israel has low basic skills, particularly among Arab Israelis and Haredi Jews. Addressing basic skills weaknesses in these populations should be a priority.

    Abstract: "The Scientification of the "Jewish Question" under National Socialism describes the attempt of a considerable number of German scholars to counter the vanishing influence of religious prejudices against the Jews with a new antisemitic rationale. As anti-Jewish stereotypes of an old-fashioned soteriological kind had become dysfunctional under the pressure of secularization, a new, more objective explanation was needed to justify the age-old danger of Judaism in the present. In the 1930s a new research field called "Judenforschung" (Jew research) emerged. Its leading figures amalgamated racial and religious features to verify the existence of an everlasting "Jewish problem". Along with that they offered scholarly concepts for its solution"--

    Abstract: Israel is a young country with still dynamic population growth, but it is already beginning to face the consequences of population ageing. The pension system relies largely on mandatory private retirement saving, which will moderate the long-term fiscal impact. Yet, there are questions about the fairness of the pension system, given the regressive nature of some of its tax provisions, its ability to effectively protect the most vulnerable elderly, whose poverty rate is high, as is the case for the rest of the population, and its efficiency in securing and valuing these retirement savings to guarantee pension adequacy. This review examines ways forward for policy to address these issues by reinforcing the protective role of basic pensions, by encouraging people to work longer and by improving the fairness and effectiveness of the system’s second pillar.     Abstract: Promoting competition to enhance productivity at the firm level and resulting income and growth improvement and a lower cost of living is an important economic and social challenge in Israel. Consistent evidence shows multiple deficiencies leading to a dual functioning of the economy between exposed and sheltered sectors. Product markets are hampered by regulations that are far from best practice. Because of its geographical and geopolitical situation, Israel is less open to foreign trade than other small OECD countries. Moreover, its product markets feature monopolies in many sectors. Addressing these issues have been high on the policy agenda since the 2011 “tent protests”, and the authorities have adopted or launched reforms in many domains since then.     Abstract: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

    Abstract: Measuring and Assessing Well-being in Israel provides a description of the level, distribution, and sustainability of well-being in Israel. Drawing on the methodology developed in the bi-annual report on well-being in OECD countries – How's Life? – this report extends the methodology to provide in an-depth examination of well-being in a single OECD country. The report examines well-being in Israel in the context of the Israeli government's recent initiative to develop indicators of well-being, resilience, and sustainability, and provides a complementary account of well-being in Israel with a stronger focus on international comparisons. Going beyond a simple statistical description of the level and distribution of well-being in Israel, the report also uses Israel as a case study of how well-being measures can be used to identify areas of high policy relevance. In particular, the report analyses the preferences of Israeli citizens across the different dimensions of the OECD well-being framework. Finally, the report reviews the Israeli statistical system from the perspective of measuring well-being, and notes the key areas where further statistical development is desirable. Measuring and Assessing Well-being in Israel is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index, an interactive website that aims to involve citizens in the debate about what a better life means to them.

    Abstract: This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

    Abstract: 1983 schreibt Manfred Rosengarten aus San Francisco einem einstigen Klassenkameraden in Themar von seinem Heimweh. Nach der Vertreibung durch die Nazis hatte er, der Jude aus dem Süden Thüringens, in den USA ein neues Zuhause gefunden. Ganz schnell entspinnt sich ein reger Briefwechsel zwischen Einwohnern von Themar und den jüdischen Schulkameraden oder Nachbarn von damals. 2011 besuchen erstmals Nachfahren der Themarer Juden die kleine Stadt an der Werra. Die Erinnerungen werden eine "heilende" Wirkung haben. Denn bis 1933 lebten sie hier friedlich Tür an Tür, als Freunde, Nachbarn, Kameraden. Nach dem Ende der Nazi-Barbarei gab es keine Juden mehr in der Region. Erst in jüngeren Jahren suchen und erforschen engagierte Lokalhistoriker, interessierte Einwohner und Wissenschaftler die Geschichte der Juden in der Region, knüpfen sie Kontakte zu Nachfahren. Sie können weiße Flecken in Ortschroniken mit Worten und Bildern füllen, und oft schlägt die Spurensuche eine Brücke zwischen gestern und heute. Sie finden bewegende jüdische Lebenswege, allerorten. Wie ein Roadmovie erzählt die Dokumentation von Ulli Wendelmann von jahrhunderte währender Gemeinschaft. Denn Juden haben zwischen Rennsteig und Werra eine fast tausendjährige Geschichte. Sie waren Händler, Mechaniker, Lehrer, Kaufleute, Bankiers, Fabrikanten. In manchen Orten wie Berkach stellten sie ein Drittel der Einwohner. In Meiningen sorgte der jüdische Bankier Gustav Strupp für wirtschaftliche Impulse weit über seine Heimatregion hinaus. Ohne die jüdische Familiendynastie Simson gäbe es die "Waffen-und Fahrzeugstadt" Suhl nicht. In Oberhof organisierte Dr. Alexander Lion bis 1936 die Betreuung bei Ski-Wettkämpfen, die Sanitätskolonnen des jüdischen Arztes wurden Vorläufer der allgemeinen Bergwacht. Doch die tausendjährige Geschichte ist ebenso voll von Pogromen, Vertreibungen und der Auslöschung der jüdischen Bevölkerung mit dem Holocaust.

    Abstract: Ancient Near Eastern empires, including Assyria, Babylon and Persia, frequently permitted local rulers to remain in power. The roles of the indigenous elites reflected in the Nehemiah Memoir can be compared to those encountered elsewhere. Nehemiah was an imperial appointee, likely of a military/administrative background, whose mission was to establish a birta in Jerusalem, thereby limiting the power of local elites. As a loyal servant of Persia, Nehemiah brought to his mission a certain amount of ethnic/cultic colouring seen in certain aspects of his activities in Jerusalem, in particular in his use of Mosaic authority (but not of specific Mosaic laws). Nehemiah appealed to ancient Jerusalemite traditions in order to eliminate opposition to him from powerful local elite networks

Gemeinsam mit dem israelischen Premierminister Ben Gurion hatte Bundeskanzler Konrad Adenauer die außenpolitische Weichenstellung Schritt für Schritt vorbereitet. Nach dem Holocaust schien es unvorstellbar, dass Deutsche und Juden jemals wieder Freundschaft schließen könnten. Doch vor 50 Jahren begann das Unmögliche möglich zu werden. Korrespondentin Nicola Albrecht aus dem ZDF-Studio Tel Aviv erzählt von echter Verbundenheit in der Politik und wahrer Liebe zwischen Juden und Nichtjuden. Die Israelin Rilli und der Deutsche Benedikt wollen heiraten, und zwar in Prag. Israel erkennt Ehen zwischen Juden und Nichtjuden nicht an. Jetzt treffen sie letzte Hochzeitsvorbereitungen. Am Abend vor der Trauung heißt es "Prost" und "Le Chaim". Danach werden sie noch zweimal Hochzeit feiern - in Deutschland und in Tel Aviv. 1965 war Ruth 20 Jahre alt. Sie interessierte sich schon immer für Israel, vor allem für den Gedanken der Wiedergutmachung. Ruth engagierte sich und sammelte Spenden für Israelprojekte. Dann traf sie den Soldaten Abraham Achlama, konvertierte zum Judentum und folgte ihm nach Israel. Inzwischen sind die beiden seit 40 Jahren verheiratet. Nirit und Andreas leben in Berlin. Bei ihnen dreht sich vieles um die Vergangenheit. Andreas' Vater war in der SA, doch sie haben geschworen, dass es in ihrer Beziehung nicht um die Begleichung von Schuld gehen soll. Nirit arbeitet als Touristenführerin und eine Station lässt sie nie aus: die Rosenstraße in der Nähe des Alexanderplatzes. Für Nirit ist das Denkmal der Beweis dafür, dass die Liebe stärker ist als alles andere.

When the girls' mother finds out that Yochay may marry the widow and move to Belgium with her only grandchild, she proposes a match between Shira and the widower. Shira will have to choose between her heart's wish and her family duty. She will find out that the void which she must choose exists only within her heart.

    Abstract: Achtzig Jahre nach der Auswanderung des Saarbrücker Rabbiners Friedrich Salomon Rülf nach Palästina erzählt seine Tochter Yedida ihrem Enkel Yehuda von seinem Urgroßvater. Er fand mit Frau und fünf Kindern in Nahariya eine neue Heimat und baute dort eine moderne Gesamtschule auf und halt mit, das Schulwesen für eine freie jüdische Jugend aufzubauen. Friedrich Salomon Rülf wurde 1896 in Braunschweig geboren. Nach dem Studium und Promotion in Breslau war Rülf im Ersten Weltkrieg Feldhilfsrabbiner. 1929 kam er als Rabbiner der jüdischen Gemeinde nach Saarbrücken. Das Saargebiet unterstand damals einer Regierungskommission des Völkerbunds. "Im Land herrschte eine Atmosphäre der Internationalität", schrieb Rülf später in seiner Autobiografie. Dennoch kam es schon vor der Ernennung Hitlers zum Reichskanzler zu antisemitischen Ausschreitungen, die sich im Abstimmungskampf in brutaler Gewalt äußerten. Rülf setzte sich beim Völkerbund für die Juden an der Saar ein und wurde Mitinitiator des "Römischen Abkommens": Es beinhaltete, dass jüdische Emigranten nach der Rückgliederung an Hitler-Deutschland bis März 1936 ihr Vermögen mitführen konnten.

    Abstract: Mit List und Bestechung versucht der Berliner Bürstenfabrikant Otto Weidt in den 40er Jahren, seine Mitarbeiter, die fast alle Juden und fast alle blind sind, vor dem Zugriff der Gestapo zu bewahren. Als seine Sekretärin Alice Licht am Ende nach Auschwitz deportiert wird, macht sich Weidt, selbst nahezu blind, auf den Weg, um sie zu befreien. Es gelingt ihm, doch seine Liebe zu ihr bleibt unerfüllt. Berlin 1941. Die Werkstatt des Bürstenherstellers Otto Weidt gilt bei Berliner Juden, die in ćkriegswichtigen" Betrieben Zwangsarbeit leisten, als gute Adresse. Weidts irritierend enge Kontakte zur Gestapo und regelmäßige Bestechungen bieten ihm den Spielraum, seine Angestellten zumindest in den Räumen der Werkstatt vor den alltäglichen Herabwürdigungen zu schützen. ćPapa Weidt" wird er von allen genannt. Zu den wenigen Nicht-Blinden in der Werkstatt zählt Alice Licht, eine hübsche junge Frau aus gutbürgerlichem Haus. Mit Witz, Charme und Organisationstalent wird sie bald zu Ottos rechter Hand. Doch die beiden verbindet mehr als die Arbeitsbeziehung. Otto ist verheiratet, kein Jude, Ende 50 und fast blind; Alice, Jüdin, glatte 40 Jahre jünger und voller Pläne für ein eigenes Leben. Beide sind vom selben Schlag. Schnell begreift Alice Ottos kompliziertes System aus legalen Geschäften, Schiebereien und Gefälligkeiten und erweist sich als kaum weniger einfallsreich als er selbst. Sie bewundert ihn. Für Otto ist Alice die Verheißung auf ein Leben, das er gern geführt hätte. Aber die Schlinge um den Werkstattbetrieb zieht sich zu. Trotz regelmäßiger ćBesuche" der Gestapo scheint zunächst alles gut zu gehen. Doch dann werden fast sämtliche jüdischen Mitarbeiter auf einen Schlag abgeholt. Dieses eine Mal schafft es Otto Weidt noch, seine Blinden aus dem nahen Sammellager der Gestapo wieder herauszuholen. Während Alice und die anderen noch ganz darauf vertrauen, dass Papa Weidt sie auch weiter beschützen wird, ahnt dieser schon, dass die schlimmste Zeit noch bevorsteht. In aller Heimlichkeit beginnt er mit der Vorbereitung von Verstecken, bei Freunden und Bekannten, aber auch in den Räumen der Werkstatt. Als die massenhaften Deportationen beginnen, sind fast alle untergetaucht. Aber die Existenz im Versteck ist auf die Dauer kaum zu ertragen. In einem einzigen Moment der Vertrauensseligkeit werden alle Verstecke an einen ćGreifer" verraten. Immerhin schafft es Weidt durch seine Gestapo-Kontakte, dass zumindest Alice und ihre Eltern nach Theresienstadt kommen, wo er sie wenigstens durch Lebensmittelsendungen unterstützen kann. Aber nach einigen Monaten trifft eine Postkarte von Alice ein, abgestempelt in einem Ort in Oberschlesien nicht weit von Auschwitz. Darin gibt sie verklausuliert über ihre Verlegung nach Birkenau Bescheid. Otto Weidt zögert nicht lange: Als Handelsvertreter seiner eigenen Bürsten und Besen macht er sich auf den Weg, um Alice zu retten. In Auschwitz angekommen, bringt er in Erfahrung, dass Alice - ohne ihre Eltern - bereits weiter in ein Lager bei Christianstadt in der Niederlausitz gebracht worden ist, Teil einer riesigen Munitionsfabrik. Otto reist ihr nach, mietet ein Zimmer, versteckt dort Kleidung, Geld und eine Nachricht, die über einen Kontaktmann zu Alice gelangt. Erst im Januar 1945, im Laufe der chaotischen Auflösung des Lagers, gelingt Alice die Flucht. Über Christianstadt schafft sie den Weg zurück nach Berlin. Während der letzten Wochen des verlorenen Krieges und in den ersten Monaten danach beherbergen Otto und seine Frau Else sie. Dann ist alles vorbei. Otto hofft immer noch auf eine gemeinsame Zukunft. Aber Alice kann und will nicht bleiben. Deutschland ist nach dem Verlust ihrer Eltern und den grauenvollen Erlebnissen nicht mehr ihre Heimat. Sie erhält schließlich die Einreisegenehmigung in die USA und verlässt Berlin. Otto bleibt zurück, allein. Zwei Jahre später stirbt er. An sein Wirken erinnert heute nur noch das ćMuseum Blindenwerkstatt Otto Weidt" in Berlin-Mitte und die israelische Ehrung als ćGerechter unter den Völkern".

Gas- und Wasserleitungen sind kaputt, und die meisten haben kein Geld, das reparieren zu lassen." Werkzeugmacher Volker Zink sucht derweil nach Dachpappe. Das Wort hat er extra auf Hebräisch gelernt, doch versteht es trotzdem niemand. Die Reportage "Was heißt Dachpappe auf Hebräisch?" begleitet sächsische Handwerker, die in Israel ehrenamtlich Wohnungen ausbessern.

    Abstract: Haben wir es beim Schwabinger Kunstfund mit NS-"Raubkunst" zu tun, oder ist die Beschlagnahmung der Sammlung Gurlitt ein moderner Kunstraub aus dem Jahr 2012? Fragen von Besitz und Eigentum, Recht und Moral stehen im Zentrum der Dokumentation um den Fall Gurlitt, der seit Monaten die internationalen Medien beschäftigt. Anfangs erscheint der "seltsame" Herr Gurlitt in dieser Debatte zunächst als Täter - erst später kommen Stimmen auf, die ihn als Opfer des Systems sehen. 2010 fällt er deutschen Zöllnern bei der Einreise aus der Schweiz auf. Er führt Bargeld mit sich: 9.000 Euro, ab 10.000 hätte er verzollen müssen. Die Zollfahnder beschließen, Gurlitt beschatten zu lassen - und entdecken, dass der unscheinbare alte Mann weit über tausend Gemälde und Bilder aller Epochen in seiner Wohnung lagert. Schnell kommt ein Verdacht auf: Handelt es sich bei Teilen der Sammlung um "Raubkunst"? Gurlitts Vater Hildebrand handelte während der NS-Zeit mit Kunst, machte auch Geschäfte mit jüdischen Sammlern. War er damit für viele die letzte Hoffnung an Geld zu kommen oder bereicherte er sich an ihrer Not? Rettete Gurlitt senior bedeutende Werke der Moderne vor der Verbrennung durch die Nazis oder machte er sich moralisch schuldig? Nach dem Tod des Vaters gingen die Werke in den Besitz seines Sohnes Cornelius über. Wusste der Erbe von der Herkunft der Bilder? 2012 wird die Sammlung durch die Staatsanwaltschaft Augsburg beschlagnahmt, das Nachrichtenmagazin "Focus" bringt den Fall an die Öffentlichkeit. Opferverbände wollen Gurlitt die Bilder dauerhaft abnehmen. Doch dieser ist der festen Überzeugung, der rechtmäßige Besitzer der Gemälde zu sein. Er fühlt sich vom Staat beraubt. Gleichzeitig sind sich Experten einig: Eine Rechtsgrundlage zur Herausgabe von "Raubkunst" gibt es nicht. Hat ein übereifriger Staat Cornelius Gurlitt zum Bauernopfer in einem möglichen Präzedenzfall gemacht?

Für viele jüdische Kinder Berlins wird die Goldschmidt-Schule zum letzten Zufluchtsort vor dem wachsenden Rassismus. Auf dem Lehrplan steht vor allem Englisch - als Voraussetzung für ein Leben im Exil. Nach der Pogromnacht 1938 eskaliert die Lage der Juden in Deutschland: Viele Goldschmidt-Schüler fliehen mit ihren Familien. Im September 1939 muss Leonore Goldschmidt die Schule schließen. Sie geht ins Exil nach England. ćGoldschmidts Kinder - Überleben in Hitlers Schatten" erzählt die bislang weitgehend unbekannte Geschichte einer mutigen und listigen Frau, die für viele jüdische Kinder Berlins zum Schutzengel wurde. Vor allem aber lässt die Dokumentation nacherleben, wie Rassismus und Antisemitismus in die Gesellschaft einsickerten und die Seelen der jüdischen Kinder peinigten: Überlebende Schüler, heute alle weit über 80 Jahre alt, berichten in berührenden Statements, wie sehr sie unter Ausgrenzung und Drangsalierungen litten. Aus allen aber spricht tiefe Dankbarkeit für eine Frau, die eine ćOase inmitten der Hölle" schuf und ćihre" Kinder vorbereitete auf ein neues Leben im Exil. Für die Dokumentation ćGoldschmidts Kinder - Überleben in Hitlers Schatten" hat die Familie Goldschmidt ihr Archiv mit zahlreichen Fotos, Briefen, Tagebüchern und anderen Dokumenten geöffnet. Leonore Goldschmidts Enkel David erzählt von seiner Großmutter, die 1983 verstorben ist. Außerdem können die Autoren auf einen Dokumentarfilm zurückgreifen, den der amerikanische Journalist Julian Bryan 1937 in der Goldschmidt-Schule gedreht und aus Deutschland herausgeschmuggelt hat. Er zeigt u. a. die Zeitzeugen, die in der Dokumentation zu Wort kommen. So entsteht ein dichtes und emotionales Bild vom Leben in der Goldschmidt-Schule - einer einzigartigen Institution im Schatten des Nazi-Terrors.

Kurt Landauer (Josef Bierbichler), ehemaliger Spieler und Präsident des FC Bayern, ist eigentlich nur auf der Durchreise, auf dem Weg in seine neue Heimat Amerika. Doch dann kommt alles ganz anders. Als "bayerischer Jude" war er 1933 vom Präsidentenamt verdrängt, ins KZ Dachau verschleppt und in Schweizer Exil getrieben worden. Nun will er sich in der amerikanischen Besatzungszone ein Visum abholen und für immer in die USA ausreisen. Von seiner Familie, aber auch von seinem einstmals geliebten Club ist fast nichts mehr übrig. Und doch findet er ein letztes Familienmitglied: die langjährige Haushälterin im Haus seiner Eltern, Maria (Jeanette Hain). Zwar hält er daran fest, nur solange bleiben zu wollen, bis der Papierkram mit den Amerikanern erledigt ist, doch kann der Macher Landauer nicht aus seiner Haut und wird schnell wieder zu einem wichtigen Mann des FC Bayern. Dabei herrscht Misstrauen auf beiden Seiten. Es gibt genug Mitglieder im Verein, die aus eigenen Schuldgefühlen oder nach wie vor tief sitzenden Ressentiments gegen den "Juden Landauer" ihn lieber so schnell wie möglich auf dem Dampfer nach Amerika sehen wollen. Doch Landauer setzt sich durch, bringt das Stadion in einen bespielbaren Zustand, schließt Frieden mit dem Stadtrivalen 1860 München und schafft es tatsächlich, aus jungen, ausgehungerten Männern wieder ein Team zu bilden. Landauer legt den Grundstein für einen der erfolgreichsten Fußballvereine der deutschen Nachkriegsgeschichte. Landauers Biografie ist außergewöhnlich, und doch hat bisher noch niemand sein Leben erzählt. Der Fokus des Films von Regisseur Hans Steinbichler und Produzent Michael Souvignier nach einem Buch von Dirk Kämper liegt auf einem Abschnitt der deutschen Geschichte, die ebenso wie Landauer bisher wenig Aufmerksamkeit erfahren hat. Im Gegensatz zum "Dritten Reich", dem Zweiten Weltkrieg und den wundersamen Wachstumsjahren blieb die Zeit, die unmittelbar auf den Krieg folgte, ein kaum bearbeitetes Thema des deutschen Films. Genau in dieses zerbombte und desillusionierte Deutschland kehrt Landauer zurück.

    Abstract: Weit über tausend Spielfilme wurden in Deutschland während der Zeit des Nationalsozialismus hergestellt. Über 40 NS-Filme sind bis heute nur unter Auflagen zugänglich - sie sind „Vorbehaltsfilme". Volksverhetzend, kriegsverherrlichend, antisemitisch und rassistisch - so lauten die Begründungen, warum die Filme für die Öffentlichkeit nicht frei zugänglich sind. Urheberrecht und Jugendschutz sind dabei die juristischen Hebel, denn das deutsche Grundgesetz erlaubt keine Zensur. Der Umgang mit ihnen ist umstritten: Bewahren oder entsorgen, freigeben oder verbieten? „Verbotene Filme" stellt die „Nazifilme aus dem Giftschrank" vor und macht sich auf die Suche nach ihrem Mythos, ihrem Publikum und ihrer Wirkung heute - in Deutschland wie im Ausland. Eine Reise zur dunklen Seite des Kinos.     Abstract: Zu den Aufgaben des israelischen Inlandsnachrichtendienstes Schin Bet zählen Terrorismusbekämpfung, Spionageabwehr und Aufklärung staatsfeindlicher Aktivitäten. Seit dem Sechs-Tage-Krieg 1967 untersteht Schin Bet auch die gesamte nachrichtendienstliche Tätigkeit in den besetzten Gebieten (Westjordanland und Gazastreifen). Erstmals äußern sich in diesem Film Führungskader von Schin Bet, der generell unter größter Geheimhaltung agiert. Im nationalen Diskurs Israels spielen die Sicherheitskräfte gewöhnlich eine überdimensionierte Rolle. Zwei dieser Organe - Armee und Mossad - umgibt eine geradezu legendäre Aura. Nach dem Sechs-Tage-Krieg wurde jedoch das für die innere Sicherheit zuständige Organ Schin Bet zur zentralen Größe in den Diskussionen der israelischen Entscheidungsträger. Seit die israelischen Truppen 1967 einen triumphalen Sieg über die Nachbarländer davontrugen, überwacht der Nachrichtendienst eine zahlreiche, feindlich gesinnte Bevölkerung in den von Israel besetzten Gebieten. Es ist die Aufgabe von Schin Bet, diese Bevölkerung in friedlichen Zeiten wie in Unruheperioden unter Kontrolle zu halten. "Töte zuerst!" erzählt die Geschichte dieses vielleicht aktivsten, zweifelsohne aber geheimsten Organs der israelischen Sicherheitskräfte aus der Perspektive seiner leitenden Kader, die das Vertrauen der politischen Eliten des Landes mehr als alle anderen genießen. In einer Reihe von Interviews berichten sechs hochrangige Schin-Bet-Offiziere ohne Umschweife über bedeutende Ereignisse in ihrer Amtszeit. Dabei sprechen sie auch über den moralischen Zwiespalt, in dem sie sich aufgrund von Folter und Terror, Verhaftungen und Ermordungen befanden. Möglicherweise haben sie den Bürgern, die sie zu schützen geschworen hatten, durch ihr Handeln mehr Sicherheit gebracht. Aber ist Israel dadurch auch dem Frieden näher gekommen? Im Stil des Dokumentarfilms "The Fog of War" von Errol Morris werden ihre Ausführungen mit schockierenden Archivbildern und 3D-Animationen unterlegt, die auf Fotos der geschilderten Ereignisse basieren. Sie veranschaulichen die Hintergründe des moralischen Dilemmas und konfrontieren den Zuschauer mit der Frage, ob er oder seine Regierung in der gleichen Lage hätten anders handeln können. Vor dem Hintergrund der zentralen Rolle, die Israel beim weltweiten Kampf gegen den Terror spielt, geben die Bekenntnisse dieser "Gatekeeper" zu denken und zwingen den Zuschauer sich zu fragen, mit welchen Mitteln dieser Kampf geführt werden soll, ob im Gazastreifen oder in Guantánamo, in Palästina oder Pakistan. Wie ein moralisches Gleichnis zeigen die Schilderungen der Schin-Bet-Offiziere, was passiert, wenn ein Volk oder eine Nation versucht, Gewalt mit Gewalt zu begegnen. Der Dokumentarfilm erhielt eine Oscarnominierung für den besten Dokumentarfilm 2013; ebenso als bester Dokumentarfilm der Los Angeles Film Critics sowie als bester Dokumentarfilm bei den New York Film Critics Circle Awards 2012; er war außerdem nominiert für den besten langen Dokumentarfilm beim IDFA 2012.

    Abstract: Das Bild Nazideutschlands wird bis heute von Propagandaaufnahmen geprägt. Erst in den letzten Jahren haben eine Fülle von Amateurfilmen das von Joseph Goebbels erschaffene Selbstbild der Diktatur relativiert. In diesem Kontext sind die Aufnahmen des amerikanischen Journalisten Julien Bryan aus dem Jahr 1937 von unschätzbarem Wert, denn sie sind gedreht mit dem Anspruch, hinter die Kulissen zu blicken. Michael Kloft hat die einzigartigen Filmdokumente ausgewertet und zu einem ungewöhnlichen Dokumentarfilm über das Dritte Reich verarbeitet. 1937 ist Hitlers Diktatur nach innen gefestigt, alle Regimegegner sind emigriert oder mundtot gemacht. Die Wirtschaft erholt sich von der großen Krise, die Volksgemeinschaft fühlt sich zunehmend wohl. Das nimmt auch das demokratische Ausland in Europa und Übersee zur Kenntnis. Aber kritische Geister sind sicher, dass sich hinter dem schönen Schein eine Realität von mörderischem Rassenwahn und kriegslüsterner Revanchepolitik verbirgt. Im Sommer 1937 erhält der amerikanische Dokumentarfilmer Julien Bryan eine Sondergenehmigung, das Dritte Reich zu bereisen und dort Filmaufnahmen zu machen. Er will den Amerikanern die Wahrheit über Deutschland zeigen. Bryan fährt im September und Oktober 1937 mit seiner Kamera durch weite Teile des Landes. Natürlich darf er nur genehmigte Schauplätze filmen, trotzdem gelingt es ihm immer wieder, auch den Machthabern unbequeme Szenen zu drehen. Mit ungewöhnlichen Motiven und Perspektiven schafft Julien Bryan eine unvoreingenommene Darstellung im Sinne des Dokumentarfilms der 30er Jahre als Gegenstück zum Propagandafilm Riefenstahlscher Prägung. Nur wenige Minuten des von Julien Bryan außer Landes geschmuggelten Materials wurden 1938 in einer Wochenschau der amerikanischen Gesellschaft "March of Time" verarbeitet - als Anklage gegen das Hitler-Regime. Aber fast alle der in Schwarz-Weiß gedrehten originalen 35-mm-Rollen sind erhalten geblieben und wurden für diese Produktion in High Definition abgetastet. Julien Bryan hat seine Aufnahmen 1938 während einer Vortragsreise an der Columbia Universität in New York City gezeigt. Seine Ausführungen wurden damals mitgeschrieben, Zitate aus dem Text liest der Schauspieler Matthias Brandt. Cutterin Monika Finneisen hat die Szenen aus Nazideutschland zu einem bedrückenden Panorama montiert. Irmin Schmidt, der legendäre Gründer der Kölner Rockband "Can", ist ein Altmeister der deutschen Filmmusik. Nun hat er nach mehr als 40 Jahren erstmals wieder einen Dokumentarfilm vertont. Für seinen düsteren und vielschichtigen Sound hat der 1937 in Berlin geborene Komponist sich von dem Lied "Es ist ein Schnitter, heißt der Tod" aus dem Dreißigjährigen Krieg inspirieren lassen. Tatsächlich lasten auf Julien Bryans bisweilen harmlos erscheinenden Bildern aus Deutschland die düsteren Vorboten des Zweiten Weltkriegs mit seinen 60 Millionen Toten. So wird der Sensenmann, der gleich zu Beginn der filmischen Reise ins Dritte Reich das Gras an der neuen Autobahn mäht, zum unfreiwilligen Symbol des Grauens, das die Deutschen über die Welt bringen werden.
