Abstract:
Highlights the role played by the German Order Police in the extermination of the Jews in the Soviet territories in 1941-43. The establishment of the office of Higher SS- and Police-Leader by Himmler permitted the SS to utilize police units for their actions. The Order Police, subordinated to the German civil administration in the western parts of the occupied Soviet territories - in the form of Schutzpolizei in the cities and Gendarmerie in the countryside, carried out a great part of the mass shootings, in particular in remote places, and were indispensable for the implementation of the Nazi program. Dwells on the factors which made these "ordinary men", in contrast to the members of the Einsatzgruppen, killers of civilian populations; it had little to do with antisemitism, and much more with the tradition of obedience and identification with the state inherent in German culture.
