Kurzfassung:
Highlights the role of Herbert C. Pell, the U.S. representative to the United Nations War Crimes Commission, in formulating U.S. policy concerning the punishment of war criminals. Pell's viewpoint, that the UNWCC and future courts must deal not only with crimes against the Allies' nationals, but also with the crimes committed by Nazi Germany against its own Jewish nationals (as well as against Jewish nationals in the occupied countries), placed him in conflict with the State Department, as well as with the War and Navy Departments and with the British Foreign Office, who wanted to limit the scope of the trials. Roosevelt deliberated regarding which position to take; he finally dismissed Pell in the beginning of 1945. Although Pell lost his official position, he won the battle with the State Department - he succeeded in convincing the administration of the necessity to punish Nazi war criminals for all of their crimes.
