Abstract:
Although some members of the Tsarist administration had positive opinions regarding Zionism (because it encouraged Jewish emigration from Russia and was a non-political movement), there was also apprehension that Zionism might become a means of German influence in the country, or a platform for Jewish subversive anti-Russian activities. The view became prevalent that Zionism was a movement not sanctioned and not controlled by the authorities and therefore dangerous. The negative tendencies were epitomized in the government decree of 1904, which prohibited Zionist activities in Russia except those that would lead to the immediate emigration of the Jews, and in 1907 - in the Senate decision which banned Zionist activities in the country.
