Abstract:
In order to demonstrate Hitler's responsibility for the extermination of the Jews, traces three phases of Nazi policy: 1933-1939, when the Jews were pressured to emigrate by means of boycott and exclusion from cultural and economic life; 1939-1941, enforced emigration and deportation, and the search for a territorial solution; and from the end of 1941, the Final Solution. Criticizes the view that extermination was an "Ersatz"-strategy to cover up the defeats in the East. It was planned from the beginning and executed with the cooperation of all authorities, including the German Foreign Office. For Hitler, the step by step progression was not dictated by hesitation but by efficacy.
