Abstract:
Mendes was Portugal's consul general in Bordeaux at the outbreak of World War II. Describes his activities to rescue thousands of people (Jews and others) who were in danger of being deported after France was occupied by the Nazis. In June 1940, he gave out thousands of Portuguese visas without receiving confirmation for them by the authorities in Lisbon, as he should have done according to a decree by Salazar. For this insubordination, Mendes was recalled to Lisbon in July 1940; his diplomatic career was over. After the war, throughout Salazar's regime, Mendes and his family lived in poverty. He died in 1954. In 1967 Israel posthumously awarded him the title "Righteous among the Nations." In Portugal, Mendes was rehabilitated in 1987.
