In April 1891 the Rothschild House of Paris (headed by Baron Alphonse de Rothschild) signed a contract with the Russian treasury to float a loan for Russia in France. Several weeks later the Rothschilds withdrew, ostensibly due to financial considerations. The recent opening of the Rothschild archives in Paris and London made it possible to establish that the real motive was the continued persecution of Jews in Russia. They did not state this reason publicly because they feared reprisals against the Jews and possible disruption of the entire banking system of Europe. But they did write, on the envelope containing the documents pertaining to the loan, "Nous refusons a cause de l'antisemitisme en Russie." This article is in part a response to the article by Matityahu Mintz in "Zion" 54 (1989), who argued that the Rothschild's withdrawal was due to international financial considerations and not to the Jewish issue.
