Abstract:
Describes the contribution of the Polish prince Adam Czartoryski, as a Russian statesman, to reform in the Russian Empire. His proposal "Thoughts on Improving the Civic Position of the Jews" was written in the framework of his participation on the Committee for the Organization of Jewish Life, to which he was appointed in 1802. Discusses various points in his proposal, relating to education, equal rights for the Jews, and the Jews' duties and obligations. Deals with the influence of Czartoryski's ideas on the final text of the 1804 statute, which still did not resolve many of the problems - e.g. the rights of the Jews in municipalities, the question of taxation, and the fact that Jews were not allowed to leave the Pale of Settlement. Concludes that the statute, influenced by the Polish Enlightenment, did not change traditional social relations. It was a product of aristocratic liberalism and, as such, was only slightly influenced by more progressive ideas (e.g. as expressed in the publication "On Jews" by Tadeusz Czacki).
