Abstract:
Using newly discovered documents, discusses the debates in the Russian Council of Ministers which resulted in the virtual abolition of the Jewish Pale of Settlement in August 1915. The debates began in 1914, on the background of the mass expulsion of Jews from the areas adjacent to the front line by the headquarters of the Russian Army. The expulsion involved not only Russian Jews but also 10,000 Jews from Russian-occupied Galicia. The partial abolition of the Pale was supported even by antisemites in the government and the Duma (parliament), who regarded this measure as corresponding with the state's interests. The alleviation of the situation of the Jews in Russia was opposed by the army and the police, who continued to believe in a Jewish spy network.
