Abstract:
Discusses the ambivalent policy of Horthy, Regent of Hungary between 1920-44, concerning the Jews. Horthy publicly expressed antisemitism shortly after World War I, and implemented the Numerus Clausus Law in 1920 and anti-Jewish legislation in 1938. Claims that Horthy's was a "gentleman's antisemitism", with political and economic considerations. He granted exemptions from anti-Jewish laws to Jews who had served the country. At a meeting with Hitler in April 1943, Horthy protested against the murder of Jews, arguing that they were economically useful. Although Horthy cooperated with the Nazis, many Jews were saved by his temporary halting of the deportations in July 1944 and by his insistence on maintaining the Jewish military labor service units despite German opposition.
