    Abstract: Examines Himmler's contribution to the planning and implementation of the Final Solution, especially the coordination of the mass murders carried out by the Einsatzgruppen in the Soviet territories. Based on the proceedings of Nazi war crimes trials, reconstructs Himmler's general policy toward Jews and his concern to maintain the secrecy of the actions and to ensure ideological and psychological preparation of the troops charged with the executions. In order to hide the general design and to reduce the burden of the German police, Himmler and other high SS officials ordered a policy of inciting local anti-Jewish pogroms and creating select units of native police which participated in "reprisals" and mass murders. Focuses on the massacres in Lvov, Bialystok, and Minsk. Discusses cases of psychic breakdowns of the executioners and rare cases of refusal to kill women and children.
