Abstract:
Discusses Rosenbaum's views on antisemitism and his actions to combat it during two crucial stages of his life: before 1915 in the Russian Empire, as a lawyer, a Zionist leader, and a deputy of the State Duma; and after 1915, first in German-occupied Vilnius and then in independent Lithuania, where he served as a Deputy Foreign Minister and then as Minister for Jewish Affairs; he was also the Chairman of the Jewish National Council of Lithuania. Believing in the rule of law, Rosenbaum promoted legal actions to combat antisemitism (e.g. in law courts as an attorney, or in parliament as a deputy) through local and international law. As a Zionist, Rosenbaum envisioned the establishment of a future Jewish state as a way to solve the problem of antisemitism worldwide. In 1924, disappointed by the failure of Lithuania to maintain international law and by the revocation of Jewish cultural autonomy, Rosenbaum retired as minister and immigrated to Eretz Israel.
