    Abstract: Die Niederlande waren für deutsche Juden während des Nationalsozialismus ein Land der Hoffnung, eines neuen Alltags, der enttäuschten Erwartungen und der erneuten VerfolgungDie antisemitische Politik des "Dritten Reiches" veranlasste in den 1930er-Jahren Hundertausende Juden zur Flucht aus Deutschland. Zu den ersten Exilländern gehörten die benachbarten Niederlande, wo die meisten jedoch nur eine Zuflucht auf Zeit fanden. Der Aufbau einer neuen Existenz gestaltete sich oftmals schwierig. Viele zogen weiter. Diejenigen aber, die diesen Schritt nicht gehen konnten oder wollten, waren nach dem Einmarsch der Wehrmacht im Mai 1940 erneut der nationalsozialistischen Verfolgung ausgeliefert. Tausende wurden in den folgenden Jahren deportiert und ermordet.Christine Kausch nimmt das Leben der jüdischen Flüchtlinge in den Jahren 1933 bis 1945 in den Blick und analysiert auf Basis hunderter Egodokumente sowie zahlreicher weiterer Quellen die individuellen und kollektiven Erfahrungen der Geflüchteten. Die Autorin untersucht, wie die Menschen im Nachbarland aufgenommen wurden, wie sie die erneute Verfolgung erlebten und wie sie auf die jeweiligen Umstände reagierten. Die Studie bietet damit einen wichtigen Beitrag zur jüdischen, niederländischen und deutschen Geschichte

    Abstract: Israel’s rapid economic and population growth along with a high degree of urbanisation continue to exert significant pressure on the environment. Israel has raised its climate ambitions in recent years, though is not on track to reach greenhouse gas reduction targets. Enhancing biodiversity protection, addressing water pollution and adapting to the impacts of climate change require further action. Israel has taken a number of key steps to advance its zero waste and circular economy agenda. However, further efforts are required to improve waste management and introduce an economy-wide shift to a circular economy. The review provides 24 recommendations to help Israel improve its environmental performance, with a special focus on waste management and circular economy. This is the second Environmental Performance Review of Israel. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: Welche Chancen und Herausforderungen bieten digitale Transformationsprozesse für die Gedenkstättenarbeit im 21. Jahrhundert? Im vorliegenden Heft werden Fragen, Ansätze und Konzepte dazu vorgestellt. Damit soll ein Beitrag zur aktiven Gestaltung der neuen Hybridität geleistet werden, die aus dem Zusammenwirken von Gedenkstätten an historischen Tatorten des Nationalsozialismus und den digitalen Welten entsteht. Diskutiert werden sowohl Rahmenbedingungen des digitalen Transformationsprozesses im Zusammenspiel von digitalen Medien und historischem Lernen als auch Repräsentationen des Holocausts in VR- und Computerspielwelten. Zudem stellt das Heft konkrete Anwendungsbeispiele aus dem Bereich der Gedenkstätten vor, etwa Crowdsourcing-Kampagnen und verschiedenste interaktive Elemente in Ausstellungen. Von einer (Un-)Angemessenheit von "Selfies" bis hin zur Entwicklung eines partizipativen Gedächtnisses werden die Möglichkeiten von Social Media gerade im Bildungsbereich thematisiert.

    Abstract: Eine zweifache Überlebensgeschichte.Im Alter von acht Jahren wurde Shaul Ladany 1944 mit seiner Familie aus Ungarn in das KZ Bergen-Belsen deportiert, konnte aber als Mitglied der sog. "Kasztner-Gruppe" in die Schweiz ausreisen. Später wanderte er nach Israel aus und wurde ein bekannter Wissenschaftler und Sportler. Als Geher nahm er an den Olympischen Spielen in München teil und überlebte den Anschlag der palästinensischen Terrorgruppe auf die israelische Mannschaft am 5. September 1972.Im Begleitband zur Ausstellung "Lebensläufe. Verfolgung und Überleben im Spiegel der Sammlung von Shaul Ladany" werden zahlreiche Originaldokumente zur Verfolgung im Nationalsozialismus präsentiert, ergänzt um Informationen zur deutschen Besatzungsherrschaft in Serbien und Ungarn sowie zum Neuanfang der Überlebenden im Staat Israel.Auch der antisemitisch begründete Anschlag bei den Olympischen Spielen 1972 wird anhand von Quellen dargestellt.Die pädagogische Handreichung bietet die Möglichkeit zur Auseinandersetzung mit Kontinuitätslinien des Antisemitismus durch die Kontextualisierung des Schicksals von Shaul Ladany. Das Material, teilweise bestehend aus perforierten, heraustrennbaren Seiten, ist ab SEK. II einsetzbar. Es enthält neben historischem Quellenmaterial didaktische Empfehlungen.Die Bände erscheinen zweisprachig in Deutsch und Englisch

    Abstract: Über 70 Jahre danach stellt sich dringlich die Frage, wie sich historisches Begreifen und politisch-ethische Orientierung substantiell verknüpfen lassen. Die Geschichtskultur in Deutschland hat sich in den letzten 30 Jahren einschneidend verändert. Die Bewahrung des Gedächtnisses an den Holocaust gehört zur Staatsräson der Bundesrepublik. Aus vielen lange verdrängten Konzentrationslagern sind institutionalisierte Gedenkstätten geworden. Mit der 1999 etablierten Gedenkstättenkonzeption ist der Bund an der Aufarbeitung der NS-Vergangenheit und auch des DDR-Kommunismus beteiligt.Unverkennbar ist jedoch der Trend, Geschichte und Geschichtsbewusstsein auf Erinnerung zu reduzieren und diese für den Königsweg von Demokratie- und Menschenrechtserziehung zu halten.Im Gegensatz dazu wird in diesem Band davon ausgegangen, dass weder das individuelle noch das historische Erinnern als solche automatisch identisch sind mit (selbst-)kritischem Lernen aus unannehmbarer Geschichte (Imre Kertész). Zur Debatte stehen neue Herausforderungen. Wie lässt sich Einsicht in die fortbestehende Relevanz der Auseinandersetzung ohne Zeigefinger und jenseits vordergründiger Analogien bewahren und begründen? Wie wirken sich Medialisierung und Kommerzialisierung aus? Was kann und soll die Auseinandersetzung mit im Kern deutscher Geschichte in der Migrationsgesellschaft leisten?

In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

    Abstract: This report analyses the actions necessary in the near and medium term to reduce Israel’s GHG emissions in three sectors– electricity, residential and transport, for which specific policy recommendations are developed. The report will serve as input to the roadmap that will be developed to support the country’s long-term low-emission strategy (LT-LEDS). The report adopts a “well-being lens” that aims to integrate climate action and broader societal priorities, such as affordable housing, better accessibility to jobs, services and opportunities, and improved health. Such an approach can make climate policies both easier to implement politically, economically and socially, as well as more cost-effective. Particular attention is given to avoiding locking in unsustainable development pathways that would impede the achievement of net-zero carbon dioxide emissions in the second half of the century. In addition to the range of sector specific recommendations, a key recommendation for Israel is to enshrine the vision and targets of its LT-LEDS in national legislation, once developed and agreed. While written before the COVID-19 crisis, this report can also inform decisions on Israel’s recovery from the crisis, helping to avoid actions that would lock-in “inferior” carbon-intensive paradigms and entrench inequalities or reduce quality of life more broadly.

Sophie Schönberger entfaltet in ihrem Buch die These, dass dieses Zurückgeben nur als bewusste vergangenheitspolitische Maßnahme eingesetzt werden kann, die einer aktiven narrativen Einbettung auf der Seite der Zurückgebenden bedarf. Dabei geht sie vor allem der Frage nach, welche besondere Funktion gerade die Rückgabe von Kunst erfüllt, da Kunstwerke sich zwar einerseits in spezieller Weise als vergangenheitspolitische Projektionsfläche eignen, historische Wunden aber nicht nur heilen, sondern auch aufreißen können

This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

    Abstract: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

    Abstract: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Abstract: Israel’s agriculture is unique amongst developed countries in that land and water resources are nearly all state-owned and that agricultural production is dominated by co-operative communities. Israel is a world leader in agricultural technology, particularly in farming in arid conditions. This Review measures support provided to Israeli agriculture and evaluates the effectiveness of current agricultural policy measures. Israel has made progress in removing policies that distort trade, and resource allocation and support to agriculture is lower than the OECD average. However, the government still plays an important role. The report suggests further agricultural policy reforms to reduce costs for consumers and taxpayers and to improve the efficiency of current policy measures. A special focus of the report is the environmental performance of Israeli agriculture. This is already an issue with scarce land and water resources, accentuated by the overarching issue of climate change. The Review examines agriculture’s performance with respect to water resources and pollution, soils, biodiversity, air emissions and climate change. It concludes that strengthening policy coherence, especially in improving the management of water resources in agriculture, is important.
