Kurzfassung:
Analyzes a working paper prepared in May 1938 by a Gestapo official, a subordinate of Berlin police chief Wolf Heinrich von Helldorf, at the request of Goebbels. It proposed measures to segregate the Jews of Berlin in certain neighborhoods as well as in Jewish educational, cultural, and welfare institutions, exclude them from the economy, and further their emigration. These measures were to be carried out unobtrusively in order not to arouse world public opinion. It noted that many of the measures were already in effect in Berlin. The document was passed on to the Jewish section of the SD, which criticized its emphasis on establishing segregated Jewish institutions rather than devoting all resources to emigration, and also demanded a centralized policy for all Germany rather than for Berlin alone. Augmented by an SD preface to this effect, the document became a basis for discussion among Nazi leaders. Pp. 320-341 contain the text of the second, operative part of the document. It is based on a copy in the Yad Vashem archives and includes marginal comments by two Nazi readers.
