    Abstract: "In his three-volume history, Antony Polonsky provides a comprehensive survey—socio-political, economic, and religious—of the Jewish communities of eastern Europe from 1350 to the present. Until the Second World War, this was the heartland of the Jewish world: nearly three and a half million Jews lived in Poland alone, while nearly three million more lived in the Soviet Union. Although the majority of the Jews of Europe and the United States, and many of the Jews of Israel, originate from these lands, their history there is not well known. Rather, it is the subject of mythologizing and stereotypes that fail both to bring out the specific features of the Jewish civilization which emerged there and to illustrate what was lost. Jewish life, though often poor materially, was marked by a high degree of spiritual and ideological intensity and creativity. Antony Polonsky recreates this lost world—brutally cut down by the Holocaust and less brutally but still seriously damaged by the Soviet attempt to destroy Jewish culture. Wherever possible, the unfolding of history is illustrated by contemporary Jewish writings to show how Jews felt and reacted to the complex and difficult situations in which they found themselves." --

    Abstract: This volume focuses on the major issues and debates in the study of Jews and Judaism in late antiquity (3rd to 7th c. C.E.), providing cutting-edge surveys of the state of scholarship, main topics and research questions, methodological approaches, and avenues for future research. Based on both Jewish and non-Jewish, literary and material sources, this volume takes an interdisciplinary approach involving historians of ancient Judaism, scholars of rabbinic literature, archaeologists, epigraphers, art historians, and Byzantinists. Developments within Jewish society and culture are viewed within the respective regional, political, cultural, and socio-economic contexts in which they took place. Special focus is given to the impact of the Christianization of the Roman Empire on Jews, from administrative, legal, social, and cultural points of view. The contributors examine how the confrontation with Christianity changed Jewish practices, perceptions and organizational structures, such as, for example, the emergence of local Jewish communities around synagogues as central religious spaces.     Abstract: This Companion explores the Israeli-Palestinian conflict from its inception to the present day, demonstrating the depth and breadth of the many facets of the conflict, from the historical, political, and diplomatic to the social, economic, and pedagogical aspects. The contributions also engage with notions of objectivity and bias and the difficulties this causes when studying the conflict, in order to reflect the diversity of views and often contentious discussion surrounding this conflict. The volume is organized around six parts, reflecting the core aspects of the conflict: historical and scholarly context of the competing narratives, contemporary evolution of the conflict and its key diplomatic junctures, key issues of the conflict, its local dimensions, international environment of the conflict, the "other images" of the conflict, as reflected in public opinion, popular culture, the boycott, divestment and sanctions (BDS) movement, and academia and pedagogy. Providing a comprehensive approach to the Israeli-Palestinian conflict, this companion is designed for academics, researchers, and students interested in the key issues and contemporary themes of the conflict.

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

The contributors - encompassing political scientists, historians, communication researchers, sociologists, economists, and educators - focus on specific topics that serve as exemplary cases of various trends of consensus and polarization. These trends are examined in the context of ideological, religious, economic, national, and ethnic cleavages. In addition, this volume analyses how political actors' preference for "non-decision" on various issues has resulted in the maintenance of a status quo, with cleavages or conflicts being neither mitigated nor polarized. Based on a thorough examination of the material remains and settlement patterns in the southern Levant during the Late Bronze Age and the Iron Age and on a review of the relevant historical sources, this book provides a detailed reconstruction of the ways in which Israel and Judah were formed as territorial polities and specifically how the house of David rose to power in Jerusalem and Judah.     Abstract: "The true story of a vigilante group of Holocaust survivors who conspired to kill six million Germans, Nakam (Hebrew for "vengeance") tells the story of "the Avengers" (Nokmim), a group of young Holocaust survivors led by poet and resistance fighter Abba Kovner, who undertook a mission of revenge against Germany following the crimes of the Holocaust. Motivated by both the atrocities they had endured and the realization that murderous antisemitic attacks on survivors continued long after the Nazi surrender, these fifty young men and women sought retaliation at a level commensurate with the devastation caused by the Holocaust, making clear to the world that Jewish blood would no longer be shed with impunity. Had they been successful, they would have poisoned city water supplies and loaves of bread distributed to German POWs, with the aim of killing six million Germans. Kovner and his followers went to great lengths to carry out their plans, going so far as to obtain the plans for Nuremberg's municipal water system, secure large quantities of poison, infiltrate a POW camp and the bakery that supplied it, and distribute poisoned bread to prisoners - but their plots were ultimately stymied. Most of the members of Nakam eventually returned to Israel, where for decades many of them refused to speak publicly about their roles in the group. While the Avengers' story began to come to light in the 1980s, details of the relations between the group and Zionist leadership and the motivations of its members have remained unknown. Drawing on rich archival sources and in-depth interviews with the Avengers in their later years, historian Dina Porat examines the formation of the group and the clash between the formative humanistic values held by its members and their unrealized plans for violent retribution"--

    Abstract: To observers of the Iran-Israel conflict, its vitriolic rhetoric might suggest an ancient hatred between Jews and Muslims--a biblical feud dating back hundreds, or thousands, of years. But this rivalry is a far more modern development. In this authoritative study, Jonathan G. Leslie examines the origins of the conflict. Drawing on extensive archival and open-source research, he concludes that--despite the animosity surrounding the Iran-Israel relationship--the twenty-first century's hostilities are not inevitable consequences of these nations' history, nor of contemporary political events. The intensification of tensions has been largely the product of one nation's efforts, with Israel viewing Iran as a far greater danger than Iran does Israel. Using a novel theoretical approach considering the power of narrative within historical context, Leslie outlines how Israel's leaders successfully reimagined their erstwhile ally Iran as an existential threat. Former Prime Minister Benjamin Netanyahu took this further, employing populist strategies in an attempt to rewrite history, depict Iran as a global menace, and recruit allies against the JCPOA nuclear deal. Fear and Insecurity provides important new insights into the history of the Iran-Israel conflict, and offers fresh prospects for defusing the tensions threatening both global and regional security.

    Abstract: The book explores the main moral, ethical and operational dilemmas of targeted killings from an Israeli perspective. Even though many countries contending with terrorism have adopted this tool (either overtly or covertly) within the arsenal used in implementing their counter-terrorism policies, it seems that Israel, as one of the world's leading practitioner of targeted killing in its counter-terrorism effort, constitutes the most appropriate case study for reviewing implications and dilemmas associated with this practice. Each chapter will present a different ethical–moral–operational dilemma emanating from a deployment of a targeted killing. The analysis of Israeli considerations and solutions to these dilemmas is built around interviews with Israeli decision-makers, former senior security officials and other experts. The chapters also cover public opinion polls in order to highlight the views of the Israeli public vis-a-vis each dilemma. Finally, chapters will conclude with lessons learned and offer recommendations for a practical and moral solution. The final chapter then draws together universal conclusions and recommendations for the use of targeted killings.     Abstract: This book presents an interdisciplinary approach to conflict solution focusing on a very specific type of conflict, retributive conflicts . It is unique in the treatment of these and how relative measurement is used to find equilibrium solutions. The authors present an alternative process to address the Israeli-Palestinian conflict. They do so in two ways that are different from past efforts. The first is by formally structuring the conflict and the second is the manner in which discussions were conducted and conclusions drawn. The approach will help create a solution and provide negotiators with a unique pathway to consider the thorny issues and corresponding concessions underlying the deliberations, together with their implementation. The Analytic Hierarchy Process (AHP) provides a way to conflict solution with the participation of negotiators for the parties. It is a positive approach that makes it possible to reason and express feelings and judgments with numerical intensities to derive priorities. With the assistance of panels of Israeli participants and Palestinian participants brought together in 2006 to 2017, AHP was applied for the first time in a group setting to the Palestinian-Israeli conflict. This work sheds light on the perception of Israel in the minds of Jewish children in the US and provides a rich case study of how children more generally develop ideas and beliefs about self, community, nation, and world. In contrast to popular views of America’s youth as naive or uninterested, this book illuminates both the complexity of their thinking and their desire to be included in conversations about important civic and political matters. Zakai draws from compelling empirical data to prove that children spend considerable effort contemplating the very concepts that adults often assume they are not ready to discuss. Indeed, the book argues that over the course of their elementary school education, children develop and express deep interest in complex issues such as the intricacies of identity and belonging, conflicting ways of framing the past, and the demands of civic responsibility. Ultimately, Zakai argues that in order to take children’s ideas seriously and better prepare them for a world full of disagreement, a substantive shift in educational practices is necessary

    Abstract: A close reading of postrevolutionary Russian and Yiddish literature and film recasts the Soviet Jew as a novel cultural figure: not just a minority but an ambivalent character navigating between the Jewish past and Bolshevik modernity. The Russian Revolution of 1917 transformed the Jewish community of the former tsarist empire. In particular, the Bolshevik government eliminated the requirement that most Jews reside in the Pale of Settlement in what had been Russia’s western borderlands. Many Jews quickly exited the shtetls, seeking prospects elsewhere. Some left for bigger cities, others for Europe, America, or Palestine. Thousands tried their luck in the newly established Jewish Autonomous Region in the Far East, where urban merchants would become tillers of the soil. For these Jews, Soviet modernity meant freedom, the possibility of the new, and the pressure to discard old ways of life. This ambivalence was embodied in the Soviet Jew—not just a descriptive demographic term but a novel cultural figure. In insightful readings of Yiddish and Russian literature, films, and reportage, Sasha Senderovich finds characters traversing space and history and carrying with them the dislodged practices and archetypes of a lost Jewish world. There is the Siberian settler of Viktor Fink’s Jews in the Taiga, the folkloric trickster of Isaac Babel, and the fragmented, bickering family of Moyshe Kulbak’s The Zemlenyaners, whose insular lives are disrupted by the march of technological, political, and social change. There is the collector of ethnographic tidbits, the pogrom survivor, the émigré who repatriates to the USSR. Senderovich urges us to see the Soviet Jew anew, as not only a minority but also a particular kind of liminal being. How the Soviet Jew Was Made emerges as a profound meditation on culture and identity in a shifting landscape

The tremendous cultural differences as they appear are in line with Hofstede's theory for three of the value orientations but in the field of "uncertainty avoidance" they conflict with the theory. Challenges and opportunities in the friendship, and their implications for personal growth, among others, are illustrated by a series of intriguing stories of friendship"--

    Abstract: "In the nation state structure of Israel as a nation Jewish state there is a dominant constitutional force deeming the jurisdiction of the Palestinian-Arab minority religions a form of a multicultural "accommodation". The book takes a critical look at this reality re-characterizing it as "multicultural entrapment". Both the Israeli stablishment and Palestinian-Arab political representatives are interested in maintaining Palestinian-Arab religious authority and seek multiculturalism as a justification in spite of the fact that this jurisdictional authority does not qualify as a multicultural accommodation. Admitting that this jurisdictional is an oppressive mechanism will bring more embarrassment to these institution, the individual sacrifice of Palestinian-Arabs notwithstanding. This makes modernizing Palestinian-Arab religious family law particularly challenging, and the book offers a number of innovative reform mechanisms"--

    Abstract: The first full-length study of the evolution of self and agency in ancient Israelite anthropology Conceptions of “the self” have received significant recent attention in philosophy, anthropology, and cultural history. Scholars argue that the introspective self of the modern West is a distinctive phenomenon that cannot be projected back onto the cultures of antiquity. While acknowledging such difference is vital, it can lead to an inaccurate flattening of the ancient self. In this study, Carol A. Newsom explores the assumptions that govern ancient Israelite views of the self and its moral agency before the fall of Judah, as well as striking developments during the Second Temple period. She demonstrates how the collective trauma of the destruction of the Temple catalyzed changes in the experience of the self in Israelite literature, including first‑person-singular prayers, notions of self‑alienation, and emerging understandings of a defective heart and will. Examining novel forms of spirituality as well as sectarian texts, Newsom chronicles the evolving inward gaze in ancient Israelite literature, unveiling how introspection in Second Temple Judaism both parallels and differs from forms of introspective selfhood in Greco‑Roman cultures

    Abstract: This paper examines the taxation of housing in Israel, and proposes a set of reforms to improve the efficiency and fairness of the current system. Israel’s housing tax system faces similar problems to those of many other OECD countries. In particular, a bias arises in favour of owner-occupied property relative to rented property due to the non-taxation of imputed rents and most capital gains. That said, unlike many OECD countries, Israel taxes some owner-occupied capital gains (above a generous threshold) and generally does not allow mortgage interest relief for owner-occupied properties, reducing the extent of the distortion more than in many countries. As with most OECD countries, Israel levies highly distortionary transaction taxes, although a zero-rate band significantly limits the number of owner-occupied house purchases subject to the tax. Additionally, Israel’s recurrent property tax (the Arnona) faces a number of design problems, while the tax rules for rental income are complex and subject to significant tax evasion. To address these concerns, a reform package is proposed that involves a gradual and broadly revenue-neutral shift away from transaction taxes towards recurrent taxation of residential property, via increases in both the recurrent property tax and rental income taxation. The redesign of the recurrent property tax from an area-based to a market value-based tax is also proposed, as are a number of more technical reforms.

    Abstract: This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: "This book is an updated and expanded study of the manner in which the Supreme Court of Israel has related to petitions challenging actions of the Israeli authorities in the territories occupied by Israel during the 1967 War. The first edition of the study was published two decades ago by one of the present authors, David Kretzmer. The original work was completed just before the second intifida began in September 2000. It covered decisions of the Supreme Court both during the formative years of the Court's jurisprudence on the occupation, and during the first intifada that broke out in December 1987. As stated in the preface to the first edition, the beginning of the second intifada proved that the hopes that the historic Oslo Accords between Israel and the PLO (1993-1995) would lead to peace between Israel and the Palestinians and to the end of the occupation were premature. At the present time (2020) an end to direct Israeli control over the West Bank and restrictions on life in Gaza does not seem to be in sight. The so-called peace plan published by the Trump Administration in February 2020, as we were completing the manuscript, does not alter that picture, although it may contribute to changes in the regime in the West Bank. Much that has happened since the first edition was published has affected the type of cases that reach the Supreme Court, and consequently the topics covered in this study. After a wave of suicide bombings in Israel in 2001 and 2002 the IDF embarked on a military operation in the West Bank. This operation and subsequent hostilities between the IDF and armed Palestinian groups yielded a host of petitions relating to means and methods of warfare and to judicial review during active hostilities. In 2002 the Israeli government began the construction of a separation barrier in the West Bank, the declared purpose of which was to make it more difficult for potential Palestinian terrorists to enter Israel itself. The barrier's route not only spurred close to two hundred petitions to the Supreme Court; it was also the subject of an advisory opinion by the International Court of Justice. In August 2005 Israel withdrew its armed forces and civilian settlements from the Gaza Strip under the Disengagement Plan, and the government announced that Israel no longer had responsibility for Gaza. Controversy arose whether Gaza remained occupied territory. In 2006 the Hamas movement gained control over Gaza and the Government of Israel declared Gaza to be 'hostile territory.' The relations between Israel and Gaza have been tense ever since, with firing of rockets and bombs on Israeli towns and villages, severe restrictions on supply of goods to Gaza and movement of people between Gaza and the West Bank, and periods of active hostilities between Israel and Gaza. Since the first edition of this study was completed there has been a dramatic expansion in the number of Israeli settlements and settlers in the West Bank. This expansion has had various legal and practical consequences, including the emergence of two different legal regimes applicable to Israelis and to Palestinians resident in the West Bank"--

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: "Film came to the territory that eventually became Israel not long after the medium was born. Casting a Giant Shadow is a collection of articles that embraces the notion of transnationalism to consider the limits of what is "Israeli" within Israeli cinema. As the State of Israel developed, so did its film industries. Moving beyond the early films of the Yishuv, which focused on the creation of national identity, the industry and its transnational ties became more important as filmmakers and film stars migrated out and foreign films, filmmakers, and actors came to Israel to take advantage of high-quality production values and talent. This volume, edited by Rachel Harris and Dan Chyutin, uses the idea of transnationalism to challenge the concept of a singular definition of Israeli cinema. Casting a Giant Shadow offers a new understanding of how cinema has operated artistically and structurally in terms of funding, distribution, and reception. The result is a thorough investigation of the complex structure of the transnational and its impact on national specificity when considered on the global stage"--

    Abstract: This book is the first in the world to provide a cross-national, comparative exploration of omnibus legislation. It contributes to the global debate over omnibus legislation and offers comprehensive, thorough and multifaceted coverage that concerns the fields of legislation and legisprudence, comparative law, political science, public policy and economics. Beyond its relevance for these fields, the book will support practitioners in parliaments, governments and courts, thereby impacting the actual use of omnibus legislation. A new, major and controversial reform is enacted in the middle of the night. It is buried in a massive omnibus bill hundreds of pages in length, which is rammed through the legislative process at breakneck speed. The legislators receive the final version of the bill in the very last minute, and protest that they’ve had no opportunity to read it in detail and know what they’re voting upon. The majority party’s legislative leaders, however, are unimpressed, and the law is eventually passed on the basis of strict party discipline. Though it may sound far-fetched, this scenario is all too familiar in many legislatures around the world. The legislative practice of combining numerous unrelated measures in one long bill, which is often passed via a highly expedited process, has become a matter of intense debate and criticism in many countries.

    Abstract: Following tremendous advances in recent years in the study of religious belief, this volume adopts a fresh understanding of Jewish religious life in Poland. Approaches deriving from the anthropology, history, phenomenology, psychology, and sociology of religion have replaced the methodologies of social or political history that were applied in the past, offering fascinating new perspectives. The well-established interest in hasidism continues, albeit from new angles, but topics that have barely been considered before are well represented here too. Women’s religious practice gains new prominence, and a focus on elites has given way to a consideration of the beliefs and practices of ordinary people. Reappraisals of religious responses to secularization and modernity, both liberal and Orthodox, offer more nuanced insights into this key issue.
