    Abstract: The political upheavals, the leadership crisis, and the ideological frustration which the Israeli Labour party went through in the first two decades of the 21st century led it to an unprecedented electoral decline.     Abstract: Bearing Witness to the Witness examines the different methods of testimony given by trauma victims and the ways in which these can enrich or undermine the ability of the reader to witness them. Years of listening to both direct and indirect testimonies on trauma have lead Dana Amir to identify four modes of witnessing trauma: The โ€œmetaphoric modeโ€, the โ€œmetonymic mode,โ€ the โ€œexcessive modeโ€, and the โ€œMuselmann mode.โ€ The author thus demonstrates the importance of testimony in understanding the nature of trauma, and therefore how to respond to trauma more generally in a clinical psychoanalytic setting. In order to follow these four modes of interaction with the traumatic memory, the various chapters of the book present a close reading of three genres of traumatic witnessing: Literary accounts by Holocaust survivors, memoirs (situated between autobiographic recollection and fiction) and 'raw' testimonies given by Holocaust survivors. Since every traumatic testimonial narrative contains a combination of all four modes with various shifts between them, it is of crucial importance to identify the singular combination of modes that characterize each traumatic narrative, focusing on the specific areas within which a shift occurs from one mode to another. Such a focus is extremely important, as illustrated and analysed throughout this book, to the rehabilitation of the psychic metabolic system which conditions the digestion of traumatic materials, allowing a metaphoric working through of traumatic zones that were so far only accessible to repetition and evacuation

    Abstract: This study examines the concept of United Nations peacekeeping operations and their execution in Cambodia, Former Yugoslavia and Somalia from 1988 to 1995. The research is anchored primarily in United Nations documents, which were produced following the diplomatic discussions that took place in the organization on the subject of peacekeeping in general and in the cases of Cambodia, Former Yugoslavia and Somalia in particular This research demonstrates, using the records of diplomatic discourse at the United Nations, that although there was an attempt to change the concept of peacekeeping operations, it eventually failed. The best explanation for this outcome is that international politics at the United Nations - at least as it concerns peacekeeping operations - is still conducted according to the principles of each state's realpolitik. The states formed their stance on a case by case basis, while calculating power relations in order to advance their own national interests. Therefore their position on each topic did not necessarily match the declared position of any particular political alliance. Furthermore, many multi-functional operations were still executed in accordance with the traditional concept. The main objective of these operations was international mediation between belligerent sides in order to form sovereign governments and to deploy a 'peacekeeping force' in accordance with the traditional principles of international and local consent, impartiality and the non-use of force. Traditional objectives were preferred over new objectives such as democratization, human rights, and economic development

    Abstract: It is rarely noticed, Joan Robinson wrote half a century ago, that "the very nature of economics is rooted in nationalism." This book seeks to examine the relationship between economics and nationalism in the Israeli political economy in its formative years. The book focuses on two aspects of this relationship: the link between national interest and economic ideas and between the state and the markets Two questions are at the core of the book. The first, what was the role of economic ideas in shaping the national interests? A common argument holds that the realization of national interest contradicts behavior in accordance to economic rationales. The book rejects this view and it shows that as early as the 1930s the Zionist organizations shaped national interest on the basis of imported and translated economic ideas. The second question deals with the relationship between the state and the market: how state actors mediated between, on the one hand, the goal of constructing of a market economy in Israeli, and on the other hand the strategy of mobilizing market-actor to state-building project? The book rejects the common argument that state intervention prevented the consolidation of a market economy in Israeli. Rather, it argues that the state intervened, among other things, to create a market economy as a national project of the state. A significant contribution of the book is the analysis of the financial aspects of the Israeli developmental strategy, a topic that so far has not been studied thoroughly. The book traces that the effect of the establishment of the Bank of Israel on the structure of the banking system and the development strategy. It argues that the establishment of the Bank of Israel was a significant milestone in the economic history of Israel, as it provided an effective tool to control the allocation of credit

    Abstract: MS Zurich, Jeselsohn 5, is the first half of a Sefardi Masoretic Bible completed by Moshe Ibn Zabara in 1477, which was later heavily glossed, especially in the Pentateuch, by Menahem de Lonzano. The other half of the manuscript is preserved in MS Sassoon 1209. This study first examines Zabara's work in the manuscript, in comparison with his other manuscripts. The main part of this study is devoted to Menahem de Lonzano: his biography and bibliography, his wide-ranging text critical work, and his detailed work on the Zabara Bible. The volume is illustrated with approximately 150 color photos, with a concentration of 32 photographs in appendix 1 of folios in MS Jeselsohn 5 with micrography.     Abstract: Is the role of professional policy analysts and advisers simply to send their recommendations to political leaders? The authors of this book have a different outlook. Of course, in a democracy policy making is the responsibility of elected leaders, and therefore โ€œpoliticsโ€ is a necessity of policy making. Indeed, โ€œpoliticsโ€ has received a bad name in many countries, including Israel, due to unfulfilled expectations as well as the behavior of politicians. In this book the use of the term โ€œpoliticsโ€ is completely neutral, based on familiarity with the difficult task that is placed upon the shoulders of dedicated politicians. At the same time, this book proposes that there is no need for policy analysts to transform themselves into politicians, or to see themselves as a sort of โ€œpolitical assistantโ€ to elected leaders. On the contrary, because the fence that differentiates between the two domains of politics and policy analysis is not clearly marked, it is important to recognize the overlapping areas as well as those areas that remain clearly separate. A good understanding of these demarcations is necessary for the professional formation and implementation of policy, and for the strengthening of democracy. This book is intended for those who work in the separate but overlapping fields of policy analysis and policy implementation, as well as for those interested in improving processes of policy change in Israel. The book reviews skills for analyzing the political environment which impact upon the formation of public policy and upon the identification of common areas of agreement that balance between professional recommendations and legitimate political constraints. The ultimate goal of this book is to provide analysis and training so that recommendations for creative policy solutions will not simply remain on paper.     Abstract: In crucial decision-making moments during the struggle of the Zionist Movement for obtaining sovereignty, the Jewish members of the Communist Movement in Israel presented an opposition. They made an attempt to undermine the Zionist narrative and Zionism itself as a value. In the public eye, its activists were tied to treason and turning their back to the national struggle. The conduct of the Jewish communists in Eretz Yisrael is a case study for the ability of ideological commitment to keep its seniority when facing opposite its members' national loyalty. The book A Red Star in the Israeli Flag presents a complex relationship between the Zionist Movement and the approach to it by members of the Communist Movement. The latter brought together various ideological streams and perceptions regarding Zionism, and its leadership did not always express the ideological variety that was common amongst its members. The Labor Movement was initially a home to members of the Communist Movement and they took part in acts of settlement and protection, but following their split and the establishment of a separate movement, its members' positions became more radical and this climaxed with their renouncement of the Zionist ethos. The attempts to recreate a dialogue with the Zionist Movement were led by the Jewish section of the Communist Movement. Its Jewish members recruiting to serve in the Second World War alongside Yishuv people, despite the objection of its Arab leaders, accelerated the splitting. The War highlighted the connection with the Yishuv and a Zionist stream was forming in the Movement. The events of the Second World War and the establishment of the State of Israel faced the leaders of the Communist Movement with the need to define their relations with the newly-formed state, its socialist-like actions and the value of Zionism. Jewish communist leadership continued denying Zionism as a value and attempted to replace it with values such as patriotism and nationalism. The Communist Movement tested the willingness of Israeli society and political system to accept an ideological group that takes part in Zionist causes and yet refrains from siding the value of Zionism

The considerations that made Israel establish such a widespread presence in Africa were political, economic, humanitarian and security. Israel had expectations that through friendly relations with many African states, she could break through the circle of Arab enmity,strengthen her security and bolster her legitimacy. Hundreds of Israeli experts were dispatched to africa and tens of thousands of African students came to Israel. There followed, however, tremendous disappointment. In 1973, during the Yom Kippur war and after,almost all african states broke off diplomatic relations with Israel. The author elaborates on the main reasons for this collapse. In the 1980's Israel returns to Africa and at present it has diplomatic relations with 40 African countries. However, several changes have taken place in Israel's present policy towards Africa and they are discussed in the book. The author, who spent nearly 2 decades in Africa, has based his thesis on primary sources and also on his personal experiences

    Abstract: Jean-Jacques Rousseau is described by many as a paradoxical philosopher. He often seems to be asserting both sides of a contradiction. His teaching has been a source of inspiration for various opposing and even antagonistic political movements and doctrines: He is considered to be one of the first thinkers of modern democracy, and an apostle of totalitarianism. He is the father of "Natural Education", but his thoughts might sound as a program for "Social Engineering" of human beings. He is a romantic, longing to simple life within nature, but again, he is a loyal son of the bourgeois civilization of his era. Rousseau's Paradoxical character is also reveled in his account of "Progress". It seems that he is saying to contradictionary things about this notion. On the one hand, it appears that, according to Rousseau, mankind can realize freedom only through a process of historical progress. On the other: that progress has enslaved men and brought disaster upon them. These paradoxes have deceived many of Rousseau's readers and interpreters, who chose to emphasize one side of Rousseau at the expanse of the opposite. The book "Rousseau: Progress as a trap" strive to avoid this mistake. It shows that the greatness of Rousseau's philosophy lies precisely in its dialectical character. Rousseau is indeed a Severe critic of progress, but his critique is not merely an "external" and purely-negative one: He is a philosopher of the enlightenment, and accepts the principles of enlightenment (in fact, he is one of the formulators of such principles). On behalf of these principles he criticizes enlightenment itself. Rousseau's decree, that progress has enslaved mankind, gets its critical substance only if one presumes, as did Rousseau, that progress should emancipate mankind. The philosophers of the enlightenment celebrated progress. In his optimistic epoch, and without denying the credo of enlightenment, Rousseau pointed out a dark and dangerous character of human progress. This book shows the Rousseau's dialectical, or ambivalent approach to progress anticipates important currents in 20th century philosophy and critical theory. Due to this approach, Rousseau's philosophy is perhaps more relevant today than it was during his lifetime

    Abstract: In the Years 1989-1991 Israel renewed its diplomatic relations with the USSR, Bulgaria, Hungary, Yugoslavia, Poland and Czechoslovakia, relations which were severed subsequent to the Six- day- war. In these years Israel's representatives held talks with envoys from East Germany towards establishing diplomatic relations. The Author, who served in those years as Deputy Director General of Israel's Ministry of Foreign Affairs, in charge of East and Central Europe, and who took part in these processes, documents, for the first time, the chain of contacts between Israel and the countries of East-Central Europe (except for the USSR) which lead up to renewing diplomatic relations between them. The book also deals with their hostile policies towards Israel in the international and Middle Eastern arena, Anti-Semitism against the Jewish minority living among them, and the status of the Jewish Communities in these countries during the break in Diplomatic relations and in the time that followed. The Political and Economic motivations of each of these countries to improve relations with Israel are also dealt with from the mid-eighties of the previous century towards a gradual renewal of diplomatic relations together with their liberation from their dependence on the USSR and their transition from their Communist regime to a liberal one

    Abstract: The story of the Golan and its position between Israel and Syria is not only a legacy of the past. It has been interwoven in the political experience of the two states up to now. The story exposes a significant gap between memory and history. This gap is natural, understandable, and characteristic of issues dealing with current history and especially of those whose subjects and the resulting findings touch upon present questions. Such a gap usually leads to a preliminary reaction of difficulty in accepting research findings. Personal or public memory confronting these findings has already been structured and there is a natural fear of updating it. Additionally, in some cases, research conflicts with existing myths, and myths, which have their own validity, cannot easily be changed. While the story of history is formulated and updated and is ultimately dependant upon research which has been conducted using methods and accepted rules for historical research, memory is personal and private, choosy, subject to illusion and dependent on its agents. Thus, the gap between the two is personal. Regarding the Golan, the reader may evaluate its extent. The gap between memory and history is important as it directly influences the political process in Israel where public opinion sways the decisions of leaders. Therefore to reach a peace agreement, it is a precondition that the Israeli public appreciate this gap. Only in this way will public opinion be able to accompany the process and evaluate it in a serious manner, with careful consideration based on the facts, as detached as possible from the emotions it evokes

The book The Kethib and Qeri analyzes this linguistic system acording to the manuscript 'Kether Aram Tsova' presenting the method of the most authoritative Masorite scholar, Rabbi Aharon Ben-Asher. This sistematic study examines the Biblical phenomenon of Kethib and Qeri interchanges by linguistic criteria. The book consists of an introduction summarizing the research on this topic, and the following four chapters. Chapter One: Orthography deals with different orthographic realizations of words as ื”ื ืขืจ (K ) / ื”ึทื ึทึผืขึฒืจึธื” Q))Deut.22:15) ). Chapter Two: Morphology engages in morphological interchanges, as ื•ืืชื™ (K ) / ื•ึฐืึทืชึฐึผ (Q ) (Jud.17:2). Finally, a general summary of discussions and conclusions.     Abstract: What was the balance of power in the battles of Judas Maccabaeus and in Israel's War of Independence? Were they, as is commonly assumed, wars of the few against the many? These questions were discussed in a conference organized by the School of History of the Hebrew University in December 1999. The participants were in general agreement that the discussion of the balance of power must not be confined to the number of troops and that other variables must be taken into account. Nevertheless the numbers of troops is important. Conflicting views were presented on the battles of Judas Maccabaues whereas on the number of troops in Israel's War of Independence there was general agreement. Published in this collection, for the first time, are a General Staff document from 1952 and a research paper by Yehosuha Ben Arie for the IDF History Branch from 1955. Both conclude that in the matter of the number of troops the War of Independence on the whole was not an instance of the few against the many. Other articles, based on lectures delivered at the conference include Bezalel Bar Kochva and Israel Shatzman on the battles of Judas Maccabaeus; Beni Morris and Amitzur Ilan on the balance of forces in the War of Independence, Eyal Nave and Mordechai Bar-On on the evolution of Israeli collective memory of the balance of power and on possible ways of representing the facts of the case in school books; Shmaryahu Ben-Pazi, Moshe Erenwald and Nimrod Hagiladi on three case studies: Safad, The Jewish Quarter in the Old City of Jerusalem, and Rechovot; and Joseph Heller's essay on the centrality of the 'few against many' theme in David Ben Gurion's thought which widens the scope of the discussion in the conference

    Abstract: The atmosphere of hostility between Jews and Arabs which accompanied the establishment of the State of Israel cast a shadow over the cultural contacts between the two sides. As a result of the emotions engendered by the conflict, and the differences between the cultural discourse of the two sides, many found it difficult to take an objective view of the other side. The fact that Bialik, Agnon, and A.B. Yehoshua have been published in Arabic is evidence of a desire for dialogue. This book, however, describes how ideological considerations have dominated translation activity. Translation in the Shadow of Confrontation examines the translation activity of modern Hebrew literature into Arabic. It focuses on the development, the status and the character of these translations in the first forty years of the existence of the State of Israel, and on the dominant norms which influenced translation before, during and after its execution. To this end dozens of translations of contemporary Hebrew fiction and poetry into Arabic which have appeared in various publications in Israel and the Arab world are analyzed. Three areas of translation are discusssed, each of them unique from several points of view: the individuals and bodies involved in translation activity, the considerations which motivated them, and their translation policy. In the translation activity which took place in Israel in the 1950s and 1960s the involvement of elements in the establishment is pronounced. They aimed at translating into Arabic texts with a social and ideological character, and, therefore, chose works which reflected the Zionist consensus. They deleted parts of the text and added to it, and translated into Arabic with a high stylistic register. After 1967 translation activity in Israel was in the hands of independent organizations supported by the establishment. Most of the translators were faithful to the Hebrew text, used Hebrew in their translations, and related to Hebrew culture as a hegemonic culture. The defeat of 1967 led to an increase of interest in Israeli society, culture and literature in the Arab world. Most of the translators tried to use their work to expose the racist and propagandist character of Hebrew literature, as they saw it, and chose for translation texts whose content emphasized its alien character

    Abstract: Metropolitan reforms have been implemented in Canada at a scale and frequency greater than anywhere else in the democratic world. Recent Canadian metropolitan reforms are setting precedents and their fate could influence metropolitan agendas worldwide. This edited collection deals with local government reforms in major Canadian metropolitan areas and provides comparative insights from other countries. Steps undertaken by Canadian provinces have seemingly preferred in some cases 'old regionalism' territorial reforms over 'new regionalism' horizontal networks of governance. Canadian experiences indicate that both weak metropolitan mechanisms and neighborhood-level governments tend to be unstable, often not fulfilling expectations. Moreover, it seems that only old regionalism deals effectively with sharing fiscal burdens, whereas new regionalism approaches can be effective in development. The cross-national case studies provide a perspective on the role of different political systems and political cultures in determining the metropolitan governance agenda and the reforms undertaken, revealing considerable similarities in the agenda and diversity in responses

    Abstract: Aramaic translations were considered a reliable source for Jewish prayers when reading the Torah on Shabbat and holidays at synagogues. Translation did not serve only as an instrument for explaining the Torah, but also for expanding and enriching it, enabling readers and listeners to learn from it and make it more relevant to their personal lives.
