    Abstract: Discusses changes in policy which occurred during four stages of Antonescu's regime: the National Legionary State (September 1940-January 1941) which was underscored by anti-Jewish legislation; the post-Legionary period (February-June 1941); the period when Romania joined forces with Nazi Germany (from June 1941) and adopted a policy of ethnic cleansing, evacuations, and deportations to Transnistria; and the period of retrenchment (1944), during which changes in the power structure caused by pressure from internal and external political groups, including the initiative of Jewish community leaders, caused the government to cease deportations to Nazi extermination camps. Describes the basis of Antonescu's antisemitic doctrine, and ascribes sole responsibility of his regime for the tragedy of the Holocaust in Romania.
