Abstract:
This dissertation analyzes the role that American consuls stationed in Austria had in Jewish immigration to the United States following Austria’s annexation to Germany in 1938. Building off of new research that clearly outlines the importance of consuls in the administration of visas, Melissa Jane Taylor seeks to discover whether American consuls in Austria were unique and more lenient in their application of the law than their counterparts in Greater Germany. Additionally, she questions how annexation influenced consular interpretation of restrictionist immigration law. The dissertation provides insight on interaction between the Department of State and consuls, consular interaction within Greater Germany, and the interaction between the consul and applicant.
