    Abstract: "Nazis, Islamic Antisemitism, and the Middle East demonstrates the impact on the Arab world of Nazi ideology and propaganda in the 1930s and beyond. In 1937, with the brochure "Islam and Judaism", a new form of Jew hatred came into the world: Islamic antisemitism. The Nazis did everything they could to anchor this new message of hate through their Arabic-language radio propaganda. The book sheds light on this hitherto unknown chapter of Germany's past. It presents new archive findings that show how the image of Jews in Islam changed between 1937 and 1948 under the influence of this propaganda and other Nazi activities. This fresh look at Middle East history allows for a more precise assessment of the present: What exactly is "Islamic antisemitism"? How is it currently manifesting itself in Germany and France? What makes it particularly dangerous? Only when we understand how strongly modern Middle East history is shaped by the aftermath of National Socialism will we be able to correctly interpret the hatred of Jews in this region and its echo among Muslims in Europe and develop adequate countermeasures.     Abstract: Gegen jeden Antisemitismus. Und die Umdeutung des Begriffes. Antisemitismus bleibt ein ernstes Problem und eine Gefahr für jüdische Menschen. Fast überall in Europa sind rechtspopulistische und rechtsextreme Parteien und Bewegungen gewachsen. Insofern scheint es angebracht, dass auch die EU, Regierungen und jüdische Gemeinden »Alarm« schlagen und auf das Problem hinweisen. Doch diese Aktivitäten sind oftmals nicht, was sie scheinen. Sie warnen eben nicht vor den neuen Faschisten. Für sie sind die Gegner*innen der israelischen Regierung das Hauptproblem. Wir erleben gerade, wie auf breiter Front eine Neudefinition des Begriffes »Antisemitismus« vorgenommen, wie dieser von den bürgerlichen Regierungen und neurechten Kräften sowohl gegen die politische Linkeals auch gegen Geflüchtete aus dem Mittleren Osten verwendet wird. Nicht die Verleumdung, mit der Linke überzogen werden, nicht einmal die Vorurteile gegen die Menschen aus dem arabischen Raum sind das Schlimmste in dieser Diskussion, sondern die Verharmlosung faschistischer und rassistischer Ideologien und die Begünstigung der Akzeptanz der angeblich »philosemitischen« neuen Rechten. Wir wollen dazu beitragen, die Diskussion auf die Füße zu stellen. Dabei beschäftigen wir uns sowohl mit der Geschichte des Antisemitismus als auch mit der Geschichte und der aktuellen Situation in Israel und Palästina und entwickeln eine internationalistische, sozialistische Herangehensweise an die Nahost-Frage.

    Abstract: In 1290, Jews were expelled from England and subsequently largely expunged from English historical memory. Yet for two centuries they occupied important roles in medieval English society. England's Jews revisits this neglected chapter of English history-one whose remembrance is more important than ever today, as antisemitism and other forms of racism are on the rise.Historian John Tolan tells the story of the thousands of Jews who lived in medieval England. Protected by the Crown and granted the exclusive right to loan money with interest, Jews financed building projects, provided loans to students, and bought and rented out housing. Historical texts show that they shared meals and beer, celebrated at weddings, and sometimes even ended up in bed with Christians.Yet Church authorities feared the consequences of Jewish contact with Christians and tried to limit it, though to little avail. Royal protection also proved to be a double-edged sword: when revolts broke out against the unpopular king Henry III, some of the rebels, in debt to Jewish creditors, killed Jews and destroyed loan records. Vicious rumors circulated that Jews secretly plotted against Christians and crucified Christian children. All of these factors led Edward I to expel the Jews from England in 1290. Paradoxically, Tolan shows, thirteenth-century England was both the theatre of fruitful interreligious exchange and a crucible of European antisemitism

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: In den letzten drei Jahrzehnten hat die Erforschung der jüdischen Geschichte Thüringens einen grossen Aufschwung genommen. Der Band gibt einen Einblick in die Entwicklung jüdischen Lebens in der Region vom Mittelalter bis ins 20. Jahrhundert. Die Beiträge befassen sich u.a. mit der Blütezeit jüdischen Lebens in Thüringen im Mittelalter, mit der Entwicklung des Landjudentums in der Frühen Neuzeit und der Rolle der Hofjuden in den zahlreichen thüringischen Residenzen, dem Kampf um die rechtliche Emanzipation im 19. Jahrhundert, der Verfolgung und Vernichtung während der Zeit des Dritten Reiches und dem Neubeginn jüdischen Lebens in Thüringen nach 1945. Anhand ausgewählter Themenfelder bietet der Band sowohl eine Bilanz der bisherigen Forschung als auch einen Einblick in aktuelle Projekte und einen Ausblick auf künftige Forschungsperspektiven

    Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: Secrecy and Esoteric Writing in Kabbalistic Literature examines the strategies of esoteric writing that Kabbalists have used to conceal secrets in their writings, such that casual readers will only understand the surface meaning of their texts while those with greater insight will grasp the internal meaning.     Abstract: "This book starts from the assumption that semiotics of culture and social-anthropological studies can offer useful tools to understand large segments and lasting aspects of the kabbalistic tradition. It attempts to study from this perspective the late Sephardi Kabbalah, by examining 16th-century emblematic commentaries that collect and carry on the earlier kabbalistic interpretation of the rabbinic ritual system. In this unusual light, much kabbalistic culture appears as an ongoing semiotic intensification of deep structures governing the discourse and practice of the Jews - so that, for instance, institutional cultic orders are integrated by other forms of order in imagination, thought, and experience"--

Weishut focuses on the interface between interculturality and friendship in the context of the Israeli-Palestinian conflict. After a literature study, the author describes the socio-cultural context of his boundary-crossing friendship in the realm of the Israeli occupation and then investigates it through the perspective of Hofstede's cultural dimensions. The tremendous cultural differences as they appear are in line with Hofstede's theory for three of the value orientations but in the field of "uncertainty avoidance" they conflict with the theory. Challenges and opportunities in the friendship, and their implications for personal growth, among others, are illustrated by a series of intriguing stories of friendship"--

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: "This book is an updated and expanded study of the manner in which the Supreme Court of Israel has related to petitions challenging actions of the Israeli authorities in the territories occupied by Israel during the 1967 War. The first edition of the study was published two decades ago by one of the present authors, David Kretzmer. The original work was completed just before the second intifida began in September 2000. It covered decisions of the Supreme Court both during the formative years of the Court's jurisprudence on the occupation, and during the first intifada that broke out in December 1987. As stated in the preface to the first edition, the beginning of the second intifada proved that the hopes that the historic Oslo Accords between Israel and the PLO (1993-1995) would lead to peace between Israel and the Palestinians and to the end of the occupation were premature. At the present time (2020) an end to direct Israeli control over the West Bank and restrictions on life in Gaza does not seem to be in sight. The so-called peace plan published by the Trump Administration in February 2020, as we were completing the manuscript, does not alter that picture, although it may contribute to changes in the regime in the West Bank. Much that has happened since the first edition was published has affected the type of cases that reach the Supreme Court, and consequently the topics covered in this study. After a wave of suicide bombings in Israel in 2001 and 2002 the IDF embarked on a military operation in the West Bank. This operation and subsequent hostilities between the IDF and armed Palestinian groups yielded a host of petitions relating to means and methods of warfare and to judicial review during active hostilities. In 2002 the Israeli government began the construction of a separation barrier in the West Bank, the declared purpose of which was to make it more difficult for potential Palestinian terrorists to enter Israel itself. The barrier's route not only spurred close to two hundred petitions to the Supreme Court; it was also the subject of an advisory opinion by the International Court of Justice. In August 2005 Israel withdrew its armed forces and civilian settlements from the Gaza Strip under the Disengagement Plan, and the government announced that Israel no longer had responsibility for Gaza. Controversy arose whether Gaza remained occupied territory. In 2006 the Hamas movement gained control over Gaza and the Government of Israel declared Gaza to be 'hostile territory.' The relations between Israel and Gaza have been tense ever since, with firing of rockets and bombs on Israeli towns and villages, severe restrictions on supply of goods to Gaza and movement of people between Gaza and the West Bank, and periods of active hostilities between Israel and Gaza. Since the first edition of this study was completed there has been a dramatic expansion in the number of Israeli settlements and settlers in the West Bank. This expansion has had various legal and practical consequences, including the emergence of two different legal regimes applicable to Israelis and to Palestinians resident in the West Bank"--

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.
