Argues that initially in the 19th century, German discussion about Jewish emancipation was less about Jews than about Germans, their society, and their state. This was true of both left- and right-wing thinkers, whose elaboration of German ethnicity led to elaboration of Jewish ethnicity. However, by mid-century, "Volk" identity began to be stressed and the Jews emerged as the "counter-Volk". Treitschke's attack on the Jewish historian Graetz called for a "defensive" war of Germans against Jews. Theodor Mommsen and Jewish leaders, including Graetz, attempted to combat this attitude by substituting other concepts, e.g. the Jews as a "tribe" that could join the German nation. Concludes that in the face of growing explicit German rejection of the Jews, Jewish efforts to linguistically evade the "Volk" focus of German nationalism were an illusion.
