Abstract:
Discusses an offer made by the Romanian government to the Jewish Agency in Eretz-Israel in late 1942, according to which the 70,000 Jews who remained in Transnistria would be allowed to emigrate in return for a payment of ca. 14 million dollars. One offer was made by Radu Lecca (the Romanian Secretary for Jewish Affairs), and a slightly different one by another Romanian official, to Jewish Agency representatives in Turkey. The Agency investigated whether this was a serious offer and whether the Allies would allow the payment; they found that the Romanians did not actually intend to free the 70,000 Jews, since the Germans opposed the deal, and that the Allies would not allow such a payment to an enemy country.
