Abstract:
Discusses results of a survey carried out in Russia in October 1997 by the Russian Jewish Congress, comparing them with results of surveys carried out in the CIS in the early 1990s. Shows that, although a majority of Russians are more tolerant toward Jews than they are toward people of some other nationalities, there has been a slight increase in anti-Jewish feeling. This is due to the influence of conservative views presented in the media, and to the fact that Russians have become more wary of individuals or groups who may cause conflict. A majority of the respondents opposed limiting the rights of Jews, but they also did not want Jews to hold high political or military positions. While 18% of the respondents expressed negative opinions of Jews, most of these were rural men with minimal education, who did not know any Jews. Discusses, also, two surveys conducted in Moscow and Russia in November 1998, after Albert Makashov's antisemitic speech in the Duma. Makashov, of the Communist Party, suggested limiting Jewish participation in government. In the Moscow survey, 15% of the respondents agreed with Makashov and 51% disagreed; in the Russian survey, 13% agreed and 37% disagreed (many had not heard of the speech).
