Abstract:
Deals with the pogrom in Balta (southwestern Ukraine), which erupted on 29-31 March 1882. Relates the course of events, both before, during, and after the riots in the town. Local authorities did not try to prevent the riots; they even cooperated with the rioters. Focuses on reactions in the higher government echelons. The Minister of Interior, Ignatiev, a rabid antisemite, maintained the view that the Jews themselves were responsible for the riots, which were an expression of popular reaction to "Jewish exploitation". Others in the government tended to see them as the populace's reaction to revolutionary propaganda. Ignatiev was criticized by the majority of the cabinet for antisemitic demagogy, bordering on fomenting the riots, and for his failure to stop the riots, and was dismissed from office. The Balta pogrom provoked an upsurge of Jewish emigration from Russia. Pp. 61-63 contain excerpts from correspondence between Ignatiev and Plehve (in St. Petersburg) and the Province of Podolia concerning the riots.
