When the pogroms began, the British repesentatives in southern Russia kept the Foreign Office in London informed about casualties and damage to property. Cecil Spring Rice, charge d'affaires at the Moscow Embassy, made urgent representations to the Russian government headed by Witte. In Odessa and Rostov the consuls helped local Jews. However, the Foreign Office reacted only after a request from Lord Nathaniel Rothschild. The Foreign Secretary, Lord Lansdowne, was personally unsympathetic. Following the British warning, the Russian government issued statements denying negligence in dealing with the pogroms. Spring Rice knew of the antisemitic court and government circle opposed to Witte, and its influence, but preferred to accept Russian assurances at face value. British officials accepted the Russian claim that the Jews had provoked the attacks. No further protest was made by the Foreign Office, despite public pressure.
