Kurzfassung:
Proposes the development of a social-scientific theory of genocide based on extant works by social scientists and historians, mostly relating to the Holocaust. The following points are discussed: genocide is a social process; the central genocidal relation is that of perpetrator domination and victim subordination; states are the most likely perpetrators, particularly a state with a plural society; the necessity of a genocidal ideology, especially one in which the victim is constructed as a threat; an intense project of nation-state building, insecure about its stability and identity, is potentially genocidal; genocide requires not only murderous elites and obedient executives, but also acquiescent bystanders; external factors may cause, encourage, or inhibit internal genocides; genocide is a policy option chosen by the perpetrators. Historical and social-scientific approaches complement each other. Attempts to prevent genocide should be guided by probability but not necessity, as prediction is impossible.
