Abstract:
Presents the background of a Prussian decree issued in 1836, for four districts of Westphalia, prohibiting the acquisition of agricultural land by Jews unless it was to be worked by Jewish laborers, and regulating contracts between peasants and Jewish moneylenders. In these districts, the Jews had been accused of impoverishing the peasants by exorbitant rates of interest, and then, when the peasants were unable to pay, taking over their land. Blaming the Jews was convenient for the aristocracy (who were, in fact, responsible for exploiting the peasants), and was taken up by the peasants because of the traditional stereotype of the Jew as usurer and because of prejudice against the outsider.
