    Abstract: Examines the wartime career and activities of Dr. Kurt Blanke who, as an officer of the German military administration in France, namely the head of the office responsible for "the elimination of Jewish influence" from the French economy, displayed much enthusiasm and initiative in the "Aryanization" of Jewish property. Discusses Blanke's role in settling problems concerning Jewish property with Vichy authorities and in imposing a billion-franc fine on the Jews of the Occupied Zone in 1941. Blanke was in no case a passive executor of orders, neither was he a fanatical Nazi or rabid antisemite. Despite this, he was an energetic "persecution manager", which can be attributed to his sense of duty, professional ambition, and general loyalty toward the political leadership. There can be no doubt that Blanke was aware that the policy of the regime, which he served, was the physical destruction of Jews, and that his activities were a preliminary step in that direction.

    Abstract: This article focuses on a key episode of anti-Jewish persecution in German-occupied France. In the summer of 1942, a small number of high-ranking dignitaries from the Catholic Church played an important role in stopping a carefully planned deportation scheme that started in earnest with the roundups in Paris and resulted in the internment of thousands of Jews in the infamous Vélodrome d’Hiver stadium. The paper specifically addresses the Catholic church’s paradoxical response. While these religious figures did offer stiff and determined resistance, the Church remained indifferent and inarticulate when anti-Jewish legislation and discrimination was initiated by both German occupation authorities and their Vichy collaborators in late 1940. The article contends that it was not despite but because of the Church’s crucial political role, which served as a main pillar of the Vichy regime, that the intervention against the deportations turned out to be powerful and effective. Moreover, the paper clarifies that Vichy was fully committed to collaborating with the SS and Gestapo apparatus and implementing the deportation scheme and that it did not take any initiative to stop the transfer of Jews to the German persecutors, resulting in the mass murder of approximately 76,000 men, women, and children.

    Abstract: Positing an equally strong intention of genocide in all the Nazi-occupied countries, points to the great discrepancies in the percentage of Jews in each country actually murdered. Analyzes the differing structures of the occupation regimes and the rank and autonomy of the SS and police commander in the Netherlands, Belgium, and France, and correlates that with the percentage of the Jewish population deported (ca. 76%, 43%, and 25% respectively). Proposes a modification of the structuralist thesis of the Holocaust: the structure of the regime determined not the intention of mass murder but the effectiveness of its execution.

    Abstract: In 1942, two years after invading France, the Germans implemented their policy of exterminating the Jews. In contrast to Jews in many parts of German-occupied Europe, however, the majority of Jews in France survived, thanks to opposition to the Nazi extermination policy from Church dignitaries and the moral indignation of the average Frenchmen. Seeking to maintain popular support, the Vichy Regime bargained with the Germans over the substance and extent of its collaboration, which the Germans needed in order to hold France. Drawing on German and French sources, Wolfgang Seibel traces the twisted process of political decision-making that shaped the fate of the Jews in German-occupied France during World War II. By analyzing the German-French negotiations, he reveals the underlying logic as well as the actual course of the bargaining process as both the Vichy Regime and the Germans sought a stable relationship. Yet that relationship was continually reshaped by the progress of the war, Germany's deteriorating prospects, France's economic and geopolitical position, and the Vichy government's quest for domestic political support. The Jews' suffering intensified when the Germans had the upper hand; but when the French felt empowered, the Vichy Regime stopped collaborating in the completion of the "final solution." This book demonstrates the ways in which political circumstances can mitigate-or foster-mass crime
