Abstract:
Presents a translation of the Polish report, dated 13 February 1919, on the pogrom in Lvov in November 1918, signed by the head of the Commission, Zygmunt Rymowicz. This report was found among the materials concerning the situation of Polish Jewry collected by the special American Mission to Poland between July-September 1919. The introduction by Engel (pp. 387-389) notes that the Polish government report was harsher on the Poles than the American Morgenthau report, which Poles feared would harm Polish interests at the Paris Peace Conference. Rymowicz's report speaks of a pogrom. It attributes antisemitism in Lvov to the view that the Jews were pro-Ukrainian. However, antisemitism is also traced to rumors and to thugs. Much is made of the lack of discipline of the "soldiers" on both the Polish and Ukrainian warring sides, and the civil and military chaos. Stresses the difficulty of restoring order. Notes the losses in life and property as being large, but exaggerated by the Jewish investigating committee. Murder victims are estimated at less than 50 rather than 76. Notes the Commission's efforts to collect testimony and move cases in the military and civil courts.
