    Abstract: Assesses possible reasons for the two stoppages in the deportation of Slovak Jewry between 1942-44. Rejects the explanation given by the Jewish Council which argued that its bribery of SS officer Dieter Wisliceny caused the stoppages. also dissociates Slovak developments from the "Europa Plan" (i.e. negotiations held with the Nazis to stop the extermination of the Jews through bribery, which failed due to the refusal of Jewish organizations to provide the funds). Argues that one has to examine the make-up of the Slovakian government and its opposition to the deportations. Compares the other "satellite" governments - Romania, Bulgaria, Croatia, and Hungary - and their policies toward the Jews. States that the satellites had more power than was hitherto assumed, shown in their different ways of handling the "Jewish problem", but concedes that the stoppages in the deportations remain a mystery.
